as amended, Act No. 266/1994 Coll. on Railways, as amended, and Decree of the Ministry of
Transport No. 175/2000 Coll. on Terms of Transport by Public Railway and Road Transport
(hereinafter referred to as the "Transport Code"), as amended, issues these:
TERMS AND CONDITIONS OF TRANSPORT
on DPMP a. s. Public Transport lines
Článek I.
INTRODUCTORY PROVISIONS
(1) The Terms and Conditions of Transport apply to regular transportation of people, luggage and live
animals on the Public Transport lines of Dopravní podnik města Pardubic a.s. (hereinafter referred
to as the "Carrier") setting out terms and conditions governing public passenger railway transport
on trolley bus routes and public bus transport.
(2) On the basis of a concluded agreement on transport, a passenger is obliged to observe the terms
and condition of the Carrier's Transport Code, Terms and Conditions of Transport and Tariff
Conditions.
(3) A driver, conductor or another person authorised by the Carrier holding the Carrier's inspection
badge and licence (hereinafter referred to jointly as the “authorised person”), is authorised to
conduct transport inspections and instruct passengers to ensure their safety, the safety of other
passengers and to ensure the safety and continuity of transport.
Článek II.
CREATION OF A TRANSPORT AGREEMENT
(1) In accordance with the provision of Section 3 of the Transport Code, a transport agreement is
concluded if a passenger:
a)
exercises his/her right to transport arising from a valid transport pass, i.e.,
− season ticket saved electronically on the Pardubice Card (hereinafter "PC" only),
− paper season tickets,
− received SMS ticket or received electronic Sejf ticket,
− a card entitling its holder to free transport in accordance with a special legal
regulation, the Public Transport Tariff or Terms and Conditions of Transport,
by boarding a Public Transport vehicle (hereinafter referred to as "boarding a vehicle"),
or
b)
paying the fare immediately upon boarding the vehicle:
− using an electronic wallet on the PC,
− validating a single pre-sold paper ticket in the on-vehicle validator, or
− paying the fare to the driver or conductor,
including cases where another person pays for the passenger.

Článek III.
TRANSPORT PASS
(1) Throughout the period of executing the transport agreement, for the purpose of proving conclusion
thereof and payment for luggage transport (hereinafter referred to as the “transport fee”) in case of
an inspection, a passenger shall present a valid transport pass. A passenger is obliged to possess a
valid transport pass or travel with a person possessing a valid transport pass for the passenger
throughout the trip and when getting off a vehicle. For electronic tickets, this obligation applies to
an electronic device via which the transport pass can be read (PC, mobile phone). A passenger
bears responsibility for the functionality of the electronic device on which an electronic ticket is
stored and for being able to present an electronic transport pass stored on an electronic device
during a transport inspection.
(2) Transport passes issued by Dopravní podnik města Pardubic a.s. in accordance with the valid fare
tariff and used in line with the Carrier's terms and conditions of transport apply to transport on
DPMP a.s. Public Transport lines. Transport passes issued by other carriers, if issued within the
VYDIS integrated transport system and used in line with the VYDIS terms and conditions of
transport, tariff and fare price list available at www.cd.cz also apply.
(3) A transport pass may be:
a)
a one-off ticket without the possibility of transfer with the respective zone validity as
− an electronic ticket stored on the PC,
− a properly validated pre-sold paper ticket, or
− a paper ticket issued by the driver within an additional ticket sale from the driver,
b)
a transferable or non-transferable season ticket with the respective zone validity
entitling the passenger to multiple one-off rides including transfers throughout the
period of its validity as
− an electronic ticket stored on the PC,
− an electronic SMS ticket on a passenger's mobile phone, or
− an electronic Sejf ticket on a passenger's mobile phone paid by means of the mobile
application,
− a paper ticket bought from a ticket machine,
− a VYDIS integrated system paper ticket,
− a paper ticket for historic lines,
c)
a card entitling its holder to free transport in accordance with a special legal regulation,
the Public Transport Tariff or Terms and Conditions of Transport.
(4) Pardubice Cards as mediums for certain electronic tickets are issued as personalized or nonpersonalized cards. The Carrier issues these at its points of sale and information centres while nonpersonalized cards can be bought from authorised dealers. Details of Pardubice Card issue are set
out in the Tariff.
(5) Non-transferable tickets are season tickets bought using a personalized Pardubice Card. Other
season tickets are transferable. A transferable ticket is always valid only for one person on a
vehicle. Another person may use the same ticket only after the transport of the first person is
terminated.
