and as soon as t h e l u n c h i s o v e r , t h e t a b l e s have t o be c l e a r e d
away and s t o r e d . There i s a l a c k of s t o r a g e room i n t h e b u i l d i n g . The s t a g e which i s used c o n s i d e r a b l y h a s t o b e removed
between t h e i n t e r v a l s of usage, and t h i s i s a problem.
There i s a l s o i n s u f f i c i e n t p a r k i n g f o r automobiles a t t h e
P a v i l i o n as t h e r e are o n l y t e n p a r k i n g s p a c e s provided. People
are f o r c e d t o p a r k a t t h e Hi-Low parking l o t and c r o s s over busy
135th S t r e e t t o t h e Pavilion. He s t a t e d attendance a t t h e
P a v i l i o n d u r i n g November w a s 4,495.
M r . B e l l a l s o submitted a r e p o r t from t h e Supervisor of t h e
P a v i l i o n showing where t h e members r e s i d e i n r e l a t i o n t o t h e
f i v e Town C e n t r e s and who a t t e n d t h e P a v i l i o n . There are 634
p e r s o n s r e s i d i n g i n t h e Whalley area and 156 i n G u i l d f o r d , and
t h i s makes up 81% of t h e i r membership. T h d r e p o r t showed a memb e r s h i p of 976, and M r . B e l l s t a t e d t h i s w a s now up t o 1,100.
He r e q u e s t e d Surrey Council g i v e s e r i o u s c o n s i d e r a t i o n t o t h e i r
need f o r a d d i t i o n a l s p a c e a t t h e S u n r i s e P a v i l i o n .

I n r e g a r d t o t h e g r a n t s f o r r e c r e a t i o n purposes, t h e M i n i s t e r
s t a t e d t h a t t h e M i n i s t e r of R e c r e a t i o n i s working on a new f o r mula f o r a s s i s t a n c e t o m u n i c i p a l i t i e s . Because some m u n i c i p a l i t i e s had taken advantage of t h e c a p i t a l g r a n t s f o r r e c r e a t i o n
f a c i l i t i e s , they now found t h e y are i n a p o s i t i o n of having a
f a c i l i t y t h a t they cannot a f f o r d t o o p e r a t e . The new formula
may assist m u n i c i p a l i t i e s b o t h on c a p i t a l and o p e r a t i n g c o s t s
concerning r e c r e a t i o n f a c i l i t i e s . H e a l s o mentioned some c i t i e s
m
are g e t t i n g a i d now from t h e P r o v i n c i a l Government on t h e cons t r u c t i o n of r e c r e a t i o n f a c i l i t i e s f o r o l d a g e p e n s i o n e r s and
t h i s should b e - p u r s u e d by Surrey.
I n r e g a r d t o a n e n q u i r y by Alderman Jones as t o t h e l a r g e amount
of p r o p e r t y t h e Government h o l d s i n South Surrey which t h e y purchased f o r a proposed o i l r e f i n e r y and which i s s i t t i n g i d l e ,
t h e M i n i s t e r s t a t e d he h a s been t r y i n g t o g e t v a r i o u s M i n i s t e r s
t o a c t on t h i s p r o p e r t y . H e u n d e r s t a n d s i t i s b e i n g c o n s i d e r e d
b u t he i s n o t s u r e of what i s being proposed f o r i t a t t h i s t i m e .
The Mayor asked i f t h e r e w a s a n y t h i n g b e i n g done i n r e g a r d t o
a r t e r i a l highways, p a r t i c u l a r l y as t o t h e widening of King George
Highway.
The M i n i s t e r s t a t e d he understood t h e Department had been a d v i s e d
by t h e Surrey R.C.M.P. t h a t t h e r e w a s no problem i n r e g a r d t o
highways i n Surrey. H e s t a t e d work i s proceeding on t h e widening
of King George Highway i n 1977.
Alderman Schrenk s t a t e d s h e had r e c e i v e d l e t t e r s from D r . Leach
and o t h e r s r e g a r d i n g t h e Big Bend area and i t s r e t e n t i o n as a n
ecological reserve.
She s t a t e d t h e M i n i s t e r had a d v i s e d t h a t a n
a p p l i c a t i o n w a s b e i n g made t o r e t a i n t h i s area f o r a n e c o l o g i c a l
reserve and s h e t u r n e d t h e s e l e t t e r s over t o t h e M i n i s t e r f o r
h i s information.
I n r e g a r d t o t h e Big Bend area t h e M i n i s t e r s t a t e d t h a t t h e
M i n i s t e r of Municipal A f f a i r s had a d v i s e d him t h a t t h e Regional
D i s t r i c t could n o t p u t i n a s a n i t a r y l a n d f i l l w i t h o u t Council
a p p r o v a l as i t i s p r e s e n t l y zoned I n d u s t r i a l which does n o t perm i t a l a n d f i l l o p e r a t i o n ; they must come t o Council f o r a p p r o v a l .

Before t h e motion w a s p u t t h i s w a s d i s c u s s e d and Alderman Beale
s t a t e d he w a s opposed t o t h e By-law because i t i s a form of
urban sprawl, i t w i l l create t r a f f i c c o n g e s t i o n a t 192nd S t r e e t
and F r a s e r Highway, and t h a t 276 u n i t s means t h a t a t least 276
more c h i l d r e n w i l l be i n t h e area and 1 5 a d d i t i o n a l t e a c h e r s
and 10 a d d i t i o n a l classrooms w i l l be r e q u i r e d . H e s t a t e d t h e
development would have t o o much impact on t h e area.
Alderman Vogel spoke i n s u p p o r t of t h e p r o j e c t s t a t i n g t h e area
around i t i s zoned i n d u s t r i a l and i t i s a n a p p r o p r i a t e t y p e of
development f o r p e r s o n s t o l i v e i n who would be working i n t h e
nearby i n d u s t r i e s , p a r t i c u l a r l y a s it i s a r e n t a l p r o j e c t .
Alderman Schrenk a l s o spoke i n s u p p o r t of t h e p r o j e c t p o i n t i n g
o u t t h a t i t i s o n l y s i x u n i t s p e r acre when you t a k e t h e g r o s s
a c r e a g e involved. It i s w i t h i n t h e Urban Growth area and,
t h e r e f o r e , development should t a k e place i n o r d e r t o pay f o r

t h e s e r v i c e s w i t h i n t h e area. There w a s a l s o a l a r g e amount
of imposts being r e c e i v e d by Surrey f o r t h e development.
Alderman O'Brien-Bell spoke a g a i n s t t h e p r o j e c t s t a t i n g i t i s
