I.
Devotions: Matt 8:10 “I tell you the truth, I haven’t seen faith like this in all of Israel”
“Because you believed it has happened” Matt 8:26 “Why are you afraid?” Fear focuses
on situations but faith looks to Jesus. God will give us wisdom.
II. Present: Pastor Mark, Mark Parrott, Peter Beaver, Allan Menaker, Greg Coons, Chuck
Kuhns, Jeff Roach, Paul Austin
III. Reports:
A. Meeting Minutes from December 15, 2015
A motion was made accept the minutes from December 15, 2015. The motion
was seconded and it carried.
B. Financials
A motion was made to accept the financial records for 11/01/2015 to
11/30/2015 and 12/01/2015 to 12/31/2015. The motion was seconded and it
carried.
C. Pastor's Report
1. Christmas Drama- Successful- Great Christmas Eve service (400+ people). We
may need to think about two services next year.
2. Year Highlights:
a) 72 water baptisms – Pray for baptism of the Holy Spirit.
b) 217 Salvations
3. Staffing Goals:
a) Increase leadership teams
b) Pastor Bo: look, pray and identify the Nenana Pastor by summer 2016.
Wants to hire someone that can pastor the people. Currently tried the live
streaming
Ill. Old Business:
A. Building Committee Report- Mark Parrott
Tim Cerney wants too much money for the property we were interested in. We
will have to look at other options. There is a property on Geist/Parks Highway
that we are looking at. Till we have the land purchased we won’t be able to get
any of the permits or the floor plan finalized. Looking at the functional flow of the
floor plans. Possibly consider adding a day care and making other adjustments.
We are trying to determine if there is a need for Christian child care. The
Building Committee continues to meet monthly, looking for land, and will make a
proposal for the board. We are 2 ½ years away from a new building. We are
also looking at existing buildings. Our goal is to have an architectural rendering
prepared for the church business meeting. We anticipate a multi-year capital
campaign.
IV. New Business:
A. Membership Roster approved.
a) Pastor went through list chronologically.
b) Many layers to this roster. Active members, Absentee members, Inactive
members and honorary members. Need to do some housekeeping stuff to
clean up the roster to conform to the constitutional by-laws.
A motion was made to send a letter to inactive members to encourage them
to be established in a church. The motion was seconded and carried.
Discussion: Jeff Roach- “We need to make sure there is no conflict with the
existing by-laws.”
Pastor- read out loud by-laws pertaining to the issue.
A motion was made to attach to the next minutes, the letters for In-Active members
and that the letters will be included and attached to the minutes. The motion was
seconded and carried.

A motion was made to enter executive session to discuss membership status. It was
seconded and carried.
A motion was made to accept the Membership roster. The motion was seconded
and carried.
B. Updated Statement of Faith.
Pastor discussed Bylaw changes. Make changes to the bylaw wording. Change
Article 5 “Statement of Faith” On page 6 add proposed changes. Pastor read out
loud the proposed changes. “We need to be protected from the same-sex gender
issues”.
Promised to send out the book so all the board members could read it fully.” There is
time to read through the booklet and we will put it on the old business for next
month.”
Pastor wants to do some house keeping with the voting/nonvoting by-laws.
Greg Coons- You can probably do that administratively if there is no conflict with the
by-laws. People are going to want to read it. Give it to them ahead of time. Post the
information in advance so that it can be digested.
Pastor- This is needed to protect our staff and our building.
One option would be to prepare a video for the congregation and have an
information session after a service for the voting members so that they will be
prepared to vote at the business meeting.
Another secondary way to get information to the voting members would be to have a
site on the web site for members only.
We can offer Nenana church a membership class so that their participants can
become voting members.
C. Room Usage Discussion
Pastor- There is an increase in the number of requests to use the church building.
Many of these requests are not church related. Our janitorial staff has had to work
the last three Saturdays to clean up the church after a group has used the building
for an event.
“What are your thoughts?”
“What wisdom or advice do you have to give me?”
Chuck- Have a cleaning fee and a cleaning crew that the groups have to pay for
ahead of time.
Create a facility reservation form so that it is better organized and there are no last
minute surprises.
Have a use agreement with a fee to allow the usage.
Pastor- Need to develop a policy form. I will create a rough draft. You and the staff
can edit and review it. This will help the staff navigate the growing request we have
for facility use.
D. Ordination/Licensing for staffPastor- Derek is being ordained and Josh is being licensed. I want to get them a nice
Bible. Derek’s ordination will take place in Anchorage. This is a big deal. You are
welcome to attend the ordination if you want to go.
E. Discussion Regarding Growth and future Staffing.
We are having growth challenges. These are good problems to have. The nursery is
full once again. We can shift to a 9:00am, a 10:30 am and a noon church service. I
don’t want to do more than three services on Sunday. I’m pretty emotionally
exhausted come Monday. The 9:00am service will have a couple hymns at first, but
will also have a full band and child care. We will keep the praise service once a
month on Sunday evenings for folks who love hymns.
Pastor Josh says that we will need 51 volunteers to maintain this schedule. We need
to hire an administrative assistant to help with the constant volunteer staffing needs
for Josh and Derek.
F. Facility Discussion
We will put the Junior Kids church in the loft so that there are only two locations for
kids. This is right next to the nursery. We can put the adults down in the basement.