(6) The validity of a pre-sold paper ticket is limited by the validity of the Tariff in accordance with
which it is issued and is conditioned by being validated in the on-vehicle validator immediately
upon boarding a vehicle.

(7) An electronic SMS ticket or a Sejf ticket is valid only if stored on the mobile phone from which
the ticket has been ordered; it cannot be forwarded to another mobile phone.
(8) If a passenger wishes to continue his/her journey after the lapse of validity of a season ticket,
he/she is obliged to possess another valid transport pass at the moment of its expiration.
Článek IV.
PAYING FOR TICKETS AND TRANSPORT FEES
(1) Every passenger not entitled to free transport is obliged to pay the fare set out by the Carrier's tariff
terms and conditions. If a passenger, including passengers entitled to free transport, transports
luggage which is subject to fees, he/she is obliged to pay a transport fee unless set out otherwise in
the Tariff.
(2) Depending on its type, it is possible to pay the fare and transport by:
a)
buying a pre-paid season ticket from a point of sale,
b)
validating a pre-sold one-off paper ticket,
c)
using an electronic wallet on the Pardubice Card,
d)
payment using an SMS ticket service,
e)
payment using the Sejf application,
f)
payment in cash to the driver,
g)
payment in cash to the conductor.
(3) Types and prices of tickets and transport fees and payment options for individual types of tickets
and transport fees are set out in the Tariff Terms and Conditions.
(4) All pre-paid season tickets can be bought from DPMP a.s. points of sale and information centres;
tickets sold as paper tickets can also be bought from certain ticket machines; electronic tickets on a
Pardubice Card also electronically using the Carrier's web at www.dpmp.cz.
(5) One-off paper tickets can be bought in advance outside a vehicle from:
− the Carrier's points of sale and information centres,
− ticket vending machines,
− authorised ticket dealers (newsagents, etc.).
(6) Paying the fare or transport fee using a pre-sold one-off paper ticket, a passenger is obliged to
possess a ticket for the intended transport before boarding a vehicle and validate it immediately
upon boarding a vehicle in the nearest validator, i.e., marking the ticket with signs confirming the
passenger has carried out a fare-collection operation. In particular, a passenger is not allowed to
occupy a seat or unreasonably handle luggage before validating a ticket. A ticket is inserted into
the validator in the direction of the colour arrow with its face upwards so that the validation signs
are printed in the validation area only. A passenger is obliged to check the proper indication of the
validator code on the transport pass.
(7) Paying a fare using an electronic wallet, the fare is paid by immediately placing the Pardubice
Card within range of the on-vehicle reader. For non-personalized cards, having placed the card
within range of the on-vehicle reader, it is necessary to select the respective fare option using the
reader's touch screen and complete the operation by placing the card near the reader once again.
Paying a fare for a fellow-passenger or paying a transport fee, the procedure is the same as when
paying a fare with a non-personalized card. A passenger is always obliged to check the touch
screen to ascertain the fare-collection operation has been completed correctly. When reaching the
destination station, a passenger shall conduct another fare-collection operation – checking out;
during check-out, the actual fare is settled in accordance with the respective tariff zone. A

passenger may check out only after the stop where he/she intends to get off is announced as the
following stop. In case a passenger intends to get off at a stop immediately following the stop
where he/she has boarded the vehicle, check-out can be carried out only after arrival at the stop
where the passenger gets off is announced.
(8) To pay a fare using an SMS ticket, an SMS must be sent from a mobile phone using a SIM card of
a local mobile operator to the number 90206. This uses the so-called Premium SMS service,
which must be enabled for the particular telephone number. The wording of the SMS must be as
set out for the particular ticket. The wording of an SMS to order a 45-minute ticket (60 minutes on
weekends) is “DPMP”, to order a 24-hour ticket “DPMP24”. An SMS ticket is valid from its
receipt on the passenger's mobile phone; it is usually delivered within about 1 minute. If an SMS
ticket is deleted within its validity, it is possible to obtain a duplicate by sending an SMS reading
“DPMP” to the number 9000603.
(9) To pay a fare using the Sejf application, the procedure set out by the service operation, Direct pay,
s.r.o., must be followed. Using this method, a ticket is valid from its receipt on the passenger's
mobile phone; it is usually delivered within about 1 minute.
