People’s Community Action Corporation is pleased to write a letter in support of the St.
Louis Housing Authority’s grant application to the U.S. Department of Housing and
Urban Development for the Jobs Plus Pilot program for Public Housing Agencies. We
are looking forward to continuing our partnership with you to provide insurance
enrollment assistance, comprehensive intake and GED classes to qualified public
housing participants.
People’s Community Action Corporation firmly commits to provide the following services
to public housing residents: anger management classes, energy assistance, food pantry
services, financial literacy, case management, conflict resolution sessions and job
readiness skill building as in-kind support. We would estimate our in-kind support to
include five (5) part-time employees at a cost of $25,000 each per year for a total of
$125,000 per year for four years. The in-kind support for four years total $500,000.
Peoples Community Action Corporation supports the efforts of the St. Louis Housing
Authority and will continue to coordinate joint efforts for training and self-sufficiency
initiatives. We look forward to our partnership in the effort to assist the residents in

Saint Louis University School of Nursing is pleased to provide a letter of support for the St.
Louis Housing Authority to the U.S. Department of Housing and Urban Development for the
Jobs Plus Pilot Program. We look forward to continuing our public health nursing and
community project clinical practicum experiences with the St. Louis Housing Authority. The
faculty and students engage in clinical activities aimed at health promotion, risk reduction and
disease prevention with staff and residents.
This in-kind contribution is calculated based on 60 percent of instructional time of one (1)
faculty member and is estimated at $40,800 per year. The average faculty salary is $68,000 and
the value of the service is equal to $40,800 per year of staff time. The total in-kind contribution
over 4 years total $163,200. In addition, each student engaged in clinical work at St. Louis
Housing Authority averages approximately 60 - 80+ service hours per semester. This public
health nursing work is vital to the health of the community.