Devotions: Saying good bye to Peter Beaver and Mark Parrott. Thanking them for their
service. It’s been a pleasure serving with them on the board.
II. Present: Pastor Mark, Mark Parrott, Peter Beaver, Allan Menaker, Greg Coons, Chuck

A. Meeting Minutes from January 5, 2015
A motion was made accept the minutes from January 5, 2015. The motion was
seconded and it carried.
B. Financials
A motion was made to accept the financial records for 12/012015 to 12/31/2015
and 1/01/2016 to 1/31/2016. The motion was seconded and it carried.
C. Pastor's Report
1. Attendance- Attendance continues to be way up. During November/December we
averaged over 500 people per Sunday
2. Year Highlights: January Jamboree has been highly successful with 85
kids/weekly.
3. Staffing Goals: During March Madness we will give away prizes. We will do bikes again
at Easter. When the kids come, they bring their parents.
D. Building Committee Report- Mark Parrott
Mark Parrott- There is a lot on College Road near the Fish and Game that we are looking
at. It is $700,000. The land prices are still really strong. A letter was drafted to request a
proposal from realtors to give a competitive offer. The letter has gone out to the realtors
and they should receive it next week. These are commercial realtors who have experience
dealing with large property sales. They will call Dennis Michel with their offers. We are
hoping for a 4% realtor price.
Another piece of land that we are looking at is a corridor of land between the Old
Richardson and the New Richardson across from the Alaska Club. There is an old hotel
there that could be demolished. There’s a lot of land there, so this could be a possible
location.
Pastor- Looking at plan presented in Agenda. The Red side of the plan shows how a
building could be done in phases. The floor plan for the first phase has 37,148 sq. feet.
When you turn the page over you can see the second possible phase of the building
project. We could add a much larger building space that could possibly be for a future
school. Add on adult education rooms with collapsible walls so that the rooms could be
multi-purpose and a café in the foyer. Each service could seat 500 people. The foyer is
large and could accommodate an overflow for the services. Without phase 2, we could
build Phase 1 with current giving. With 1,019 people at 25% of the income, there would
enough to service the loan. Phase 1 would cost $38,000 per month versus $68,000 pr
month for the whole structure. There will be portable stages in the auditorium and chapel
to move around as needed. There will be a Kidland in the foyer with a glass front…sort of
like what McDonalds have. This will draw in the kids and the parents.
Chuck- “I like that we are thinking about doing this in phases” Allan agrees.
Chuck – I don’t really like the collapsible doors.
Pastor- We looked at these in Washington. We could use the rooms for a variety of
purposes and it would make the space multi-functional. You don’t have to have a room for
everything.
Greg- There is a training center in Kenai that had rooms that came with high quality
collapsible doors. They are very good unless the noise level becomes too great.
Pastor- In Vegas, that’s how we did it. We are getting close to taking it to the architect to
have a rendering done for the business meeting. We are building with the thought of a
possible school in the future. We want to be functional and flexible. There will be a large
kitchen in back. The kitchen will be on an outside wall and the ground floor for venting and
accessibility.
If you feel comfortable with moving forward with this, Bo and I feel this is a very user
friendly. I want you to see if this looks good. Unless we build the school, we may have to
re-think about how Rangers will look. Our children’s ministry can help us decide. Any
concerns?
Greg- Is this an accumulation of efforts from staff/ building committee and pastors?
Pastor – Yes, we were given blocks of rooms and were able to re-arrange the rooms to try
and fit our needs. We could re-organize everything to fit the flow of traffic. You can have a
bright idea but then you might not be able to build it. Once it gets to the construction part
Dennis and Darrell will help to fine tune it. Phase 2 would include a garage/shop in back of
auditorium. 1st National wants to give us a loan. They want to work with us. At this point we
would need to raise $1,000,000 versus $1.7 million for the full construction project. I felt
God tell me” Don’t over finance and don’t over build.”
It will be easy to expand on this floor plan in the future.
Ill. Old Business:
A. Updated Statement of Faith/Discuss Constitution Change
Pastor- “Tenets of Faith” from the bylaws to read “statements of Faith”. This is changing
the wording from a religious term to a legal term. There is a judge in Oregon who is going
to be dis-barred because he would not marry a same-sex couple. We need to have these
changes made to protect the staff from law suits. These are recommendations from the
district office. We are doing what they have recommended. Who would be willing to present
this to the business meeting?
Chuck- I would be willing to present it.
Pastor- We will have the changes ready at the connect desk two weeks ahead of the
meeting. There will be video announcements. We will have a membership list and check off
when someone has received it.
A motion was made to proceed on changes in the by-laws as discussed in the meeting. It
was seconded and carried.
B. Membership Letters
Pastor read letter that was written to the people who are no longer considered members.
We moved Leta Leist and Betty Cook to absentee member list rather than inactive.
IV. New Business:
A. Three Service change
a) During the third service there were only 5 parking spots available. During the
second service there were only 7 parking spots available. So there is a definite
need to do something about the services. We are proposing a
9:00am, 10:30am and 12:00pm service times. These services would all have full
child care and the music for the first service will still be softer but will also be a
mix of some of the more modern music.
We need to hire someone just for worship full time. And we need to add a youth
and kids admin. We have 60 volunteers to sign up each week. We can hire an
admin for $15,000/hour.
If we hire Heidi to step in and take the worship leader role, we can add to her
duties to help keep the music ministry going for the three services. There also
needs to be extra practice time for the other music team. The full time worship
person will cost us $65,000-$70, 000 per year. To get that person here it would
probably be an $80, 000 expense for the year. Do we hire Heidi? It would add
$30,000 at this time. She would do drama, music teams, worship and raising up
new worship members.
Chuck- I think Heidi would be great. We’ve tried in the past to bring someone up
and it has been hard.
Paul- The portion you are relating about business makes sense. That being said,
this isn’t a long term financially feasible option. We still need to consider looking
for a full time solution for a worship leader.
Greg- We can make these changes now because we really need to go to the
three new services soon.
Pastor- We could make it a one year limit. This can be re-visited in one year. We
can start the new services on Easter Sunday.
A motion was made due to the re-structuring of the three services and additional
work load, for Heidi to move from a part time to full time, for the interim, in the
worship leader position. The pastoral staff will be searching for a permanent
solution. This will be re-evaluated on January 2017. It was seconded and
carried.
B. Nenana – Pastoral Search
Searching for a pastor for the Nenana church. Thinking of offering a $2000.00 per
month plus Medi-share. The pastor who used to live in Tok may be interested in
returning to Alaska. This money would come out of the mission budget and would
decrease over time. This is with the hope that the pastor would be raising up a
congregation to support him. The money would then be available for other mission
outreaches. Anderson church keys have also been given to us and this would fall into
the responsibility of the new Nenana pastor. We may consider closing the church in
Nenana and then starting up fresh with a new name and new pastor. This might bring
some new folks back into the church.
The Nenana Living Center has 42 native villages represented. We can offer up a
service of activity leadership. Role model relationships can be nurtured and this could
create a tremendous effect upon the graduation rates and those students that may
eventually come to UAF. The board was supportive of giving $4500 for the Nenana
Living Center.
A motion to approve $30,000 a year for a mission pastor for the Nenana church, to be
funded through missions. It was seconded and carried.
C. Let’s talk about FB1st growth and future
Allan- Personally I’m not excited about the building program. But I believe that God is
doing something. I want to be a part of it. I’m excited about your outreach philosophy.
There was a time when prophecy after prophecy spoke about how God was going to do
something great. It is happening and I want to be a part of it.
Chuck- I’m not really wanting to cut out Royal Rangers. I would tend to move the youth
group outside the church to another building. If we were in another place would we get
more kids?
Mark P- Kids are different in the different groups and the leaders are all different as
well.
Chuck- there is the advantage that if you bring the kids the so adults stay as well.
Moving Royal Rangers to a different night would be very difficult.
Paul- We already have a constraint upon the space. We are already at a point of limiting
our fun.
Pastor – Well between now and next September we have to come up with creative
solutions.
Chuck- Maybe the men’s group and women’s group can move off site. Young adults
maybe on a different night. Only rule, let’s not tell kids they can’t come. Our new
building is 2 ½ years away.
Greg- Positive feedback. The nature, energy the vibe, the growth…has been positive.
We should be prepared to welcome people who have never been welcomed before.
Our small groups seems to be very receptive of that notion. There needs to
be a balance between edifying ourselves and reaching out to others.
Peter- Aspects of church that we were used to have changed. At first we didn’t have
anything in place to minister to the new comers. The hard part is to embrace the
changes that are coming. This church is going to affect more people. The more we can
pull our resources in together to better it will be…I didn’t ever walk away from a board
meeting feeling like we have missed it. This has been a fun run. The scary part of
moving forward is that things are going to look different. We can be proud of being able
to say “Here’s my 5 talents, Lord!”

