From our Not So Smart Offender Files—
On Saturday, November 10th, one of our officers took a theft call from
a victim who had his cell phone and backpack taken from his vehicle
while he was dining in Applebee‟s. Shortly thereafter, the investigating officer began texting the stolen cell phone in an attempt to get the
suspect to respond back—and surprisingly, she did, although she
thought she was texting back to the owner and not a police officer.

The officer struck a deal with the suspect to “exchange” the cell
phone for $600 in cash. The cash was to be left at a discreet location at the Owatonna McDonalds; once the
cash was received, the suspect would contact the owner with the location of the cell phone. Undercover officers followed the instructions provided by the suspect, although the $600 in cash was actually plain white paper cut to the same size as cash. Once the “cash” delivery had been made, officers conducted surveillance at
McDonald‟s where a female subject was observed collecting the “cash” and concealing the cell phone at another location in the parking lot. Undercover officers converged on the suspect and she was placed under
arrest and transported to the Steele County Detention Center. Subsequently, a search warrant was drafted for
the suspect‟s residence at 3B 12th Place N.W., were the stolen back pack and most of its contents were recovered. Julie A. Flicek, age 40, was formally charged in District Court with one gross misdemeanor count of Theft.
Department News—
Predatory Offender Verifications—
Two officers—Laddie Bata and
Tony Heaser—have been selected
to shore up our Field Training Unit.
Both officers will be attending a
week-long course in December at
the Minneapolis Airport.
Our Patrol Division recently completed the second half of our biannual
predatory compliance checks. Currently, we are monitoring 69 predatory
offenders living in the city, including: 16 level one offenders, 11 level two
offenders, and two level three offenders. Risk level one indicates the
least likelihood to re-offend. Risk level two indicates a moderate likelihood to re-offend. Risk level three indicates a high likelihood to re-offend.
The remaining 40 predatory offenders living in the city have not been
assigned a risk factor—in Minnesota, approximately 75% of all predatory
offenders nave not been assigned a risk factor. All risk levels are assigned by the MN Department of Corrections and the responsibility for
monitoring and tracking the offenders falls upon the Minnesota Bureau of
Criminal Apprehension (BCA) Predatory Offender Unit. Our checks found
that eight offenders have moved out of Owatonna and eight other offenders are currently incarcerated for other offenses. Three offenders were
found to be non-complaint and have been arrested for their noncompliance. Sgt. Tim Hassing is our predatory offender coordinator and
he is assisted by Detective Joel Hunt.
Our canine partner, Bullet, is getting up in age and nearing his
retirement. To prepare for Bullet‟s
departure as a police canine, Officer Brady Fox has been chosen
to succeed Officer Brandon Fandel
as the handler for Bullet‟s replacement. Brady will be attending a
16 week canine handler course
that is tentatively scheduled in the
spring of „13 at the St. Paul Police
Department.
Minnesota Predatory Offender Registration
Serial Shoplifting—
On Wednesday, November 7th, the Owatonna Police Department received a call from a loss prevention officer
from Kohl‟s who was following a female party he suspected of shoplifting items from the Kohl‟s store—the loss
prevention officer followed the female to Wal-mart, but she entered Wal-mart before he could confront her. Our
officer located the suspect‟s vehicle and waited by it for her to exit the store. When she did, the officer confronted her about the suspected theft from Kohl‟s, which she admitted to and turned over the stolen property. The
officer also questioned the suspect about her purchases from Wal-mart. She admitted that she did not purchase the property from Wal-mart and that it was also stolen. The suspect, Michelle L. Ciochetto, age 30, was
issued two citations for misdemeanor theft and released at the scene.