(10) A passenger paying a fare using an SMS ticket or a ticket bought via the Sejf application is
entitled to board a vehicle having already received a valid electronic ticket on his/her mobile
phone. A passenger who has not received a ticket on his/her mobile phone before boarding a
vehicle is obliged to pay the fare using another method. He/she is entitled to make a claim
concerning the undelivered SMS ticket or Sejf ticket. A claim concerning an undelivered SMS
ticket or Sejf ticket can be submitted by a passenger in writing via a form available from the
DPMP a.s. Customer Centre and the points of sale at Czech Railways stations, or using a claim
record, which is available at www.dpmp.cz. A passenger is entitled to submit a claim without
undue delay no later than within two months of the date of the faulty service provision; otherwise,
his/her right to the claim ceases to exist. Claims are settled by the service provider, Direct Pay,
s.r.o.
(11) Cash payment of a fare or transport fee to the driver represents an alternative payment method
in the event a passenger does not possess a transport pass before boarding a vehicle although the
Carrier enabled him/her to get one. This kind of fare payment is available on all vehicles of the
Carrier; the transaction can be carried out only at bus stops. A passenger paying a fare to the driver
is obliged to board the vehicle using its front door. If the front door is not open at a stop, the driver
shall open it upon request of the passenger. A passenger is obliged to pay the fare immediately
upon boarding the vehicle and allow fast execution of the transaction by presenting suitable means
of payment, if possible, the precise amount. Drivers accept coins and banknotes in a nominal value
from 1.00 to 100.00 CZK. This payment method is charged with the difference between the fare
paid to the driver and the price of an equivalent pre-sold ticket in accordance with the Pardubice
Public Transport Tariff.
(12) Payment of a fare using a credit card is possible only in vehicles marked with the generally
used sign of a contactless credit card.
(13) Payments to conductors can be made only for a daily fare on historic lines and on vehicles
attended by a conductor.
(14) A passenger is entitled to a refund of the fare paid for an unused or only partially used longterm season ticket due to reasons on the passenger's part, under the conditions set out by the Public
Transport Tariff for the particular tariff period.

Článek V.
TRANSPORT OF PERSONS WITH IMPAIRED MOBILITY OR
ORIENTATION
(1) Persons with impaired mobility or orientation are persons with impaired physical or visual abilities
or elderly people, pregnant women or mentally handicapped people.
(2) Passengers with impaired mobility or orientation have the right to be seated on seats designated for
such persons. If such rights of the persons are not evident, they prove their rights with the
respective document. A passenger who has occupied such a seat shall vacate the seat in favour of a
person with impaired mobility or orientation at the person's request. In case all seats reserved for
passengers with impaired mobility or orientation are occupied by such passengers, other
passengers occupying any other seat on the vehicle are obliged to vacate their seat for the benefit
of a passenger with impaired mobility or orientation. In case none of the passengers fulfils this
obligation of their own free will, a passenger designated by the Carrier's authorised person is
obliged to vacate his/her seat.
(3) Mobility aids enabling passengers with impaired mobility or orientation to walk (e.g., portable or
rolling walkers) are transported for free. If possible, a passenger is obliged to secure his/her
mobility aid against movement and hold the aid throughout the trip. Due to safety reasons, it is
forbidden to sit on a mobility aid during transport.
(4) A passenger with impaired mobility or orientation shall be enabled to board and get off a vehicle
using any door of the vehicle which is indicated as the door for boarding and getting off.
(5) If there is a person with a white cane at a bus stop, the driver is always obliged to stop at the bus
stop so that the tactile paving (textured ground surface indicating access to board a public transport
vehicle), if available, faces the vehicle front door. The driver of a vehicle which stops at a bus stop
as the second or third vehicle is also obliged to align the vehicle with the bus stop marker so that
the tactile paving, if available, faces the vehicle front door.
(6) If a passenger with impaired mobility or orientation cannot be safely transported on his/her own
due to his/her abilities (especially board or get off a vehicle safely), he/she is obliged to be
accompanied by another person (guide). A guide is obliged to provide help to the person with
impaired mobility or orientation he/she accompanies while boarding/getting off a vehicle. He/she
shall attend directly to the person with impaired mobility or orientation and supervise his/her
safety throughout the trip. The attending person shall inform the driver in due time by pressing the
"Znamení k řidiči" (Signal to driver) button.
Článek VI.
TRANSPORT OF WHEELCHAIR USERS
(1) Transport of a passenger in a wheelchair is possible only under transport circumstances allowing
such transport (especially vehicle occupancy or presence of a baby carriage aboard) with regard to
the vehicle layout. Electrically-powered wheelchairs can be transported only in vehicles equipped
with a ramp.