March 8, 2016
I. Devotions: Pastor reminds us that Peter went back to his old way of life after Jesus’s
resurrection. Jesus comes by and says,”Friends have you caught any fish?” Of
course, Jesus knew that no fish had been caught.
Shared about Eric Gephardt (sp?) from Nenana. Found out he had been a fully
funded missionary for Assemblies of God. Pastor asked Eric how he was really doing
and this opened up the door for Eric to share about his medical issues and need to
sleep through the night. We are going to be able to partner with him.
Pastor- I’m thinking that on the last day of school we could have a prime dinner for
the teachers to bless them. We could see a generation of native students changed in
eight years of mentored time. Looking at Joel Christ (sp?) as a possibility to pastor
the Nenana church. He used to pastor in Tok, AK and now resides in Montana.

III. Reports:

B. Financials
A motion was made to accept the financial records for 1/01/2016 to 1/31/2016
and 2/01/2016 to 2/29/2016. The motion was seconded and it carried.
C. Pastor's Report
1. Emergency Plan-Greg Coon and Chuck Inderrieden- As the church continues to
grow, we need to think about a security system plan.
2. Downstairs work- Replace doors, and windows estimated cost $15,000 total.
New carpet down the corridor. $4200.
A motion was made to approve the downstairs renovation work. It was
seconded and passed.
3. Office Plan/Downstairs/Upstairs – Pastor Mark- Planning on putting the new
administrator and Meredith downstairs. Re-locate the board room? Linda Binder
uses the room for her Tuesday lunch with elderly ladies.
We could possibly make the board room into two offices and add a little to the
staff room.
Eric – There is a room upstairs next to the loft which is long and narrow just like
this room.
There is also the storage area in the loft. It could be emptied out.
Pastor- I just don’t know if this board room is a sacred cow.
Greg- I think we could sit on the floor if we needed to. I don’t think we have to
have this space.
Chuck- When we carpet downstairs could we carpet this also?
Pastor- We can do carpet downstairs and later carpet these offices if we need to.
4. Service Times/Wednesday’s in Future- Pastor- We have really tired people. The
volunteer youth leaders are tired. Derek is tired. My daughter wasn’t sure she
wanted to do the music ministry because she is tired for the Sunday evening
youth service. I’ve told Derek to take the early service off and come to second
service and to take Mondays off to recover. Do we want to make the Wednesday
night just kids and youth worship night. Parents drop their kids off and then be a
part of a small group?
Greg- My personal experience…getting here Wednesday night is a struggle.
Sundays are easy. All the kids in sports will have a hard time if the youth service
isn’t on Sunday evening.
Michael- Sundays are a struggle 2 services and then youth group. Workers are
going to burn out if you don’t rotate them out.
Paul- It feels like a balancing act. Many adults are having to choose between
serving the youth & kids or going to the women’s and men’s studies.
Greg- There’s going to be collateral damage. The church will be fine without my
kid…but we need our staff and volunteers. The best choice is to accommodate
the leaders.
Pastor- I have a lot of energy. Not everyone is a Mark Z. and not everyone is
able to put in long hours without being burned out. We need to be very proactive
about keeping our people healthy.
For the Jr. High boys and girls in Royal Rangers and Mpact, we can offer a
special class during 2nd service so they can finish their badges and
commitments. Otherwise, we will have all Jr high kids transition into the youth
ministry after the 6th grade. This will free up some space. We can offer parenting
classes for the adults that want to stay for the Wednesday night youth groups.
Chuck- What do we do with the men’s group? It’s really starting to grow.
Pastor- Bo thinks four big men’s events a year and then encourage the home
groups.
Paul- I’ve found the Wednesday night groups to be more intimate. Men get to
ask questions and get disciple. I think the discipleship will suffer if we do away
with the men’s groups.
Chuck- Yes, I agree. I’ve really gotten to know the men at my table.
Paul- I think you will probably find the women have the same feeling about their
group on Wednesday night.
Allan- My wife and I have noticed how Derek looks tired. We have to take care of
Derek and watch out for his health. I don’t know how to expand his work …if he’s
tired he can’t do it…..but you can only ask so much from volunteers. The church
is overflowing. We need to focus on taking care of Derek and make the other
stuff fit.
Pastor- Administrator stuff can be draining. Our new administrator will really help
in taking off some of the burden. Three services is exhausting. Part of it, is how
do we properly steward our volunteers so that we don’t also burn them out? We
will need to re-think men’s ministry. How do we stack not add? Is there a space
that we could rent for the men and women study groups?
Allan- There are conference rooms for rent at Alaska Land.
Chuck – School gyms are open to us as well.
Eric- As long as they aren’t full.
Pastor- Bo has mentioned if you burn out a volunteer, they may never get
plugged back in. You may even have them leave. A men’s life group may work.
Paul- The women group may work as life groups as well. You will need to talk to
the women leaders.
