Attachment 5 Lot 33 (332) Hale Road, Wattle Grove – Single-Storey Shopping Centre with Signage Urban Design Response Response to comments from Shire of Kalamunda Ed Wilks 7/10/2016 Proposed Layout Layout gives broad exposure to all businesses on the site Provides more parking with direct access to the Child Care Centre which can cater for any additional peak AM and PM requirements when parking is not required for retail outlets. Suggested Layout Makes the Drive-Thru Coffee the focal point of the site Access to Child Care parking from Hale Road and from Child Care Parking to Child Care facility is no different or better than proposed layout Provides direct frontage parking to all Retail outlets. The accessibility of parking bays is reasonably well proportioned in accordance with the floor area of the two Retail blocks. No direct frontage parking to Retail outlets on western side. Parking accessibility also evenly proportioned, although all customers to western Retail block will have to cross the traffic aisle / main access to the Child Care Centre. Generally this type of development attracts businesses that are trip specific. Ie. People won’t park and then walk around to a number of outlets. Hence not a lot of pedestrian movement is expected from one retail block to the other. If this was the case, consideration could be given to providing a pedestrian crossing with pedestrian refuges around midway down the Main advantage of suggested layout is that it defines the main access to the Child Care Centre – however it cuts off parking from the Retail outlets on the west. parking area. (A in diagram) However this would result in further loss of parking bays. Could provide marked crossing at northern end of parking area. (B in diagram) A B Main traffic routes are to be identified with red asphalt and signage. The intent is to discourage traffic movement through the forecourt of the fuel station. This will be reinforced with signage. (The diagram of the proposed layout in the comments from the Shire shows all vehicles exiting through the forecourt. This is not the intent.) It will also be a very low speed environment, so drivers will have time to respond to appropriate delineation and signage The layout includes distinct channelization to direct traffic around the fuel station forecourt. The layout is conducive to directing vehicles around the forecourt. Layout provides space for vehicles queueing for the fuel pumps when busy. No space for queuing. Vehicles will obstruct through traffic. Will need to show pedestrian crossing areas at the locations shown on the marked up version of proposed layout.