(2) The number of passengers in wheelchairs transported at any one time is limited by a vehicle layout
and current transport circumstances.
(3) If a vehicle is equipped with a ramp, which is necessary to allow a wheelchair user to board/get off
a vehicle, the driver is obliged to set up the ramp and allow the wheelchair user to use it.
Passengers are not allowed to handle the ramp independently. Other passengers are obliged to
vacate the area necessary to handle the ramp.

(4) The wheelchair shall be placed in the designated area of the vehicle (an area close to the door
designated for boarding of wheelchair users), with its back to the direction of travel so that the
safety of wheelchair users and other passengers is not endangered.
(5) A wheelchair shall be equipped with a working brake, which shall be in the braked position
throughout the transport.
(6) If a vehicle is equipped with safety belts, a wheelchair user shall be secured against fall using the
safety belt.
(7) If necessary, due to the conditions or design of a station of departure or destination, vehicle design
(boarding level, vehicle ramp) or wheelchair user's abilities, a passenger in a wheelchair is obliged
to ensure help in boarding/getting off a vehicle, securing the wheelchair against movement, and/or
securing themselves with a safety belt.
(8) If a wheelchair user is attended by a guide, the guide is obliged to attend directly to the wheelchair
user and supervise his/her safety throughout the trip.
(9) A driver may reject transport of a wheelchair user or of another wheelchair user, if such transport
is impossible with regard to the aforementioned conditions or if the passenger fails to secure help
in accordance with para. 7 where necessary.
(10) A wheelchair passenger can board or get off a vehicle only after notifying the driver.
(11) If there is a wheelchair user at a bus stop, the driver of the vehicle which stops at the bus stop
as the second or third vehicle is also obliged to align the vehicle with the bus stop marker.
(12) On vehicles equipped with baby carriage buttons or wheelchair buttons, a wheelchair passenger
or his/her guide is obliged to inform the driver of his/her intention to get off by pressing the button
prior to reaching the particular bus stop. On other vehicles, a wheelchair passenger is obliged to
inform the driver of his/her intention to get off by pressing the "Znamení k řidiči" (Signal to
driver) button twice prior to reaching the particular bus stop.
(13) Doors designated for access by wheelchair users to a vehicle are marked with a wheelchair or
baby carriage symbol.
(14) Empty wheelchairs may be transported only under transport circumstances allowing such
transport (especially vehicle occupancy) with regard to the vehicle layout and subject to conditions
of luggage transport and transport fee payment.
(15) Other rolling aids are regarded as wheelchairs if their dimensions and weight are comparable.
Článek VII.
TRANSPORT OF BABY CARRIAGES
(1) Transport of a baby carriage is possible only under transport circumstances allowing such transport
(especially vehicle occupancy or presence of a wheelchair user aboard) with regard to the vehicle
layout. The number of baby carriages transported at any one time is limited by the vehicle layout
and current transport circumstances.
(2) A driver may reject transport of a baby carriage if such transport is impossible with regard to the
aforementioned transport conditions.
(3) A passenger with a baby carriage can board and get off a vehicle only after informing the driver,
using the designated door. Passing through a vehicle with a baby carriage is forbidden.
(4) On vehicles equipped with baby carriage buttons or wheelchair buttons, a passenger is obliged to
inform the driver of his/her intention to get off with a baby carriage by pressing the button prior to

reaching the particular bus stop. On other vehicles, a passenger is obliged to inform the driver of
his/her intention to get off with a baby carriage by pressing the "Znamení k řidiči" (Signal to
driver) button twice prior to reaching the particular bus stop.
(5) A baby carriage shall be transported in the designated area, which is indicated on the exterior door
side with the symbol of a pram. A passenger shall secure the baby carriage against movement and
attend to it at all times. Other passenger are obliged to allow loading, unloading and placing of a
baby carriage on the vehicle.
(6) If the baby for whom the carriage is intended is inside the transported baby carriage, the carriage is
transported free of charge. Empty baby carriages may be transported only under transport
circumstances allowing such transport (especially vehicle occupancy) with regard to the vehicle
layout and subject to conditions of luggage transport and transport fee payment.
(7) It is forbidden to transport baby carriages or other carriages used for the transport of items or
obviously used for the transport of items.
Článek VIII.