Chuck- On the volunteer part- Track the volunteers- Who is volunteering and
how often.
Pastor- Yes, they are being tracked. Kids are a little different, but youth ministries
are all about ministry. It’s all about relationships. De-centralization really grows
the church. A group can be anything.
Paul- I really like the opportunity to ask questions and prayer. Building
discipleship relationships are what is so valuable. Building mentors.
Chuck- Should we hire someone to help out Derek? I think we should do a men’s
conference here. Do more in-house stuff.
Pastor- What do you think we should do?
Chuck- WE have to shift Sunday night to Wednesday night. But we need to plan
more than just 4 events for men.
Paul- You are absolutely right! We need to look at the options. How do we
steward for our volunteers? This could get your buy in.
Pastor- Let me throw around the idea of a Sunday evening worship service. We’ll
pull in the women group leaders and get their input as well.
5. Donna Baum- Thank you to Paul. I felt very supported by the board. I thank you
all so much. I appreciate you all. Our lawyer has assured us that we did
everything properly. There is nothing that Donna can do to us.
D. Building Committee- Ralph Seekins
We have been looking at land. Pamela Throop is a Commercial Real Estate realtor. She
has agreed to a 4% commission instead of the normal 6%. We are wanting exposure
and access to a property. There are a number of places that we are looking at. It is
interesting times because some land owners may become reasonable with the hard
economic outlook. We are looking at architectural designs, a phase process, and
possible pre-engineered steel building structures. People are looking for work. So this
might be a very interesting time to look at building. We build with the idea that we can
expand. We want to use our money wisely. Nothing concrete for drawings yet. We’ve
run the numbers that it would cost for monthly payments. It’s kind of a risk. You guys will
have to look at the final and make your own decisions. I’m particularly interested in the
property out by the Alaska Club. It has easy access and good visibility. Pray about the
guy being willing to sell it. Pray the owners will have the right attitude. Then the
question is once it is built … what do we do with our present church building? We can
get 2-21/2 million for this building. I was here when the youth hall was the main church.
It was small and we didn’t pack that out. …we built it and paid for it. Is this what God
would have us do? Then do it. Very dangerous to get into too big of a hurry. There’s a
time to be cautious…but not overly cautious. It’s ok to put all your eggs into one basket
if it is God’s basket.
Pastor- Building committee will report to the board then the board will bring it to the
church to vote upon. Mark Parrott has architectural renderings. But they can’t be
completed till the property is chosen.

A. Membership- Carol Thurneau – moved to inactive. Brian /Tabitha Emerson
inactive membership.
A motion was made to move Carol Thuneau, Brian and Tabitha Emerson to
inactive membership. The motion was seconded and carried.
B. Worship Pastor- Nick Del DeganPastor- Nick is a 22 year old who graduates in May. He is a gifted musician
and has a pastor’s heart. Pastor Wade comments were very positive. He said,
“Mark he is not a diamond in the rough, he’s a diamond! I would have him be
your wife’s assistant, then start to move him into leading worship, and then
have him start to work with the youth.”
Pastor- Nick got radical for Jesus when he was in Junior high and he never
turned back. So what is the leading rate? Not under $40,000.That’s going to
put us on the leading edge of our finances. Only potential hang up is he is
almost engaged.
Greg- Adam brought something spiritual that was almost palatable. I was
really shocked by people who could look beyond the long hair and really
appreciate his gifting’s. I was really impressed with his presence. I want to
have that out there as a caveat. What would it look like with Heidi’s position?
Pastor- We can have Heidi phased out slowly. We gave her a year… so she
can train Nick and the church can slowly adapt to his youth.
Allan- It has to do with God. I’ve been reading in Ezra about how some of the
Jews were to be taken back to the homeland and how the King supported
them. “Blessed be the Lord, who has put such a thing in his heart.” God is
doing a work here at our church. All the things that need to come together…
He is doing it. I don’t have much to say about a worship leader. God has given
us the proper leadership in you to guide us. I’m totally looking forward to
meeting this person. I think we ought to recognize that God is doing a work.
Let’s look into it.
Chuck- I said I was for him because we have a church of young people. If this
man can teach our youth to worship then God will move.
Pastor- I’m looking at who we can get for the next ten years, with Bo and
Heidi mentoring him. If we bring him up, do we want to set a salary range?
Paul- Personally I would accept $45,000.
Greg- Yes, Cap it at $45,000.
Chuck – Staying at around $40,000…but make sure don’t go above Josh and
Derek’d salaries.
Eric- $45,000 cap.
Board approved pastor bringing Nick up for a to see if it is a fit. Salary with a

Eric- Haiti has been in a drought. One Banana field keeping watered and one
dried up. Needs a larger pump. Pond dried up as well. What is the cost of
what you need in Haiti?

