PUBLIC ORDER POLICE
FORCES’ATTRIBUTIONS TO THE MAJOR
EVENTS IN THE SECURITY FIELD
For the Romanian Police and the Romanian
Gendarmerie, as well, the deployment of sport
contests, in normal conditions of public order
and safety, represents one of the many
responsibilities, with whom the two institutions
were invested, within their designation context,
as mainly public order and safety forces in the
state.
LEGAL FRAMEWORK
The Government Decision no.196/2005 on approval of
„The Ministry of Administration and Interior Strategy for the
achievement of public order and safety, increasing of citizen’s
security and preventing of street criminality”, established an
exactly delimitation of competences, by meaning of the
followings:
- The Romanian Police maintains the public order and
security, at national level
- The Romanian Gendarmerie assures and restores
public order, at national level.
The Government Decision no.196/2005
stipulates that:
The maintaining of public order represents the ensemble of measures,
activities and actions daily organized and carried out by the public order
and security Police Forces , for the purpose of a normal functioning of
state agencies, protection and respecting of fundamental human rights of
citizens, of civic behavioral norms, rules of social cohabitation, of other
supreme values and public and private property, as well.
The assurance of public order comprises the undertaken measures for the
respecting of legality, prevention and discouraging of some actions which
aim social disturbances or violent behaviors during public meetings and
manifestations, cultural and sport events, as well as of other similar
manifestations with high number of participants, and it assures by the main
and supporting forces, according to the competences.
The restoring of public order represents the ensemble of legal measures
undertaken for its reinstatement on initially situation, when that was hardly
disturbed, by peaceful means or by exclusively using of force.
THE MAIN ATTRIBUTIONS OF POLICE FORCE
-It deploys specific activities, before and during the public
manifestations, for the obtaining of data and information,
and resolving of situations which belongs to its competence,
assures the normal deployment of traffic within the respective
area and on the moving routes of demonstrates, and, takes
part within specialized researching-sorting teams, to the
need;
- It supports the Gendarmerie units with data and information,
for assuring or restoring of public order and security, with the
occasion of deployment public meetings, manifestations,
cultural/sportive events, and another same actions.
Police attributions:
- Maintains the public order on moving routes of teams and public to
the sport units, within localities or outside of these, until the external limit
of the near area, making patrolling or surveillance;
- Rendering cursive and managing the traffic flow on the moving
routes of teams and public;
- Restricting the traffic flow or re-rendering cursive it on some public
way sectors, when the situation impose that, only;
- Assures the operative exchange of data and information with the
gendarmes’ structures;
- In the case of traveling of teams or supporters to other localities, it
will be ensure the presence on the street of some Police patrols from the
transited localities, for the estimated period of their crossing;
- Takes measures for the identifying and sanctioning of persons, who
committed offences , according to its competence;
- Takes measures for the identifying and investigation of persons
who committed crimes, according to its competence.
POLICE-GENDARMERIE REGARDING THE
DATA AND INFORMATION EXCHANGE
The concretization of data and information exchange between the Police
units and those of Gendarmerie consists also in the fact, that the persons
against whom the Police officers disposed sanction measures for offences
or the beginning of penal pursuing for committing of facts regarding the
deployment of sport events, are communicated to the National Point for
Informing about Sport Events (NPISE), built up to the General
Inspectorate of Romanian Gendarmerie level, for their implementing within
a database.
It were also nominated within the territorial Public Order Police structures
some Police officers , who engaged a permanent consulting of NPISE,
who are aiming to going on the gathering of supplementary data and
information necessary for the surveillance/ monitoring of predisposed
persons to the facts related with the sport events.

COMPETENCES OF ICRP
►The Institute for Crime Research and Prevention
coordinates, advises and centralizes the entire
crime prevention activity of police on national
and local levels.
►Elaborates, together with other specialized
divisions, provisions, instructions, programs for
the unitary regulation of the activities in the field.
►Starting 2007, ICRP is a full member of the
European Crime Prevention Network (EUCPN).
MAIN TASKS OF ICRP
► Analizes the etiology of crime and its forms of
manifestation.
► Designs studies and periodic analysis of crime
trends, the actions and effectiveness of
preventive measures.
► Elaborates crime prevention programs which
fundament specific action projects.
► Designs and carries out, in cooperation with
other divisions in the field, sequential prevention
programs.

GENERAL OBJECTIVES
The crime prevention policy within the ICRP is
focused on the following guidelines:
► Designing criminological studies to fundament the prevention
policies;
► Training of the population in anti-victimization and anti-offending;
► Secured by design areas to reduce citizen vulnerability to crime;
► Implementation of a common methodology to evaluate crime
prevention activities;
► Dissemination of good practices;
► Monitoring of the implementation of crime prevention policies on
local, regional and national levels;
► Increasing proficiency and consolidation of the national crime
prevention network;
► Development of partnerships with the community.