TRANSPORT OF LIVE ANIMALS
(1) Among live animals, only small domestic animals can be transported, unless it is prevented by a
special regulation or unless their transport causes discomfort to other passengers. Unless set out
otherwise, live animals are transported under the conditions of luggage transport, including limit
dimensions for transport fees and largest permissible dimensions for the transport of items.
(2) Live animals can only be transported under the supervision of a passenger. The passenger is
obliged to ensure that the transported animal does not endanger the safety or health of other
passengers, damage the vehicle or pollute passengers or the vehicle.
(3) Transported animals must be enclosed in easily portable cages, baskets or other carriers with a
leak-proof bottom.
(4) In case of a dog, a rolling carrier designed for dog transport can also be used even if it exceeds the
dimensions permissible for luggage transport. A dog in a rolling carrier can be transported only
with the driver's consent if current transport circumstances allow such transport. Priority is given
to transport of a baby carriage or a wheelchair user rather than to a dog in a rolling carrier.
(5) Without a carrier, only a dog can be transported. A dog transported without a carrier must wear a
safe muzzle and be kept on a short leash during transport. A dog cannot be transported on a seat.
(6) The assistance dog of a person with impaired visual abilities can be transported without a muzzle
on. A passenger transporting such a dog is still held responsible for damage caused by the dog
transported without a muzzle.
(7) A passenger with a dog without a carrier can board a vehicle only after informing the driver.
During periods of higher occupancy of the vehicle, the driver can prevent a passenger with a dog
without a carrier from boarding. It is not possible to exclude from transport or reject dogs
accompanying persons with impaired visual abilities.
(8) Regardless of the size of a dog without a carrier, the transport fee is paid in accordance with the
Tariff, with the exception of the assistance dog of a person with impaired visual abilities or a
police utility dog on duty.

Článek IX.
LUGGAGE TRANSPORT CONDITIONS
(1) Based on a concluded transport agreement and subject to compliance with the following
conditions, luggage as hand luggage or carry-on luggage can also be transported.
(2) Hand luggage is an easily portable item carried by a passenger, which can usually be placed on the
passenger's lap or under the seat. The largest permissible dimensions of an item to be transported
as hand luggage is 25 x 40 x 60 cm. For flat items with a thickness up to 5 cm, the largest
permissible dimensions are 80 x 100 cm; for bar-shaped items with a diameter up to 20 cm, the
largest permissible length is 150 cm to be transported as hand luggage. Hand luggage of up to
3 pieces is transported for free. For the fourth and other pieces of luggage, a transport fee is
charged in accordance with the Tariff Terms and Conditions.
(3) Carry-on luggage is an item exceeding, at least by one dimension, the dimensions applying to hand
luggage; it must usually be placed in the area designated for standing passengers. Unless set out
otherwise, a passenger is obliged to pay a transport fee for every individual piece of carry-on
luggage in accordance with the Tariff Terms and Conditions.
(4) The largest permissible dimensions of transported luggage are 50 x 60 x 80 cm. For flat items with
a thickness up to 10 cm, the largest permitted dimensions are 100 x 150 cm; for bar-shaped items
with a diameter up to 25 cm, the largest permitted length is 300 cm to be transported as luggage.
Items with at least one dimension exceeding the largest permitted dimensions of luggage cannot be
transported using Pardubice Public Transport. This limit does not apply to children’s bicycles,
children scooters, ride-ons up to 14“ size, portable musical instruments, bagged skis and ski poles
or snowboards and properly wrapped Christmas trees of the usual size (hereinafter referred to as
“exempted XL luggage”) and items whose transport is treated separately in these Terms and
Conditions of Transport.
(5) Exempted XL luggage exceeding the largest permitted dimensions applying to luggage transport
can be transported only under transport circumstances allowing such transport (especially vehicle
occupancy or presence of a wheelchair user or a baby carriage aboard) with regard to the vehicle
layout. The driver may reject such transport if it is impossible with regard to the aforementioned
transport conditions. A passenger transporting exempted XL luggage may board a vehicle only
after informing the driver. The transported item shall be placed so that it does not hinder the
transport of other passengers and it shall be secured to prevent movement. Priority is given to
transport of a baby carriage or a wheelchair user rather than to an exempted XL luggage.