Pastor- Two other things to add. Josh would like a house. He needs $7000 to
use as a down payment. Could there be a way that we can help with a down
payment? Or would we want to consider another house for the church?
Greg- I think his buying a home is important to help him stay here.

3. District Council - Expense may be pretty hefty since it takes a lot for

5. Nenana Update- Bo will preach the “I am” series twice a month. On Thursday we
have an interview for the pastor position in Nenana. He’s very outreach oriented.
6. Sanctuary - New Projector – This is something that will be needed down the line but
not something we have to act upon today.
D. Building Committee - Land Update
We are trying to get a price from the University for portion 3 and portion 4 on the Geist
Road property. It is 21.935 acres. Lots 5A and 6A belong to the Mormon Church. This
land is ideally situated with good exposure and easy to get to access.
A second piece of land we are looking at is the lt that is between the two Richardson
Highways. The owner currently wants a high price. We may put in a low offer.
A third possibility is a 41 acre parcel down Peger Road across from the underpass. The
site of an old runway.
We are currently getting a rendering done for the architectural drawings. This will of
course may change once we have a plot of land bought.
III. Old business:
A. Worship Pastor - Nick DelDegan won’t be accepting the worship leader position. His girl
friend was not interested in coming to Alaska.
B. Mission/Haiti – Pastor Bo will be getting a team ready for July. He is currently looking for
a Conex for shipping equipment to Haiti. There will be a Uganda trip next spring.
C. Homes/Staffing –
Pastor- Josh really wants to get into a house. I told him that the church would match his
funds for the down payment. He can come up with $3500 and the church will match the
remaining $3500. He has a couple of camps coming up this summer, so I think this will
be feasible. He was very excited by this prospect. Josh and Lindsey are really onboard
to make Fairbanks their home.
Derek looks rested with having the new administrative help taking some of the
responsibility of getting the weekly volunteers lined up.

1. Summer Schedule
a) June 5th – 2 Services – Shuttle parking if needed
Re-evaluate Fall- 3 services
Pastor- We are averaging 590 people each Sunday. This is up from the 150 people
of two years ago. I used to get back to earth by mid-Monday after two services. Now
I’m not back till Tuesday. We didn’t count the cost of how many volunteers were
going to be needed for a three service format. We are still 2 ½ years away from
being able to be in a new facility. June 5th we will go back to 2 services for the
summer. This will give everyone a little break. We can re-evaluate in the fall. Let’s
look at shuttle buses. Maybe park in the Sears parking lot. I need to be a little bit
more aware of my emotional strength. Our service times will be 9:00am and
10:45am. With Bo starting the Young at Heart service, it seems to have satisfied
those who were wanting a softer service. There hasn’t been any complaints along
those lines for a while. So after the summer we will re-evaluate the three services.
It’s hard to have volunteers for three services.
This summer we are going to gear up. We have 23 life groups, summer camp, family
Splash and Dash, Mega Sports Camp, Wednesday nights- movie night. Let’s build
strong relationships this summer. One of the biggest concerns is the nursery. Last
Sunday there were 38 people in the nursery.
Chuck- One thing I really like about the third service is the amount of time the last
service has to pray for people. Maybe we should consider using the elders to help go
and pray for those in need.
2. District Council – Report
Pastor- I just got back from District Council. Four days was too long. Bo and I talked. We
will come back for the Wednesday night service next time. We will host the DSistrict
Council for 2017.
3. Nenana Update- Billy and Brittany Starkweather.
Billy and Bethany have four children. Brittany was raised in Kotzebue and Billy is part
native.
Jesse Brooks, Malachi and Grace doing kids ministry. 5-12 kids every Sunday. Bo is
doing great. Meeting with the superintendent. Will do something with the school.
4. Accounting Department
Pastor- Met with Kathi today. We talked about new software. Leading churches are
using a program “Quick Books- Non Profit Version” that is much easier to work with.
We use “Roll Call”- software based program. We will go to the new system in
January. Everything goes through the same system and assimilates the data. Today
we have three separate systems. We want to do the one system. Out-source the tax
information. Kathi will help to train and get the new person up and running. Right now
we are doing a lot of manual entry. We have an independent auditor every year.

6. Pastor- Still looking for a worship pastor. Heidi doing Julie Olsen’s job and worship.
I’ve identified a person that is a pastor- very detailed oriented. He pastors in Homer,
AK, 50 years old, and his kids are out of school. Greg and Karen are the senior
pastor’s in Homer. He has a degree in math. Heidi could go back to a stipend for
worship. Their son is 20 years old. He could be Heidi’s assistant for a year. $60,000
to bring someone.

