Introduction: This is a request to award bids for chemicals used in the treatment
processes at the Water and Wastewater plants.
Background: The City of Ormond Beach participated in a cooperative bid with
several local cities including Palm Coast, Edgewater, Holly Hill, Port Orange, Oviedo
and Flagler Beach to procure chemicals common to the treatment processes used by
water and wastewater treatment plants. The City of Palm Coast administered the bid,
and each city is conducting its own evaluation of the bids and will make awards based
on each city’s respective requirements.
Staff has reviewed the bids and identified the lowest responsive bid meeting the
requirements of the specifications for the following chemicals:

The estimated annual cost shown in the table is based upon the unit bid prices
received multiplied by the projected chemical usage in the upcoming fiscal year. No
bids were received for liquid carbon dioxide and staff will solicit quotes from other
potential suppliers for this chemical for the upcoming year.
Budget Impact: The bid award reflects the per unit price of each chemical. The
estimated cost of chemicals for which bids were received is $724,434.84. Quotations
are being solicited for liquid carbon dioxide. The FY 11-12 proposed operating budget
for all chemicals anticipated for use at the City’s water and wastewater treatment
facilities is $750,000, which is sufficient for funding the purchase of chemicals noted
above.
Recommendation: It is recommended the City Commission approve the award for
the purchase of chemicals as listed above, on a unit price basis except for liquid
carbon dioxide which will be requisitioned separately and at a later time.

A RESOLUTION AUTHORIZING THE PURCHASE OF
VARIOUS CHEMICALS FOR THE CITY'S WATER AND
WASTEWATER
TREATMENT
PLANTS
UNDER
A
COOPERATIVE BID SOLICITED BY SEVERAL LOCAL
CITIES; AUTHORIZING PAYMENT THEREFOR; AND
SETTING FORTH AN EFFECTIVE DATE.
WHEREAS, the Utilities Division has a need for various chemicals to treat water and
wastewater at the City's water and wastewater treatment plants, and
WHEREAS, Section 2-300(a)(9), Code of Ordinances, allows the City to utilize a
competitive bid solicited by any other municipal, county, state or federal governmental agency,
or any combination of such agencies, in purchasing items requiring competitive sealed bids, and
WHEREAS, the Cities of Palm Coast, Edgewater, Ormond Beach, Port Orange, Oviedo,
Holly Hill and Flagler Beach collectively solicited bids (Bid No. ITB-PW-U-11-06) for various
chemicals for use in their respective water and wastewater treatment plants, and
WHEREAS, the bid specifications, as well as section 2-300(a)(7), Code of Ordinances,
reserve to the City the right to accept bids and award contracts to the lowest responsive and
responsible bidders, and
WHEREAS, the bid specifications also require bidders to comply with the City’s
minimum insurance requirements, said minimum insurance requirements having been adopted
by the City Commission on August 16, 2011, by the approval of Resolution No. 2011-116, and
WHEREAS, the City’s minimum insurance requirements provide, in part, that persons
and entities doing business with the city must provide general liability insurance on an

occurrence basis (as opposed to a claims made basis), and
WHEREAS, businesses in the chemical industry have difficulty obtaining general
liability insurance on an occurrence basis, and
WHEREAS, section 2-315, Code of Ordinances, provides that the city commission may
waive minimum insurance requirements for good cause, and
WHEREAS, given the critical nature of the various chemicals needed to treat water and
wastewater at the City's water and wastewater treatment plants, the city commission hereby
waives that part of the City’s minimum insurance requirements that requires general liability
insurance be provided on an occurrence basis, thereby allowing said insurance to be provided on
a claims made basis, and
WHEREAS, the appropriate City staff members have reviewed the bids for the various
chemicals needed: high calcium bulk quicklime from Carmeuse Lime & Stone, Inc., at a cost of
$194.17 per ton; hydrofluosilicic acid from Harcros Chemicals, Inc., at a cost of $498.00 per ton;
solid anionic polymer from Polydyne, Inc., at a cost of $1.59 per pound; caustic soda from JCI
Jones Chemicals, Inc., at a cost of $563.00 per ton; liquid sodium hypochlorite from Allied
Universal Corp., at a cost of $0.688 per gallon; anhydrous ammonia from Airgas Specialty
Products, Inc., at a cost of $0.675 per pound; antiscalant from American Water Chemicals, Inc.,
at a cost of $5.36 per gallon; corrosion inhibitor from F2 Industries, LLC, at a cost of $5.69 per
gallon;
dewatering polymer from Polydyne, Inc., at a cost of $2,553.00 per tote; liquid
aluminum sulfate from General Chemical Performance Products, LLC, at a cost of $.53174 per
gallon; liquid sodium bisulfite from Allied Universal Corp., at a cost of $1.317 per gallon;

calcium hypochlorite from Davis Supply, Inc., at a cost of $1.23 per pound; solar salt from
Thatcher Chemical of Florida, at a cost of $165.00 per ton; sulfuric acid from Sulphuric Acid
Trading Co. Inc., at a cost of $204.18 per ton; and have determined that the bids are the lowest
responsive and responsible bids and that the best interests of the public health, safety, and
welfare of the citizens of the City of Ormond Beach will be best served by accepting the various
bids, and
WHEREAS, the City Commission concurs in the said determination, and
WHEREAS, the City Manager has certified that the money for the purchase of the said
chemicals is in the depository to the credit of the Water and Wastewater (401) Fund and is not
appropriated for any other purpose, now therefore,
BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF ORMOND
BEACH, FLORIDA, THAT:
SECTION ONE. The City Commission hereby finds that good cause has been provided
in support of a limited waiver from the City’s minimum general liability insurance requirements
(i.e., requiring that said coverage be provided on an occurrence basis) thereby allowing said
coverage to be provided on a claims made basis, and
SECTION TWO. The City Manager or her designee is hereby authorized and directed
to execute contracts and/or issue purchase orders, as the case may be, for the purchase of the
following chemicals under a bid solicited by the Cities of Palm Coast, Edgewater, Ormond
Beach, Port Orange, Oviedo, Holly Hill and Flagler Beach (Bid No. ITB-PW-U-11-06), at the
aforelisted costs, and to pay the costs therefor from the Water and Wastewater (401) Fund, to-

SECTION THREE. All other bids for the purchase of the aforestated chemicals are
hereby rejected.
SECTION FOUR. This Resolution shall take effect immediately upon its adoption.