(6) The following cannot be transported as luggage:
a)
any item heavier than 50 kg or items where their total weight exceeds 50 kg,
b)
items which might intrinsically cause pollution or damage to the vehicle, damage to
the personal health or assets of passengers, unwieldy items (e.g., glazed windows,
glass without solid protective cover, sharp-edged items, drinks or other liquids not
safely or fully sealed in a container, etc.),
c)
dangerous substances and items with the exception of portable steel bottles containing
liquid fuel gas for household use with a maximum volume of 10 kg, bottles containing
fuel oil with a total volume of 20 litres with a short-circuit protected accumulator and
with locked gas venting bleeds, while the passenger is obliged to report the transport of
such dangerous items to the driver and place them within the vehicle in accordance
with the driver's instructions; only one item of such nature can be transported on a
vehicle at a time,

d)
loaded firearms, explosive items, poisonous, radioactive, volatile, caustic items or
items which might be infectious,
e)
items which due to their odour, repulsive appearance, etc., could cause discomfort to
other passengers.
(7) It is the responsibility of the respective passenger to secure safe handling and storage of the
luggage and to attend to it. Handling the luggage and storing it shall not hinder other passengers in
the fulfilment of their fare-collecting duties.
(8) Luggage may not be placed on seats.
(9) Passengers, with the exception of children under 10 years cannot wear a backpack or any other
luggage on their back hindering free passage through the vehicle.
Článek X.
TRANSPORT INSPECTION
(1) Transport inspection means an inspection of transport pass validity and inspection of the fulfilment
of other obligations by passengers in accordance with the Transport Code, these Terms and
Conditions of Transport and the Tariff Terms and Conditions.
(2) When conducting a transport inspection, the Carrier's authorised person presents an inspection
badge and, on a request raised by a passenger, the Carrier's licence; this obligation does not apply
to the Public Transport driver and conductor.
(3) Inspection of transport passes is conducted:
a)
for transport passes as an electronic ticket on Pardubice Card, by placing the Card in
the proximity of the inspection reader or the on-vehicle terminal and by visual check of
the data printed on the Pardubice Card,
b)
for paper tickets including cards entitling the passenger to free transport, by visual
check of the card's authenticity and the respective data printed on the transport pass,
c)
for electronic SMS tickets and Sejf tickets, by verifying their validity by means of the
transport inspector's mobile phone or by a simplified visual check carried out by the
driver.
(4) On vehicles with compulsory boarding via the front door, every passenger is obliged,
a)
without request by the driver, to present a transport pass if a transport agreement has
been concluded under Section 2, para. 1, item a) of these Terms and Conditions of
Transport exercising the right arising from the transport pass by boarding a vehicle,
i.e., place a Pardubice Card with a charged electronic season ticket in the driver's
reader and show the card to the driver so that he can inspect the data printed thereon,
or to reasonably show a paper season ticket, a displayed SMS ticket or a displayed Sejf
ticket to the driver, or
b)
pay the fare under the supervision of the driver, i.e., to validate a one-off paper ticket,
place the Pardubice Card within range of the reader at the front door or pay cash to the
driver if the transport agreement is being concluded under Section 2, para. 1, item b) of
these Terms and Conditions of Transport by paying the fare immediately upon
boarding.
(5) When conducting a transport inspection, the Carrier's authorised person is entitled to:
a)
exclude from transport a passenger who, after being requested by the authorised
person, fails to present a valid transport pass and does not fulfil the duty of paying the
fare and surcharge,

exclude from transport and impose payment of a surcharge on a passenger who,
despite being admonished, fails to observe the Transport Code, instructions from an
authorised person, pollutes a vehicle or disturbs the peaceful journey of other
passengers, or otherwise bothers other passengers (especially due to his/her unkempt
appearance, drunkenness or being under the influence of addictive and psychotropic
substances),
c)
reject admission to transport or exclude from transport a piece of luggage, a passenger
or an animal transported with him/her, if the safe and comfortable transport of other
passengers is hindered or passenger health endangered, or if the conditions on the
vehicle, especially its capacity and occupancy, do not allow for their transport,
d)
impose on a passenger who fails to present a valid transport pass payment of the fare
plus a surcharge.
e)
request the passenger's personal data necessary to allow exerting payment of the fare
and a surcharge if the passenger refuses to pay it on the spot,
f)
make a decision on the method of managing tariff discipline, e.g., by coordinating
boarding and getting off using a designated door.
g)
block the on-vehicle fare-collection terminal in order to conduct a transport inspection.
(6) The Carrier's authorised person is entitled to revoke an invalid transport pass or electronic
transport pass medium in cases as set out in the Transport Code. This does not apply to situations
where the invalid transport pass is an SMS ticket or an electronic Sejf ticket or a transport pass
under Section 3, para. 3, item c). The authorised person is obliged to issue confirmation on
confiscating such a transport pass – a copy of the record of the conducted transport inspection or
surcharge receipt in case of immediate payment, which serves as a document confirming payment
of the surcharge.
