Fiona White has overall responsibility for
the day-to-day management of the
organisation as well as being
responsible for developing key strategic
partnerships. Fiona is a member of the
steering group of the Lincolnshire
Voluntary Sector Consortium and is
Chair of One East Midlands.
As Company Secretary, David takes
and files minutes of meetings involving
members of the Board, prepares
agendas and supports the Board in their
role as policy makers. David works part
time (15hours), usually in the office all
day Monday, attending all Board and
Committee meetings.

Fieldwork Team
Amy NicholsThomas
Operations
Manager
As Operations Manager, Amy has
responsibility for the fieldwork officers
and overseeing the delivery and
management of all external contracts.
Amy is also the organisation’s Quality
lead, particularly in relation to the Acre
Quality Standards. Amy works part
time, Mon – Thurs 9.30am – 2.00pm.

Stuart’s role is to sustain the funding of
Community Lincs by identifying and
bidding for funding, promoting the
services offered and to provide a focus
for PR.
Janet Clark –
Senior Rural
Officer
Janet works with individuals and
community groups across the county
providing a range of advice,
information and support in tackling rural
issues. This includes:
 Community Consultation e.g.
Community Led Plans.
 Assisting with the development of
new and existing community
groups.
 Managing the Community Action
and Volunteering Fund ( West
Lindsey)
 Working as part of the review of
training and workforce
development in the sector
 Projects related to affordable
warmth across the county ( subject
to funding) eg Energy Best deal,

Fiona works in West Lindsey, North and
South Kesteven providing advice,
information and support to communities
undertaking Community Led Plans in
rural areas. Fiona Is also responsible for
the administration of the CL kitemark
and supports other pieces of work as
aand when required.
Promotes and advocates the work of
Community Lincs to stakeholders and
organisations in the rural community.
Researches and responds to rural
issues and supports the development of
Community Lincs Policy.
Anne hot-desks at WLDC offices,
working closely with the Communities
and Localism Teams and out-reach
work within the three communities of
Brookenby, Newtoft and Hemswell Cliff.
Ian is our Community Broadband
Officer.
Roy is currently researching the
demand for social enterprise support
services, providing advice/guidance as
well as working with CAN, the Plunkett
Foundation, WLDC and communities in
West Lindsey to provide investment for
appropriate emerging/existing social
enterprise initiatives via the the
Community Assets Fund (CAF).

Rural Housing Enablers
The Rural Housing Enablers work with and help rural communities uncover and resolve their needs for
low cost affordable housing. This is achieved by;
 Undertaking Housing Needs Surveys
 Identifying potential sites to develop
 Consulting with the community
 Working closely with Parish and District Councils and Housing Associations
 Helping to unblock any obstacles to the development of affordable housing sites
 Working with projects all the way through to the moving-in day.
Working through the Living Lincolnshire (Housing) Partnership they help to raise awareness of the
contribution that affordable housing makes to a sustainable community and also seek to influence
local and national policy on affordable housing.

Rural Partnership
Officer (Parttime) BASIS
Samantha has specific responsibilities
for the promotion and improvement of
rural service provision in Lincolnshire.
She works with volunteers providing
advice, information and training for
community building and play area
management committees. Samantha
also provides advice to community
building committees through the
Communities Together project by
checking the accessibility of buildings
and arranging workshops for
committees.
Claire has two roles within the
organisation:
As Rural Partnership Officer for the Basis
project called Communities Together, a
five year project funded by the Big
Lottery that started in October 2009. The
aim of the project is to strengthen
communities across Lincolnshire through
support and training to village halls, and
help to develop new and existing
groups for older people, young people
and communities interested in the
environment. This training and support
will be provided by CL and four
partners; Age UK, LCVYS, Groundworks
and Children's Links. Claire's role is to
help co-ordinate the delivery of this
programme.

Neal Mapletoft
Insurance
Officer
Neal’s main role is to manage the
insurance scheme we operate in
conjunction with Zurich Insurance for
Community Buildings and Parish
Councils. This includes all sales,
administration and advice given to
these various community groups on the
products, not only in Lincolnshire but on
a national basis. He also assists
Community Groups and small
businesses to access free advice on
Energy costs for their properties.

Christine Banks
Takes responsibility for all financial
Finance Manager aspects. Works alongside Project staff
and CL Financial Officers to ensure
accurate financial records and reports
are compiled and maintained as
required.

Teresa Palmer
Resource
Manager
As Resource Manager Teresa carries out
most of the procurement for the
organisation, she is the Line Manager
for the Administration Team and ensures
the smooth running of the office in
general. Some of her other
responsibilities are ICT, Health and
Safety (Teresa is qualified to Level 3
NEBOSH) and is the First Aid at Work
representative (First Aid at Work
Qualified for 12 years).

Teresa is the Co-ordinator for the
Lincolnshire Best Kept Villages and Small
Towns Competition.
Teresa provides support to the Chief
Executive, is part of the Management
Team, a member of the Marketing
Group and the CLASS Team.
Tracy Ingram
Administrator &
Design Work
Tracy assists in the smooth running of
the office, working as part of the
administration team on various
administrative tasks and ordering of the
stationery, looking after the
photocopier and franking machine.
Specialises in work for the Fieldwork
Officers and art work design, and
organiser for the Photographic
Competition.

Organiser (Parttime)
Jenny maintains the CL database and
helps to organise all aspects of events
which are run by Community Lincs. She
provides support for the Rural
Community Facilities Officer, admin
support for the CAV Fund and assists in
the running of the Best Kept Villages
and Small Towns Competition and also
Learning Lincs.
Sharon Keeble

Bulk Oil Scheme
(Part-time)
Sharon assists various administrative
tasks including responsibility for
communications and the sending out of
bulk emails and is also Secretariat to
Lincolnshire Compact, administration
for the Bulk Oil Buying Scheme and
Organiser for the Children’s Artwork
Competition.

Volunteers
Fen Kipley
Carey Rossiter
Fen works closely with both the Administration and
Fieldwork Teams. Fen provides research input to
assist with building the evidence-based capacity of
Community Lincs, particularly with regard to
Community Led Planning and scoping studies for
potential rural community projects. In addition, Fen
instigated and administers the Community Lincs
Sundries Fund.
Cary works on Database administration.
Georgina
Simmons
Georgina supports Teresa with general
administration.
Bernie Hill
Bernie works on Thursdays on the database, doing
telephone work for this and acting as receptionist.
She will also be doing other administration jobs as
and when needed.
Louise Moore
Louise works on Tuesdays and Thursdays, shadowing
Sharon on the Bulk Oil Project for the first few weeks
and helping to cover this when Sharon is not
available, Louise will also be helping to Market the
Project. She will also be trained in database work to
assist us in getting this up to date.
