Teaneck Public Schools
Goals for 2015-2016
GOAL 1: Students attending the Teaneck Public Schools will acquire the skills,
knowledge and understanding to be successful in the twenty first century.
GOAL 2: Teachers and administrators in the Teaneck Public Schools will acquire the
skills, knowledge and understanding necessary to support student achievement.
GOAL 3: The environment in the Teaneck Public Schools will be safe and respectful,
with students and adults appreciative of the unique contributions of members of the
community.
GOAL 4: The Teaneck Public Schools will communicate effectively with parents and with
the community.
GOAL 5: The Teaneck Public Schools will provide funding for Goals 1-4 and sustain
school facilities while respecting community resources.

Be It Resolved, that the Teaneck Board of Education, upon the recommendation of the
Superintendent of Schools, approves the following Board Operations resolutions #9 and #10:

that the Board approves the Minutes for the December 2, 2015 Workshop Meeting, and
the December 9, 2015 Regular Public Meeting.

Whereas, the New Jersey School Boards Association has declared January 2016 to be
School Board Recognition Month, a time that all residents might acknowledge the
contributions made by our local school board members; and
Whereas, the Teaneck Board of Education is one of more than 581 local school boards
in New Jersey that sets policies and oversees operations for public school districts; and
Whereas, the Teaneck Board of Education embraces the goal of high-quality
education for all New Jersey public school students; and
Whereas, New Jersey’s local school boards help determine community goals for the
education of approximately 1.4 million children in PreK thru Grade 12; and
Whereas, New Jersey’s 4,800 local school board members, who receive no
remuneration for their services, act as advocates for public school students as they
work with administrators, teachers and parents for the betterment of public education;
and
Whereas, School Boards strive to provide the resources necessary to meet the needs
of all students, including those with special needs; and
Whereas, Boards of Education provide accountability to the public; they communicate
the needs of the school district to the public; and they convey to school administrators
the public’s expectations for the schools; and
Whereas, New Jersey can take pride in its schools, which rank among the nation’s
best in key achievement indicators, such as the National Assessment of Education
Progress (NAEP) scores and Advanced Placement offerings and test scores; now
Be It Resolved, that the Teaneck Board of Education, does hereby recognize the
services of local school board members throughout New Jersey as we join communities
statewide in observing January 2016 as SCHOOL BOARD RECOGNITION MONTH; and
Be It Further Resolved, that the Teaneck Board of Education urges all New Jersey
citizens to work with their local boards of education and public school staffs toward
the improvement of our children’s education.

that the Board affirms the decisions of the Superintendent of Schools regarding
Harassment, Intimidation and Bullying (HIB) incidents reported to the Board in
Executive Session at the December 9, 2015 regular meeting and the January 13, 2016
Workshop Meeting.
EXPLANATION: The law requires the Board to affirm, reject or modify the
Superintendent’s decision regarding HIB incidents.

that the Board accepts the donation from Emma Gottschall, Hawthorne School
Alumnus, for twenty-one (21) Peer Mediator Vests, approximate value $75.00.
EXPLANATION: This donation of twenty-one (21) peer mediator vests from Hawthorne
School Alumnus, Emma Gottschall, would be worn by Hawthorne School Peer Mediators.
The Peer Mediation program encourages students to apply conflict resolution skills
within their peer group. This program teaches students to resolve and learn from
interpersonal disputes and advance the educational mission of Hawthorne School.

that the Board approves payment to Nicholas Zaneto, to conduct professional
development with district middle school and high school Physical Education teachers,
on March 21, 2015, total cost not to exceed $300, acct #11-000-221-320-85-50-I-0.
EXPLANATION: Mr. Zaneto would present a workshop on Functional Fitness and
Training Mobility. This workshop would focus on the nine (9) foundational movements
of Cross Fit. Designing constantly varied workouts and how to implement them into the
classroom. Coaching technique points and how to create a community atmosphere
would also be discussed. The mobility section of the workshop would focus on
techniques that would help to prevent injuries and decrease flexibilities issues that
some students may be having during training sessions.

that the Board approves payment to the New Teacher Center for providing mentoring
services to Ma’Ayanot School teachers, total cost not to exceed $7,655, acct #20-270200-320-92-50-I-M.
EXPLANATION: This non-public school requested mentoring services under No Child
Left Behind, Title IIA funding.

WHEREAS, the Board of Education has received the Report of the Board Secretary and
the Report of the Treasurer of School Monies for the month of November 2015 and
determined that both reports are in agreement; and
WHEREAS, in compliance with N.J.A.C. 6A:23A-16.10(c)3 the secretary has certified
that, as of the date of the reports, no budgetary line item account has obligations and
payments (contractual orders) which in total exceed the amount appropriated by the
Board of Education except as noted; now
BE IT RESOLVED, that in compliance with N.J.A.C. 6A:23A-16.10(c)4, the Board of
Education certifies that, after review of the secretary’s monthly financial reports
(appropriate section) and upon consultation with the appropriate district officials, to
the best of its knowledge, no major account or fund has been over-expended in
violation of N.J.A.C.6A:23A-16.10(c)4, and that sufficient funds are available to meet
the district’s financial obligations for the remainder of the year (which would become a
part of the Minutes of this meeting); and
BE IT FURTHER RESOLVED, that pursuant to P.L. 2004 Ch. 73 (S-1701), the Board
certifies that after a review of the Secretary’s Monthly Financial Report and upon
consultation with the appropriate district officials, that there are no budgetary
transfers that cumulatively exceed 10% that would require the approval of the
Executive County Superintendent.

that the Board approves the attached list of Student Field Trips, as approved by the

that the Board approves payment of tuition for out-of-district students who require a
special education program, during the 2015/16 school year, as per the attached list,
these tuitions are pro-rated based on effective dates of attendance, total amount of
current invoices for this motion is $115,018.45, acct #11-000-100-566-49-61-C-C.
EXPLANATION: The schools listed provide services to students in accordance with IEPs.

that the Board approves an Agreement with E-Rate Consulting, Inc., 130 Valley Road,
Suite B, Montclair, New Jersey 07042, to provide consulting services, as an independent
contractor, to the Teaneck Pubic Schools in connection with the filing of all required
applications on the district’s behalf for E-Rate funding for Internet Access,
Telecommunications, Internal Connections and Managed Internal Broadband Services,
Basic Maintenance of Internal Connections, and Voice Services (if eligible); and that
such consulting services may include the calculation of discount rates, general advice
regarding the competitive bidding process and selection of an appropriate vendor,
filtering of appropriate and ineligible pieces of equipment, and other services as set
forth in Addendum A to this Agreement; payments in the amount of equal to seven (7%)
percent of all amounts funded through the E-Rate program as a result of all
applications filed by the district during the term of the Agreement, which payment
shall be made by the district within thirty (30) days of its receipt of notification of an
award of funding.
EXPLANATION: This E-Rate consultant would provide an opportunity for receiving
additional funding to support the district’s technology infrastructure.