Chuck- What about letting him do the accounting?
Pastor- Bo and I talked a lot about it. Maybe a Pastor of Business and Accounting.
Have an executive roll. We are extending ourselves financially. I did want to throw it
out though. It is hard to get a worship guy if you don’t grow him up. Levi could be
coached with Heidi and Bo, maybe even youth group ministry.
Chuck- Having someone over financial/auditing the books/ and administration
sounds good. The financial staff is almost like a small group. Having someone over
them, leading them, and taking responsibility off the pastor’s shoulders.
Pastor-Dan and Ann Brough might be a possibility. Dan has a Master’s Degree.
I asked Greg if he was interested in talking more. He responded with” I was hoping
you would call…my wife and I would like to be together to talk with you”
Eric- I would really like to see you get your wife back. I’d love to see her have time to
be with her kids.
Paul- What’s the risk of talking more? Understand what they want and then get back
to us.
Pastor- There needs to be a level of confidence to lead 1000 people in worship. We
need to raise someone up. Levi( the son) was leading a church in Seattle. Now he is
back in Alaska.
Michael- Where are we with Nenana?
Pastor- There will be a $30,000 out go. But I believe…” Mark when you hire
someone for Nenana you will see a $5000 bump in finances.” We are still several
months down the line with Greg.
Michael- Does Bo still go to Nenana if someone is hired?
Pastor- Bo would oversee the Nenana church. For Billy the goal is to re-cooperate
his salary. Later, we will re-invest the $30,000.
D. Building Committee - Land Update
Pastor- We are getting soil samples for the Geist property. If we can buy land in the fall,
get an architecture, and get things in order, then we can be ready to start next spring.
We are wanting 10 acres but the property near the Brown Jug and the Richardson are
still options. I met with people at District Council I’m going to a 1 year campaign – it
works better than a three year campaign. It doesn’t work till you put a shovel in the
ground. Raise money when we are ready to start work. We are 2 ½ years out.
Chuck- What about the Old Athletic Club?
Pastor- 25,000 sq. feet of building to maintain. No worship in the building because it is
so close to Jubilee Assembly of God. We want to do well here and not divide our
resources.
Chuck – Do you have a list of names for the new baptisms? Tell us the times we should
pray for them. Also we might want to consider sponsoring the Nenana kids for summer
camp. Could we consider a USB drive with Bible books on it.? I think people will listen
more than read a Bible.
Pastor-yes, we can get a list to you. Great idea to sponsor the Nenana kids.
Marriage Conference in September- I would like to consider paying for senior pastors
around the state to come to the marriage conference.

Devotional thoughts: Pastor- I took a 2 night and 3 day sabbatical for prayer and fasting in
Denali. I spent the time studying the curriculum for the Life group series and asking God
about the timing of all the stuff that is going on. I felt God tell me “Mark, don’t worry about it.
It is in My hands”
I felt God was telling me “Mark, your first priority is to be a man of prayer.” So I will take a
little time to re-cooperate. Pastor Bo asked what I felt the meaning of the Sabbath meant. I
will be more careful in the future to take time to rest. I will be taking Mondays off so that I
can decompress after the Sundays. I used to take Fridays and Saturdays, so that I could
have the two days off in a row. But I have found that I really do need the time on Monday to
rest up.

C. Pastor’s Report/Discussion
1. Nenana – Everything got done that we had planned for the cleanup and repairs at
the church in Nenana. We will have some deferred maintenance to replace broken
windows. We have ordered new windows. On July 31st we will receive a special
offering just for Nenana. Billy and Britney will arrive on Monday. The work team was
amazing. I was really surprised and blessed to see all the photos on Facebook.
Excited about Nenana, but it will be a lot of work. Next year we intend to host a
basketball camp there. We have some Christian NBA players lined up to come and
participate.
Pastor Bo was given an opportunity to speak for ten minutes at a church about his
work in Haiti. The offering brought in $40,000. He was overwhelmed.
2. Building Committee Report- When I returned from the sabbatical I met with Pam
Troop, our realtor, who has just come back from time off. She said that she plans on
asking the University to place, in writing, their response to our inquiries about the
land. They said they will respond this week. She also let us know about a building
that is under foreclosure. The Fairbanks Mental Health Clinic on South Cushman and
Van Horn. It was a $9 million building that is being offered for $3.5 million. 36,000 sq
feet. I called the building committee. We will look at the building tomorrow at noon.
Land around the building is available. Please pray for our steps forward “Unless the
Lord builds the house…” We just want to make sure we are listening for the Lord’s
leading.
3. Shuttle Buses- Ralph and Margaret are looking for a shuttle bus. We will turn in one
of our vans if one is found. We will just start with one at the moment.
4. Fall SchedulePastor- I will be starting a series entitled “I love my Church”. We have a constant
need for volunteers. In September, I will be doing “ Daring Faith” The small group
curriculum will also be “Daring Faith” Rick Warren is doing that series and he has
amazing stuff on faith and casting vision. November 6th – Let’s dare to do something
Big for our city. In November, we will do three weeks on Marriage, and then a
Christmas series in December. We will be writing our own book for the video series
that we will start the fall with. I really want people to get involved in spiritual growth.
Launching a new format for the Wednesday night sessions. A hybrid of the format we
used to have. Juniors and senior Rangers and girl’s ministry will meet on Sunday
second service. The youth group will meet on Wednesday nights, along with the
younger Rangers and girls groups. This should free up a little space to do men’s and
women’s groups on Wednesday evenings. We will do a series on Politics and Prayer:
What’s our role in voting. Please bathe in prayer. Then we will switch things up a little
and offer separate men’s and women’s groups. This will offer what used to be offered
on Sunday mornings. I’ve talked with Dwayne Fick and Julie Beaver about Rangers
and Girls ministry. It is harder for new people to come in and get involved. Maybe
think of some ways to help incorporate new comers to be included. Congratulations
Jeff on 25 years of service in the Ranger program. We have really good “soil “in the
many years of actively promoting Rangers and girls ministry. It has reaped much
good fruit.
Eric- These changes are a space issue?
Pastor- Yes, All of these changes are a space issue, and stewardship of our leader’s
energy.
Allan- When I became a new believer, I was only at church for 6 months before I
started teaching Sunday school. That was really good for me. With music ministry it
is so important to get people up ministering at all levels of ability. Waiting till you are
good at it isn’t how you get there.
III. New Business:
A. A. Far North School of Leadership-
Pastor- Northwest University has approached us about being a part of their distance
education program. The students can do a 1 year program, do ½ webinars, ½ face to
face teaching (from pastors and other qualified people). And then be an intern for the
church. The cost is $9500 per year. $1300/semester will return to the church as
compensation. The students will receive 30 credits that can be transferred to Northwest
University or another school. We have not signed an MOU yet. I think 4-5 students this
year would be practical for us.
1. Nate Samuela – Youth Assistant Pastor, Barrow, AK.(22 yr old)
Pastor- He would be someone we could pay for his education and in return we would
get help with a youth assistant and a kid’s assistant. We would have a $30,000 price
tag and will be raising up a new kids pastor & youth pastor.
2. Taylor Noriss – Kids assistant Pastor- Minneapolis, MN (24 year old)

