AlsoattendingwasRonZincone,ParkingServicesInformationAidewhotookminutesforthis
meeting.
Theminutesfromthepreviousmeetingwereapprovedwithnocorrections.
JoeParadisereviewedandexplainedstatisticsindicatingnumberofwarningsissued,gateproblems,
numberoftows,etc.BakersaidthattheUniversitydoesnotreceiveanymoneyfromthetows.He
hopesthatthestatisticalnumbersgodownoncethenewregulationsgointoeffect.Paradise
reportedthatlastyearatthistimeParkingServicessoldover8,000one-daypasses.Discussion
followed.LowesuggestedthatalinkbeplacedontotheParkingServiceswebsite.Zinconewill
followuponthis.
JoeParadisereportedonthenewRIPTAcontract.Hesaidtherewillbetwohillclimberbusesand
designatedshuttles.The211bluelinewillberenamedtotheRAMlineanditsroutechanged.A
one-yearagreementwasreachedwithRIPTA.Bakersaidthatwedonotwanttogetintoanything
longtermthisyear.BakeralsosaidthatRepresentativeTanziisworkingonsometypeofuniversitywidepassthatcanbeusedyearroundbystaffandfaculty.ItmaybecalledaUPASSwhichisbeing
subsidizedbyStatemoney.ParadiseaddedthatRIPTAoffersaUPASSprogrambutnoneoftheState
collegeshaveit.ApilotprogrammaybeproposedfornextyearbyRIPTA.RepresentativeTanziwill
beaskingforfundingforthisprogram.TheURIIDcardwillbeusedastheswipecardfortheUPASS
program.RaeFergusonaskedaboutpossiblesecurityissues.Bakersaidthatwearetakingone-week
trafficcountsonvariousroadwaysforRepresentativeTanzi.LoweaskedaboutURIID’sandany
possiblefees.ParadisesaidthatthePlainsRoadareamaybeourfuturetransportationhubfor
Amtrak.
BakersaidthatourgoalistohavethesechangescompletedbySeptember.Theproposed
amendmentsandregulationswerereviewedandeditedbytheMembersinattendance.Paradise
saidthatwearetargetingourenforcementsectionoftheregulations.Healsosaidthatwewould
recoup100%ofthefinesfornon-registeredvehicles.Paradiserecommendedthattherebea$40
finefornon-registeredvehicles.Bakerthenreportedthathelookedintoothercolleges’feesand
recommendedthatweincreasethefineto$50forconsistency.Smithfeltthatthefineincrease
wouldbeagoodmotivatorforstudentstoregistertheirvehicles.Paradisesaidthatthefunding
fromthepermitfeesshouldbeusedforfundingourexpensessuchassignageandenforcement.We

needtogettheenforcementruleschangedtorecoupsomeofthefunds.Clarkeaskedabout
studentswhowerewronglyticketed.Paradiserepliedthatthestudenteitherhasapermitordoesn’t
haveone.Bakeraddedthattherewouldbeanappealprocessinplaceandthatthepaymentofa
non-registeredfeecanbeappliedtopurchasingapermit.Membersinattendanceagreethatthe
planwasgoodalongwiththefeechanges.BakeraskedNovaktofollowupwithchangestotheState
violationssectionoftheproposedamendmentsandregulations.Discussionfollowedwitha
consensusthatfurtherreviewandeditingisneeded.Smithaskedabouttherecentsnowstorm
parkingbanandsomeconfusionwithtextcommunicationstostudents.BothParadiseandBaker
repliedwithinformation.DiscussionfollowedregardingtheFlaggRoadparking.
ThemotorcycleparkingregulationswerereviewedandeditedbytheMembersinattendance.
Paradisesaidthatweareconcentratingontheimmediateandimportantchangesbutthatthe
regulationsasawholeneedtoberedonenextyear.WewillbelookingonCampusforpossible
spacesthatwouldbeimpracticalforcarstopark.
Paradisesaidthatacarpoolpermitprogramwouldbesomethingweneedtolookatoncethestudy
isdone.RaeFergusonsuggestedcreatingspecifiedparkingspacesappropriatelydesignatedfor
carpoolingwiththepropersignage.Paradiserecommendedthatthevendorsshouldpayfor
deliveringandparkingonCampus.Furtherresearchneedstobedoneonanyfuturecarpool
program.BakeraskedtheMembersinattendancetoemailanydataandsuggestionstoJoe
Paradise.PamJacksonwillsendoutameetingrequestforthenextmeetingdate.
AmeetingrequestwillgoouttohaveanothermeetinginearlyMay.
