The training participants will perceive the steps of non-formal vocational education recognition, roles and responsibilities of the involved persons, the mechanisms for ensuring transparency and fairness of the process and its fair outcomes. Based on practical exercises the participants will be able to define the learning outcomes of vocational education programme and to develop the tools and methods for its evaluation. Activity Content and Description of Main Topics The topic of the training covered the issues related to the recognition of non-formal vocational education (Annex 3 – Detailed programme). The participants got acquainted with draft recommendations and during role games they practically implemented recognition procedures and revealed the problematic issues. The problematic issues covered: definition of learning outcomes in the self-assessment report, grading system, the form of recognition document, the period for making a decision on recognition, the condition for partial recognition, possibility of automatic recognition, formation of examination committee and rules for appealing of the committee decision. The participants have discussed each problematic issue in small groups and presented ways for their resolution. The learning outcomes and student grading system was discussed in the context of recognition of non-formal vocational education. The training participants have defined the learning outcomes and student grading methods during practical exercises. The training methodology was based on adult education principals and covered practical exercises, role games, simulations, discussions, presentations, individual questions and mini lectures. 4. Level of Reaching Goals (Indicating instruments for measurement) As a result of active involvement of training participants in the discussion of draft recommendations on recognition of non-formal vocational education revealed the need of amendments and changes to the documents and put forward concrete issues that need additional discussion. The training participants thoroughly perceived the procedure of recognition of non-formal vocational education, discussed each step, defined indicators for learning outcomes, understood the roles and responsibilities of involved persons, expected risks, the importance of mechanisms to ensure transparency and fairness of the process and its outcomes. At the end of the training the participants and facilitators resumed on the outcomes. The participants consider that the knowledge and experience gained on the training will significantly assist them in managing the process of recognition in a correct manner. Supporting and Unsupportive Factors for Reaching the Goals Reaching the training goals was supported by active participation in practical exercise and simulations, also well planned programme and pleasant environment. Unsupportive factors have not been mentioned by training participants and facilitators. 6. Assessment of the Activity and Recommendations At the end of the training the evaluation questionnaires were distributed to the participants. There were 2 close-ended and 2 open-ended questions. 36 training participants were asked (Annex 4 Training Evaluation Form). 94.4% (34) of participants assessed organisational management of the training as “very good’’, 5.5% (2) assessed as “good’’, none of them marked it as “satisfied’’ or ,,bad’’. 91.7% (33) of participants assessed the topics of the training as “very good’’, 8.3% (3) as “good’’, none of them marked it as “satisfied’’ or ,,bad’’. On the open-ended questions presented in the questionnaire the participants could answer with more than one answer, which means that the results should not necessarily add up to 100%. To the open-ended questions given in the questionnaire – what topic would you underline - the majority of participants (88.8% 32 participants) responded: recognition of non-formal vocational education and related issues, learning outcomes (22.2% 8 participants), grading system (22.2% 8 participants), and accreditation of vocational programmes (16.6% 6 participants). To the second question - what directions should be covered by trainings in order to expand the knowledge in the future, the following directions were defined: 1. Grading system, 2. Accreditation of vocational education programmes, 3. Development of curricula and syllabi, 4. The principals of liberal vocational education. The training participants have mentioned that the interactive methodology used on the training, which ensured the active involvement of all participants highly promoted the successful implementation of the training. The topics of the training were relevant and participants received information, which will be helpful them in the future activities (Annex 5 - Training Evaluation Analysis).