Greg- That is the model that the Fire Department has adopted. I like the model.
Jeff- Who will be teaching the local classes?
Pastor- Bo, myself…a lot of qualified people could teach. There are also adults who may
want to try and get an AA degree. We are an equipping church.
Paul- Is this something you are offering for just these two students? This isn’t scripted? How
will we make sure the agreement is honored?
Pastor- This is not scripted. There will be standards that must be met. They will have GPA
levels and other ways to keep them accountable. We can draft up a contract. This will take a
motion or your permission to move forward.
A motion was made to accept the Northwest University offer of a remote college site and
offering Nate Samuela and Taylor Noriss the ability to become students and interns. The motion
was seconded and it carried.
B. DBA – Far North Church & Chapels- (Doing Business As)
Pastor- This is not something we have to move on right away. I just want to bring it up as
something we may need to do in the future. I’m thinking long term as we have other
campus’s join us. It becomes expensive to have different branding for everyone, different
websites. Just think how Nenana will feel about receiving everything with “Fairbanks
First” on the logos. We may soon have Anderson and there may someday be more.
Chuck- I think we need to move forward on this.
Paul- My initial thought is why? We know we are a parent affiliate. I think we would
receive a lot of angst with the congregation for trying to change a name.
Greg- We could have two names- a sub name. Maybe logistically we could move in that
direction.
Pastor- I just want to start the conversation. There are a lot of components. One church
name with different campuses will simplify things. I want to start the discussion.
Paul- Down the road we can see how the congregation will feel about that. One church
with many locations. Maybe the difference is that we are picking up a church as a parent
affiliate instead of growing up one united church.
Pastor- So is Far North Church and Chapels the best name? I don’t know. I’m just
throwing it out there.
Chuck- I think we do need to pray about it. It might be good for you to start speaking the
name from the pulpit.
Pastor- Yes, I already have been calling us the church of the Far North.
C. Executive/Administrative Pastor
Pastor- Talked with Jeremy Cotton- Church of the Rock, Wasilla, AK. He has been the
youth minister there for many years and very good. He is very detailed oriented. He was
in line to become the senior pastor when David Pepper stepped down. However, a new
pastor was hired who will be bringing in new people to fill the positions. I contacted
Jeremy to see if he would be interested. I said it would be a lateral move. He is in his
mid- forties with four daughters. He will be coming this weekend to check things out. I
am thinking of a package of $68,000 with benefits. I feel like I should go slow but …he
may want to move fast since he has school aged daughters and they will want to get
settled in. I’d like to have the ability to have $70,000 as a possible offering. He would
oversee facilities, and administrative work. He is Alaskan and not planning on leaving
Alaska. This would change Bo’s duties to overseeing the men’s and women’s ministries.
Greg- Do you believe the disparity in salaries will be a problem for Josh and Derek?
Pastor- Jeremy has far more experience.
Greg- So you don’t have any worries about having this pastor come in? He is a leader
supervisor type?
Pastor- Absolutely. Derek and Josh worried about Bo. Now they see him as a friend with
great experience and wisdom. Financially, I wouldn’t bring this up if I didn’t feel we were
capable of handling it. Looking back, everybody we have hired has brought in 150
people or so. The average person gives about $2000 in tithes. So every pastor has
grown our revenue by $300,000. This will release Heidi from some of her
responsibilities. She could then begin to concentrate on the choir and ensembles.
Eric- I’m for it.
Pastor- Jeremy will grab the dynamic athlete. Young families would be attracted to him.
His personality style will meet the needs of this age group. He will be the administrative
pastor. Kathi is committed through December and she may want to work part time after
that. Does $70, 000 sound like a fair package?
Alan- Based on your track record so far, I don’t have a lot of fear. You know how to get
good people. God brought you here and gave you a vision…and I don’t want my lack of
understanding to get in the way.
Jeff- What is the extras? Benefits?
Pastor- Insurance
Jeff – I’m fine with $70,000
Chuck- $70,000 ok
D. Video Capabilities/Live Streaming – Upgrades
Pastor- I had Meredith put together a budget to obtain some upgrades on the live
streaming needs. This will be something we can take with us to the next church. It is a
high definition 2 camera package. $7,300 for the package. I thought that over the next 6
months we could begin to obtain this equipment.
Paul- Yes, over 6 months – spending $7,400 sounds reasonable.
Allan- Yes, the equipment we have now you can’t control the zoom.
Eric- Yes.
Pastor- Mega Sports Camp- We will have 60 workers here and 23 workers in Nenana. In
the evening on Monday night we will be at Joel’s Place. Every night we will have
outreach teams. August 1st and 5th we will have Kids Blast in Nenana in the mornings
and here in the afternoons.

Devotional thoughts: Pastor- “If a man lacks wisdom he should ask God…”We are seeking
God for wisdom as we move forward in deciding about the future building for our church.
The soil report was very poor on the Geist Road property and so the committee
recommended that we drop that site as a prospect. Right now, Kmart is the top
recommendation of the committee and we will hear their report tonight.

Report was given by Dennis Michel and Denny Michel. The rest of the committee
members were also present.

Discussion of the building prospects followed with a question and answer session.

