President Jorge Neto Valente, Macau Lawyers Association
President Jorge Neto Valente is the founder of the JNV
Lawyers and Notaries, one of the largest and most renowned
law firms in Macau, with a strong reputation for proactive
problem-solving. His current practice has a strong focus on
civil and corporate law, banking and insurance, real estate,
arbitration and gaming law. He his also highly regarded by
his peers and clients for his litigation skills.
Jorge is a member of the Macau Lawyers Association. He has
been presiding from 1995 to 2000 and from 2002 till the
present date. He is also a member of the Portuguese Bar
Association, an associate of the Hong Kong Institute of
Arbitrators, a member of the International Association of
Lawyers (UIA – Union Internationale des Avocats), having
been the President of its 57th Congress, a member of the
Board of Trustees of the Macau Foundation, a member of the
Board of Trustees of the Galaxy Foundation and an Assembly
Member of the University of Macau.
Jorge graduated from the Lisbon University Faculty of Law
and has honors granted by the Knight and Grand Officer of
the Order of Infante (Portugal), the Professional Merit
(Macau) and the Chevalier des Palmes académiques (France).
He is native in Portuguese and fluent in both oral and written
English and French. He has professional working proficiency
in both oral and written Cantonese and Mandarin.
Keynote Address Speaker:
Dr. LIU Dexue, Director of Legal Affairs Bureau
Dr. Liu Dexue has been responsible for the coordination and
guidance of the most important legislative interventions in
the last years in the Macao Special Administrative Region
and for all the activities related to international and interregional law, including the negotiations and the conclusion of
agreements in the judicial area. Dr. Liu Dexue holds a PhD in
Civil and Commercial Law from the China University of
Political Science and Law and a Master Degree in Civil Law
from the Peking University. He has deep and wide
professional experience directly related to legislation and
legislative process. He started his professional career in 1988
in the People’s Superior Court of the Anhui Province of the
People’s Republic of China. In 1998, he started his career in
the Legislative Assembly of the Macao Special
Administrative Region of the People’s Republic of China,
where he worked in many legislative processes, including
those related to the most important legislation governing the
Macao SAR legal system nowadays and where he received
public praise for his work, professionalism and competence.
Dr. Liu Dexue is author of many juridical articles, namely in
civil and commercial law and constitutional law, published in
Chinese and Portuguese languages.

Dr. Cesar Augusto Guimarães
Pereira, Fellow of the IDRA
Dr. Cesar Augusto Guimarães Pereira is a Fellow of the
IDRA and Partner at Justen, Pereira, Oliveira & Talamini,
Brazil. He has sit as presiding arbitrator or co-arbitrator in
several cases under domestic rules such as CAM-CCBC,
CAMARB and ARBITAC comprising subject matters such as
PPPs, government concessions, construction, M&A and
commercial contracts. He has acted as counsel in
international arbitrations at the ICDR (New York) under
UNCITRAL rules and in ad hoc arbitration under ICC rules,
as well as in numerous domestic cases under the most
commonly applied domestic rules in Brazil. He has been
retained as counsel by Brazilian federal government entities
under single source contracts for specialized legal work.

Professor Ingeborg Schwenzer
Founding Member, IDRA
Professor Dr. Ingeborg Schwenzer is a Founding Member of
the IDRA. She is Dean of Swiss International Law School and
a full Professor of Private Law at the University of
Basel/Switzerland. Additionally, she has been an adjunct
professor at City University, Hong Kong and at Griffith
University, Brisbane/Australia. She has published numerous
books and more than 200 articles in the fields of law of
obligations (contracts, tort law and unjust enrichment, sales
law both domestic and international), commercial arbitration
as well as family law. In particular, she is the editor and main
contributor of the world’s leading Commentary on the
Convention on the International Sale of Goods (CISG) (4th
edition, Oxford, Oxford University Press: 2016) and its
German, Spanish, Portuguese and Turkish counterparts.
Ingeborg Schwenzer is Chair of the CISG Advisory Council.
She is also active in all areas of legal practice. In particular,
she regularly acts as arbitrator, counsel and legal expert in
international disputes.

Dr. Mok I Leng
Dr. Mok I Leng has been a Lawyer registered in Macau
Lawyers Association (“AAM”) since 2007, who is also the
founder of MIL Law Office. She was a former Director of the
Board of AAM during the period from 2011 to 2016 and the
Alternate Member of the High Council Advocacy of AAM
during the period from 2009 to 2010. Dr. Mok is a Member of
“Chartered Institute of Arbitrators” and holds a Master Law
Degree (in Chinese Language) in Juridical Science and a
Bachelor Law Degree (in Portuguese Language) from
University of Macau. She was the President of Rotary Club of
Guia – Rotary International District 3450 (Hong Kong, Macau
& Mongolia) during the period from 2012 to 2013.
Furthermore, she has been the Founder / Honorable
President of Elite – Association for Creativity and Music
Culture since 2010.

Dr. Fan Yang
Director, IDRA

Anthony Houghton SC

Moderator:
Dr. Fan Yang currently serves as the Director of the IDRA.
She was called to the Bar of England and Wales in 2005. Her
areas of expertise include complex commercial contracts, sale
of goods, letter of credits and carriage of goods by sea. She
has arbitrated in English and Chinese (Putonghua and
Cantonese) languages. She has been appointed as an
arbitrator under the ICC Rules of Arbitration (2012) and
HKIAC Administered Arbitration Rules (2013), and has
extensive experience in arbitrations under other leading
institutional rules, as well as in ad hoc arbitrations in leading
international seats. Her publications include a substantial
commentary and casebook (Vols.1&2) on Foreign-related
Arbitration in China, published by Cambridge University
Press. She has been teaching Chinese Comparative
Commercial Law and Arbitration at the School of Law of the
City University of Hong Kong since 2009.

Anthony Houghton SC is a Founding Member of the IDRA.
He was called to the Bar, in England and Wales in 1988, and
in Hong Kong in 1989. He was appointed as Senior Counsel
in 2008. Although still active as a counsel, much of his
practice now involves sitting as an arbitrator in Hong Kong,
elsewhere in Asia and the Middle East on both construction
and various non-construction related disputes. Mr Houghton
is a Trustee of the Chartered Institute of Arbitrators, and is
also an approved tutor and course director for that body. He
has been involved in many arbitration training courses, at all
levels, and in at least 10 different jurisdictions. He is a former
Chairman of the East Asia Branch, and was, for several years,
a committee member of the Chartered Institute of Arbitrators
Association in Thailand.

Dr. Francisco Trigueiros da Cunha is graduated in Law by
the Portuguese Catholic University – Porto, and holds a postgrad degree in Tax Law by the University of Porto. He is
admitted to the Portuguese Bar Association since 1998 and to
the Macau Lawyers Association since 2011. He currently
coordinates the works of the Macau Lawyers Association
