These laws include what they should say (s.13) and how and they should say it (s.45). The source for these laws is our parsha (Bamidbar 6:23-27) where Hashem says to Moshe “speak to Aharon and his sons saying: so shall you bless the children of Israel, saying to them”. Rashi comments on this verse that the Hebrew word “saying” is written with the extra letter “Vav”. This Vav teaches us that Kohanim should say the words slowly and with a complete heart. This would imply that if they can’t say it slowly then they shouldn’t bless the people. Indeed, the Rema (128:44) writes that for this reason it is the custom amongst Ashkenazim for Kohanim only to bless on Yom Tov when they are free from the pressures of work. The Gemaro (Sotah 38a) observes that since the verse says “Saying to them” the blessings must be said in the same way as a person speaks to his friend, i.e. face to face. The Sforno understands that doing so elevates a prayer to a blessing. This can be proven by Bilam who looked at Bnei Yisrael before he tried to curse them (Bamidbar 23:13) and Moshe who looked at the land of Israel before he blessed it (Devarim 32:49). Without looking face to face the words would just have the lower status and effect of a prayer. This explains why congregants should be careful to face the Kohanim without looking at them and not turn their back on them and why the blessing doesn’t reach people who stand behind their back (128:23-24). Interestingly, R’ Yaakov Emden holds by a minority view that Kohanim shouldn’t cover their hands or face with their prayer shawl because if they did it wouldn’t be face to face. Jews, Jubilee and Monarchy by Jeremy Mindell Three British monarchs have managed to celebrate their Diamond Jubilee, King George III, Queen Victoria and Queen Elizabeth II. Each reign saw an improvement in the position of Jews in the country. The Napoleonic wars cemented the financial standing of the community, in financing the Government. The reign of Queen Victoria saw the remaining restrictions on Jews abolished and they were able to sit in parliament. Elizabeth II’s reign has seen Jews consistently at the top of the British establishment in industry, commerce and the judiciary. The links between the Jews and the monarchy have generally been very strong. The first recorded presence of Jews in England was at the time of William the Conqueror in 1066 (although some believe that tin was extracted by Jews from Cornwall to support the building of the first temple). Generally Jews in the medieval period had a mutually beneficial relationship with the monarch. Jews were an important source of funding for the King in terms of both taxes and loans, in return the monarch normally afforded protection to Jews against their powerful enemies the barons and the church. It is noteworthy that the monarch punished those involved in the massacre at Clifford’s tower as well as the constable who failed to protect the Jews. This close relationship helped medieval Jewry to thrive until the civil war in the reign of Henry III and the activity of Simon de Montfort who was well known for being an enemy. Jews were expelled in 1290 by Edward I. Many people associate the recall of the Jews with Oliver Cromwell; however this is only part of the story. The conference called by the lord protector only determined there was no barrier to Jewish re-admittance to England. It was actually Cromwell’s royalist opponent, Charles II who regularised the status of Jews in 1662 exactly 350 years ago. The Conventicle Act had been passed which was directed at assemblies of Catholics and dissenters. The Jewish community then asked the royal authority if they were able to assemble in synagogues. The royal response was that as long as they kept the peace they could continue to assemble and meet undisturbed. Since then the position of Jews in British society has steadily improved. The idea of the Jubilee comes from the Torah and in particular the passages in Devarim (Shoftim). Specifically the references to amnesties and cancellations of debts have been followed by many monarchs either at their coronation or as part of a celebration. However, no society to my knowledge has tried to recreate the return of land to original owners. Has there been a special tie between monarchs and the Jewish people? Monarchs’ themselves have often looked to the Jewish kings, notably King David and Solomon for inspiration how to act. It is also the case that Tanach provides interesting advocacy for a limited monarchy. First of all the monarch was not the only source of authority; there was also the authority of the Prophets and Judges. Secondly the Torah prescribes limits on what the monarch can do; for instance ownership of horses, wives and accumulation of wealth. These types of restrictions were unknown outside Israel at the time, but certainly provided inspiration to those who drew up the Magna Charta and subsequent attempts to limit the powers of the monarch. It was also in stories such as Naboth’s vineyard and David’s association with Bathsheba, which were clearly protests against the abuse of royal power. The punishments handed out underlined that there were some fundamental rights which monarchs needed to respect. There was also the precedent of King Saul being removed from office because of his failures of leadership. Set against this there have been strong bonds between monarchs and their Jewish subjects in many lands. These have been re enforced by loyal prayers for the welfare of the monarch which are a widespread custom since the days of the Babylonian exile. Why have, on the whole, Jews remained Monarchists? This is partly, as indicated before, because Jews look to monarchs to protect them against other enemies. In addition to this they were less likely to be attracted by separatist or nationalist movements and indeed a number of monarchs such as the Hapsburg Joseph II and Prussia’s Great Elector were often ahead of their people in emancipating Jews. But also the recreation of a form of Government associated with the heyday of Judaism-the Davidic Monarchy, gives a strong link between past and present Kingship. So we can celebrate at this Jubilee the links between Monarchy and Jews which go back centuries.