1. Sneads – Staff- The Sneads came up for a weekend visit. Pastor Bo and Pastor
Josh got a chance to meet with them. Everyone was very favorably impressed with
them as prospective youth pastor team. They said “yes”. Andrew was District Youth
Director in Wyoming. He is very highly qualified for this job. He knows how to do
youth ministry. He has a strong work ethic and I asked for a 1 year plan. I asked him
“If you don’t feel like God is calling you for 3 years…please don’t consider this
position. They will arrive the last week of December.
2. Pastor Appreciation- Thank you. Thank you so much for sending my kids to PK
retreat.
III. New Business:
A. K-MartPastor- We will need to have a two week announcement of a business meeting for the
church. I would like to have that business meeting by early November. This would be for
our faith daring promise and showing the building committees finding in regards to
Kmart.

A motion was made to announce the “Church Business Meeting” during church services on Sunday October 16, 2016. The motion was seconded and it carried. We could have the Business meeting October 30th at 3:00pm. We could see if it is
possible to have a prayer meeting in Kmart the night before on Saturday evening.
B. November Seattle TripPastor-Seattle will be a good time to talk with the other pastors and find out how they
have handled growth. When you get to 800 people you have to change how you do
things. We have had a 14% growth in the last recent months. Our Sunday counts have
been at about 730 people for a couple of weeks.

November 8, 2016
I. Devotions:
Pastor shared the five principles of risk from our life group study Daring Faith.
II. Reports:
A. Building Committee Report -- Pastor updated the board on the process with Stantec.
The building committee is waiting for a full engineering report. Once we receive the
report we will counter offer Fountainhead development.
B. Meeting Minutes -- meeting minutes were approved with noted changes
C. Financial Report -- Financial report were approved approved as presented
D. Pastors Report
1. Sneads - pastor talked about their transition to Fairbanks. Andrew will start the first
weeek in January.
2. Pastor Appreciation -- Pastor and the staff appreciated the boards involvement in
pastor appreciation month. Thanks! We feel honored to serve.
3. Executive Pastor - no update
4. Dryer's House - Pastor Josh Dryer & his wife wanted to thank the board for their
generous investment in the partial down payment of their home. They moved in last
week.
5. Facilities - Duane is working on painting and rest of the rooms and back hallways
which have not been painted for years. The goal is to get the church ready to put on
the market.
6. Nango - Pastor Mark shared his heart concerning finishing the project with the school
and church. Pastor Mark, Pastor Bo & Chuck Kuhns met with Pastor Steve. The goal
is to move into the new building 3121 Airport Way this summer. After moving in we
would raise money for Nango in the fall and send a team to finish the project.
III. New Business:
A. Kathi Kuhn's Retirement Gift: after some discussion The board felt like it was important
to present a gift to Kathi for her years of service. There was a motion and second to
send her to Uganda on a missions trip. It was approved to purchase a ticket for her trip
to France/Uganda as a blessing for her faithful served to our church.
B. Day Care / Preschool Committee: Pastor Mark and the board discussed establishing a
committee to begin to look at the viability and sustainability a potential daycare. It was
discussed that the portion of the Kmart building used for potential this potential outreach
to our community would be the children's facility in the 50,000 square-foot build out. The
board gave pastor permission to put said team together.
C. Spending Authority / Executive Committee - Pastor discussed with the board a plan for
spending authority in regards to the new building. Great discussion ensued. The board
and pastor decided to move forwards in a posture of requesting outside voices from our
Seattle trip to help us navigate this issues. The goal is to have checks and balances in
the process.

A. Board Seattle Trip - Pastor handed out a schedule
B. Bylaw changes
1. Divorce/Remarriage - pastor handed out the Assemblies of God theological papers
regarding & divorce and remarriage for potential board members. There was great
discussion. The board is going to spend some time looking through the papers as
well as praying as to how we should respond.
2. Men & Woman serving on the board. Pastor handed out the AG papers on woman in
ministry & leadership roles in the church. Great discussion followed. We are going
spend sometime praying and studying the topic and will revisit it in the future.
3. Election process - we talked about how our board is elected and discussed looking
into different options.

I.
Devotions:
A. Matthew 18 - Biblical Conflict Resolution - Notes for John Maxwell’s Leadership bible.
Pastor talked about he biblical pattern dealing with conflict.
II. Reports:

C. Building Committee Report — We have accepted an offer from Tim Cerny, meeting with
the bank to finalize the finances.
D. Pastors Report
1. BOARD Mentoring: 18 Rules of Engagement - pastor walked through the 18 Rules
Engagement, talking about board protocol and how we should interact with each
other.
2. Corner Store vs Walgreens vs Supermarket - As FB1st has grown we needing to find
a metaphor for how we transition our leadership from a pastor/board who does all the
work like a mom and pop owned corner store to one leading a supermarket. A church
our size is not a simple organization anymore, we are a complex one. How we lead is
different. The board is not in the details anymore…they are big picture and vision /
mission. Driven
3. Future of Worship Ministry — we discussed the role of having a pastor’s wife on staff.
Much discussion concerning Heidi Zweifel ensued. We worked through the
understanding and potential of conflict of interests.
• Heidi does not oversee any pastoral staff,
• The only staff who would receive guidance or oversight from her would be the parttime admin who works with her.
• There would be a sub-committee from the board who will set her salary…it would
be a conflict for Pastor to be involved in this.
• Pastor mentioned many of the growing churches America have spouses who have
been hired. 9 out off 11 of the fastest growing AG churches in America have hired
both the pastor and their spouses. It’s not atypical in growing churches to have
wives who are competent in ministry and are effective leaders in their own right.
• There was great discussion on all sides.
III. Old Business
A. Bylaw Changes
1. Divorce/ReMarriage — several elders are ok with making this change - we decided
to table it.
2. Men & Woman serve on the Board — this is a “bearing wall” issue. We tabled it as
well.
3. Election Process - we are going to search out how churches have made change to
address the potential challenges of our continued growth.
III. New Business:
A. Executive Pastor Salary — agreed to the “industry” standard of $80,000 for a starting
point for the EP we are looking at bringing up.
B. Future Staffing — Pastor Steve Kuno and his wife Lynnette will be with us the weekend
of 1/20-1/24