(7) A copy of the record of the conducted transport inspection signed by a passenger serves the
passenger whose personal data are indicated in the record (and also for a passenger whose debt
was assumed by another person and whose name and surname is indicated therein) as a transport
pass to travel only on the remaining stretch to the nearest terminal station on the particular route
where the record was produced by the authorised person. If a passenger refuses to sign the record
or accept a copy of the record, he/she is obliged to get off at the nearest stop following the making
of the record; if he/she fails to do so, in case of another inspection he/she is regarded as a
passenger without a valid transport pass.
(8) In the event that a passenger fails to present a valid transport pass upon a request from the
Authorised Person, a surcharge (hereinafter "surcharge for travel without a transport pass") will be
imposed in the amount of:
a)
1,000.00 CZK for passengers below 15 years of age at the time of the transport
inspection,
b)
1,500.00 CZK for other passengers.
(9) If the surcharge for travel without a valid transport pass is paid immediately or no later than within
10 days of the inspection, it is reduced to
a)
500.00 CZK for passengers below 15 years of age at the time of the transport
inspection,
b)
800.00 CZK for other passengers.
(10) If the surcharge for travel without a valid transport pass is paid immediately or no later than
within 10 days of the inspection and if the following applies, it is reduced to 100.00 CZK:

the passenger being inspected presents a transport pass whose invalidity arises solely
due to non-compliance with the Tariff requirements for the zone validity of the
transport pass (e.g., travelling to Zone II using a ticket valid in Zone I only), or
b)
the passenger being inspected presents a paper transport pass (a one-off ticket) whose
validity has expired due to changes in the Tariff carried out no more than twelve
months before the date of the inspection and such transport document is used by the
passenger in line with the terms and conditions of transport and tariff conditions valid
at the time of issue of the document.
(11) The surcharge for travel without a valid transport pass is reduced to 50.00 CZK if:
a)
the passenger does not present a valid transport pass upon being inspected by an
authorised person, however, at the moment of the inspection, such a passenger is the
holder of a valid non-transferable season ticket on a Pardubice Card, and proves this to
the Carrier at the DPMP a.s. Transport Inspection Department at Pernerova 443 no
later than within two months of the conducted inspection, or
b)
the passenger does not present a valid transport pass upon being inspected by an
authorised person, but if such a passenger is entitled to free transport at the moment of
the inspection and proves his/her right to free transport to the Carrier at the DPMP a.s.
Transport Inspection Department at Pernerova 443 no later than within two months of
the conducted inspection by presenting a document demonstrating its validity at the
time of the inspection.
(12) If a passenger presents a Pardubice Card on which the fare has been bought in line with the
Tariff Conditions but the card is non-readable due to being damaged or other modification, during
the inspection he/she is obliged to pay a surcharge of 50.00 CZK. In that case, the passenger is not
obliged to pay a surcharge for travelling without a valid transport pass. The surcharge in
accordance with this paragraph cannot be settled immediately; the due payment date of the
surcharge is set at the fifth day after the inspection was conducted.
(13) The surcharge for using transport without paying the transport fee for a dog without a carrier or
carry-on luggage which is subject to payment of a transport fee is 50.00 CZK.
(14) A passenger presenting someone else's, a forged or partially modified transport pass is not
entitled to any reduction in the surcharge. Such a passenger shall be obliged to compensate the loss
incurred in relation to a forged or partially modified transport pass in accordance with the Civil
Code.
(15) The surcharge for non-compliance with the Transport Code or instructions of an authorised
person, polluting a vehicle or hindering trouble-free transport of passengers or other types of
nuisance is 500.00 CZK. By paying the surcharge, the passenger shall not be relieved of their duty
to compensate any costs incurred by the Carrier in relation to his/her behaviour.
(16) Passengers who have not settled their surcharge debt arising from a transport inspection may
not be allowed by the Carrier to purchase a season ticket until they settle their debt.
(17) If a passenger fails to fulfil its obligation to pay the surcharge and to present an identity card
and provide the personal data necessary to recover the fare, after being requested by an authorised
person, they are obliged to follow the authorised person to the appropriate public administration
office to ascertain his/her identity or, upon request by an authorised person, remain at an agreed
place until a person authorised to ascertain the identity of the passenger arrives. Such a place may
also be the vehicle where the transport inspection has been carried out. An authorised person is

entitled to act in accordance with the provisions of Section 14 of the Civil Code so that the rights
of the Carrier are secured.
