“Hello, I would like to start out by saying Thank You for your help on paying Kiersten’s
day care. As a single mother I have to pay all expenses. This has helped me so much. I
can buy diapers, wipes, food and clothes for my child. I was always turned down for
help because they said I made too much. So when I was told you would help me I was
so surprised and happy at the same time. Every bit helps when you are a single mother
and trying to take care of an almost 2 year old. Kiersten is doing very well. She loves
the day care that she is at. Thank you so much for your help. Your help has helped me
out with more money to pay on my bills. We got tubes in Kiersten’s ears back in Feb.

I keep this letter above my desk to remind me why we do, what we do, as a Child Care
Resource and Referral agency.
For 40 years, 4-C has worked to improve the child care situation for children and
parents like Kiersten and her mother. We work with public and private policy makers to
increase the pool of child care subsidy dollars available to working parents.
We tweak our training delivery system to make it more convenient and more relevant to
all child care staff, so they can continue to provide exciting programs to engage all the
Kiersten’s in their charge.
While many aspects of the child care industry have changed since 4-C was founded 40
years ago, many pieces of the child care puzzle remain the same. Unfortunately it is
still woefully underfunded. Those working in the child care system are still undervalued
and under paid. And we still haven’t figured out how to eliminate the bad child care
programs while supporting those that struggle to provide good quality early care and
education.
So it looks like we all have more work to do in the next 40 years. We look forward to
continuing our partnerships and forming new ones to continue to make a difference in
the lives of families like Kiersten’s .

Child Care Financial Assistance
4-C expertly administers child care financial assistance programs funded by the Kentucky
Cabinet for Health and Family Services, Metro United Way, Louisville Metro Government,
and its newest funder, Horseshoe Foundation of Floyd County.
4-C specializes in customizing child care subsidy programs that positively impact
community groups and organizations, and employers. Financial assistance is efficiently
extended to as many eligible families as possible.
In the past year, 4-C provided financial assistance through these programs to 15,771
families. $63,614,782 was paid to child care providers in 15 Kentucky counties and
Clark, Floyd and Harrison counties in Indiana.

Child and Adult Care Food Program
As 4-C celebrates its 40th Birthday, USDA’s Food and Nutrition Service (FNS) also turns
40! The Food and Nutrition Service administers the Food Stamps, National School Lunch
Program and the Child and Adult Care Food Program (CACFP) in child care settings as
one of their domestic nutrition assistance programs. This year, 4-C sponsored 237 family
child care providers that received over $1.2 million in federal meal reimbursement in
return for serving over 850,000 nutritious meals and snacks in their family child care
programs.

Since 1981, 4-C has sponsored CACFP homes in 18 Kentucky counties. Nutrition
education and outreach efforts have been a top priority of the Agency’s Sponsorship. With
expansion funds from the Food and Nutrition Service (FNS), 4-C recruited and trained
14 Hispanic providers in our area to serve nutritious meals and snacks with CACFP
guidance. Providers also discovered ways to use nutrition education activities in their
programs to encourage children to eat healthy and stay active for a lifetime of learning
and good health!
Early Intervention
Early Intervention Services are provided for preschool children with mild developmental
delays and behavior problems. The 4-C Early Intervention Specialist observed and
assessed 35 children in child care homes and centers in 2008-09. Technical assistance was
also given to 100 children. The overall goal is to increase early identification of at-risk
behavior and enhance staff/parent ability to intervene. This program is made possible with
funds received from WHAS Crusade for Children, Metro United Way, Seven Counties
Services and NCJW.
Information & Referral - Quality Child Care Locator Service
Since its beginning, 4-C has assisted parents in their efforts to locate quality child care.
Now we can expand this service based on children’s ages, days/hours of care needed,
preferred neighborhoods, special needs, and/or school transportation. In 2008-09, 4,420
parents took advantage of the child care referrals from 4-C.

For employers, 4-C administers employer sponsored child care support programs,
including enhanced referral services and management of child care networks to meet
employee needs.
Technology
4-C utilizes the most efficient technologies to communicate its mission and provide tools
for providers and the community at-large. Last year, 174,309 people browsed our site for
valuable training, news and other important information and took advantage of the tools
such as our online assisted child care search.
In addition, we offer digital toolboxes, forms and other resources as requested. Proceeds
earned are invested back into our programs.
Child Care Trend Analysis
A concentration on research is vital. That is why 4-C compiles and studies data as only
a grass-roots operation can and why we offer Needs Assessment and Trend/Analysis
Reports to provide rich, detailed, child care market analyses to the benefit of current
and/or potential child care providers, community groups, and other organizations that
convert convenient information into efficient community service.

Professional Development
Training for child care providers began in 1972, and now there are several different
professional development opportunities offered through the 4-C Training Department.
Everything, from traditional classroom training to video trainings, is available for early
childhood professionals and parents. Last year, we trained 6,435 participants. “How to
Start a Child Care Center/Home” workshops are offered to those who are interested in
starting child care centers and family child care home programs. Last year, 233 participants
attended these workshops.
Lending Library
The Learning Resources Center opened in 1976 and was later named the Ann Browning
Byers Professional Development Library. 4-C members looking for early childhood
resources can check out materials for two weeks. Students, providers and community
members visited the 4-C library to look through over approximately 1,600 books and
videos.
