SAX Final Order p11 Must also show that, among other things, it is “fit, willing, and able” to complete the project 220 ILCS 5/15-401 Must show that there is a public need for pipeline and that public convenience and necessity requires pipeline. To avoid complicated challenges to your intervention it is wise to choose a single, well-researched issue, one that fellow intervenors are not using. SOIL has a mechanism to help you with this.
