Oneofthemostsalientproblems・intrinsictourbanizationsee;nstQ
lieintherapidgrowthofpollution.Thiscanbesubstantiatedwhe尊

Asfarasairpollutionisconcerned,.however,LosAngelesisconsideredasoneofthemost「interestingareastoobserveforseveralreasons.SouthernCaliforniahasbeena且dstillisoftenregardedashaving

Ofthese,thelargestistheCityof`LosAngeles.Inadditiontothese
・incorporatedareas,manycitizensliveinunincorporatedplaces.Not
havingtheirowngoverningbodies,'theyaredependentuponthecounty
governmentforvariouslocalservices,including'policeandfireproteetions.1

「Thecountygovernmentwas且rst6rganizedin1850concomitantwith
theinceptionoftheStateofCalifornia.Itwasoriginallyconstruedas
apolitical
.armofthestategovernment。Itsfunctionswere,therefore,
1imitedtotheadministrationofsocial.welfare,theoperationofcourts,
theregistrationofpropertyrights,and.`otherstate-wideconcerns.2But
overtheyears,ithasextendeditsscope.'Itsfunctioncanbeclassified

Traditionally,the負rsttwoweretheprimej6bsofthecountygovernment.Butbeginningin1910,itstartedtoalteritsoutlook.Theim-
portantimpetusforsuchatransformationcamefromastateconsti一
価tionalamendmentofthatyear,whichallowedlocalpolitiesthroughout
Californiatohavehomerule.
.LosAngelesCountywasquicktocapi・
talizeonthisprovisionandestablisheditsowncharterin1912.This
coupledwithotherlegislationenactedinSacraロ1entoauthorizedthe
countytoenterintovoluntaryagreementswithincorporatedcommunities

forthepurposeofofferingthemmunidpalservices.4".'
Thiswasamajorbreakthrough,becausemanycitiespromptly.took
advantageofcou.11tyservicesi血taxcollectionandassessment,1ibrary
andhealthprograms.Followingthiswerenumerousotherconstitutional
changes.Allof.themcontributedto.thegrowthoftheroleofcounty'
government,andby1935countygovernmentcouldellterintocontracts
withcitygovernmentsforanycoUntyservices.5

Thetrendofgrowingcountygovernmentpowerhasbeenkeptalive
eveninthepost・warperiod.In1954,anotherprecedentwasestablished
whenLosA.ngeles:County;madel員packagedeal
corporatedcityofLakewood.Accordingtothisplan,thecountygovemmentwouldprovidevariousserviCesincludinglawenforcementforthe
municipalitiesandreceivethefullco§tfromthem.6,
ThegradualtransitionoftheroleofLosAngelesCountyhas、resultβd
inthe・expansionoftheforma!structureofgovernment.As,of1972,
itoperated70departmentsand,institutionsand321speCia1.districts。.
TheseagenciesvariedfromtheDepartmentofAdoptionstQthat,of
Weights、andMeasuresandincludedtheAir、PollutionControlDistrict・