Článek XI.
BOARDING / GETTING OFF
(1) A passenger is obliged to take care to board a vehicle in a timely manner, to transfer at the right
bus stop and to get off at their destination.
(2) A passenger may board and get off a vehicle only when the vehicle is at standstill and at the bus
stop or at a place designated by the Carrier's authorised person.
(3) In the period from 4:00 a.m. to 8:00 p.m., passengers, with the exception of passengers intending
to pay the fare to the driver and passengers with impaired mobility or orientation, are obliged to
board using the doors according to their marking (middle and back doors). Front door are
designated for fast boarding of passengers intending to pay the fare to the driver and comfortable
boarding of passengers with impaired mobility or orientation. Any door on a vehicle can be used
for getting off.
(4) In the period from 8:00 p.m. to 4:00 a.m., passengers, with the exception of wheelchair users and
passengers with a baby carriage with a baby, are obliged to use solely the front door for boarding
and the middle and back doors for getting off.
(5) A passenger may not get off or board a vehicle if the driver is signalling "Nenastupujte,
nevystupujte" (Do not board, do not get off) or, where appropriate, "STOP".
Článek XII.
OTHER OBLIGATIONS OF PASSENGERS
(1) A passenger is obliged, while boarding a vehicle, while in the vehicle and getting off, to behave so
that neither his/her nor other people's safety or the safety and continuity of transport is endangered,
and to pay appropriate attention related to the particular type of transport.
(2) A passenger is also obliged to:
a)
respect instructions given by an authorised person aimed at ensuring the safety and
continuity of transport, the safety of the passenger and other passengers,
b)
hold the holders during travel, which applies to standing passengers,
c)
to refrain from any behaviour which might endanger the safety and impede the
continuity of transport, the order and cleanliness of the vehicle and its passengers, that
disturbs the Carrier's employees when executing their duties, or causes damage to the
Carrier or the passengers,
d)
upon arrival at the terminal stop, all passengers shall get off the vehicle.
(3) Passengers are forbidden to:
a)
linger in the driver's area without due reasons, or in an area where the driver's safe
view might be impaired,
b)
hinder use of on-vehicle operational equipment, exits, passages or entries,
c)
talk to the driver during the trip,
d)
board a vehicle which the driver has declared to be fully occupied,
e)
board a vehicle wearing roller skates,
f)
eat, drink or smoke on a vehicle,
g)
behave noisily, whistle, sing or perform music including reproduced music,
h)
operate on-vehicle fare collecting terminals without due reasons.

(4) During peak traffic, a passenger travelling with a child transported free of charge can occupy only
one seat.
(5) Children under six years of age can only be transported if accompanied by a person older than
10 years.
Článek XIII.
COMMON PROVISIONS
(1) Rights arising from the agreement on passenger transport can be exercised at the Carrier:
a)
concerning transport at the DPMP a.s. Public Transport Department at Teplého 2141,
532 20 Pardubice,
b)
concerning transport inspections at the DPMP a.s. Transport Inspection Department of
the Customer Centre at Pernerova 443, Pardubice (ZIP code 530 02),
c)
concerning tariff, fare and fare refunds at the DPMP a.s. Customer Centre at Pernerova
443, Pardubice (ZIP code 530 02).
(2) A passenger can exercise their rights from the transport agreement electronically using the
"Queries and Claims" form; a link can be found on the home page of www.dpmp.cz
(3) Items found on Public Transport vehicles are stored on the premises of DPMP a.s. at Teplého
2141, Pardubice. Information on found items is provided by the Lost Property Office.
(4) The Carrier provides passengers with information on transport and changes in transport at the
customer centre, on Public Transport vehicles, on internet pages and, with regard to its importance,
in the daily press or other periodicals.
(5) An excerpt of the most important part of these Terms and Conditions of Transport is published on
all public transport vehicles, at points of sale and information centres.
(6) The full wording of the Terms and Conditions of Transport is available at www.dpmp.cz and at
passenger contact points, i.e., at the DPMP a.s. premises at Teplého 2141, Pardubice, and at points
of sale and information centres:
− Pernerova 443, Pardubice
− Pernerovo nám. 217, Czech Railways station, main station,

Článek XIV.
FINAL PROVISIONS
These Terms and Conditions come into effect on 1 July 2015 and supersede the existing Terms
and Conditions of Transport announced by the Carrier.
