BANK OF PAPUA NEW GUINEA POSITION DESCRIPTION ANALYST – VOSTRO ACCOUNTS SETTLEMENT UNIT, FINANCIAL ADMINISTRATION DEPARTMENT This Position Description outlines the role, skills, relationships, authorities and accountabilities. The position’s competencies and the Bank’s values are included. These form the basis for Job Evaluation, Performance Appraisal (setting key result areas and targets) and Recruitment. 1. Department Purpose Statement The Financial Administration Department has primary responsibility for the following BPNG functional responsibilities: Provide internal financial support services, as specified Provide financial information Provide payment for internal and external customers Provide settlement for foreign exchange and domestic money transactions And contributes as appropriate to the performance of other functions and to the overall achievement of BPNG’s strategic objectives. 2. Role of Analyst - Vostro Accounts The primary role of Analyst – Vostro Accounts is to effectively and efficiently monitor the main Cash Accounts for the following Institutions, held with Bank of Papua New Guinea; Reserve Bank of Australia (RBA) Asian Development Bank (ADB) “A” and “B” Accounts International Banks for Reconstruction and Development (IBRD) International Development Association (IDA) Multilateral Investment Guarantee Agency (MIG) And ensure their transactions received via “SWIFT” are processed and executed on a timely manner. Furthermore, the Analyst will be responsible for reading the SWIFT message types MT202/MT399/MT103/MT99 received from the above institutions and liaise with International Settlements to do Foreign Exchange (FX) funding for the account; execute payment instructions and daily reconcile the closing balances for each of the respective Institutions. The Analyst will also be responsible for producing monthly and annual statements for the above International Clients at the first week of each month, establish effective communication skills with the donor agents, their Offices held in PNG and ensure their Cash Account Balances agree with the Balances held with Bank of PNG. The Analyst- Vostro Accounts must ensure, all SWIFT Message Types MT103 received from the above Institutions are timely processed in the Kina Automated Transfer System (KATS), communicate with the Commercial Banks to ensure these messages are processed into the respective Clients Accounts and provide confirmation advise to the account holders. Analyst will also liaise and work closely with the International Settlements Officers to ensure that the funding for these institutions are processed and executed successfully via Opics Position Description – Analyst, Vostro Accounts – July 2016 Systems and the SWIFT messages for funding, MT300 and MT202 are send to these Institutions on a timely manner. The Analyst will also ensure the Accounting Entries for these Transactions mentioned above (both Debit and Credit) are captured and reflected appropriately in the respective accounts of the International Institutions. 3. Technical Skills/Knowledge/Competencies The Analyst - Vostro Accounts will have: Appropriate personal and professional experience and characteristics to demonstrate the required competencies and values. Appropriate technical knowledge on SWIFT and professional qualifications in data analysing and experience in Accounting, Computing skills and knowledge on reading various SWIFT messages to deliver on these Accountabilities. Personal attributes to work collaboratively as part of the Unit Senior Team Appropriate tertiary qualifications in Accounting and experience in systems such as SWIFT to fulfil the requirements of the position 4. Working Relationships The Analyst – Vostro Accounts will: Be directly accountable to Manager – Manager Settlements Unit. Be responsible for all Vostro Accounts daily transactions. Liaise and work closely with International Financial Institutions, their Offices held in Papua New Guinea and the local Commercial Banks. Develop and maintain effective working relations with International Settlements Officers in the Settlements Unit. Develop and maintain good working relationships with both external and internal customers. 6. Position Description – Analyst, Vostro Accounts – July 2016 7. Accountabilities 7.1 Be Accountable for all the “Vostro Accounts” held with Bank of PNG. Facilitate the Vostro Accounts Settlements and Accounting processes: Key Activities: Develop and maintain appropriate processes of accounting transactions in Opics SWIFT , KATS, KATS PO, BSS and Oracle Financial System . Establish and apply the quality knowledge on the use of SWIFT systems in processing the SWIFT message types, MT202,MT299,MT202,MT103 and where applicable in the various systems mentioned above. Apply quality assurance on the accounting entries that are done and ensure the transactions are correctly prepared, verified and authorised. Ensure large transactions are individually reviewed, checked and authorised. Daily monitor and reconcile the Individual Cash Accounts for the overseas financial institutions held with Bank of PNG. Prepare and review daily cash accounts for the Overseas Financial Institutions and produce monthly statements to these Financial Institutions. Use technological systems and tools to appropriately enhance quality and efficiency of service delivery. Ensure to keep Unit Manager (SU) informed at all times of the Vostro Accounts activities. 7.2 Contribute to the department’s long term and short plans Key Activities: Assist the Accountant – In house Managed Fund in contributing ideas towards the Enhancement of processes involved in administration of Vostro accounts. Ensure compliance with all legal, statutory and organisational policy requirements relating to operations of the Vostro Accounts. 7.3 Ensure the development of the Unit’s capability Key Activities: Measure, monitor and evaluate self-performance to improve operational performance within the Unit in order to contribute to the overall Department’s goals and objectives. 7.4 Manage the unit’s plan & its Budget Key Activities: Not Applicable. 7.5 Support the Bank’s Corporate Values: Efficiency; Professionalism; Accountability; Teamwork; Transparency; Integrity.
