Dear Friends,
It is with joy and great appreciation that I present this annual report which
highlights the good works of Catholic Charities of the Archdiocese of Washington as
together we try to live out the Gospel in our pilgrim journey.
In proclaiming the Jubilee Year of Mercy, Pope Francis said that mercy is “the
fundamental law that dwells in the heart of every person who looks sincerely into the
eyes of his brothers and sisters on the path of life” (Misericordiae Vultus, 2). Jesus teaches
us how we are to show that mercy to others: He says in the Sermon on the Mount that we
are supposed to be a shining light before others. Later, the Lord challenges us to envision a
world where the hungry are fed, the thirsty are given drink, the stranger is welcomed, and
the naked are clothed.
What we read in the Gospel comes alive in the work of Catholic Charities. By the
accompanying presence of the men and women of this faith-filled ministry, our sisters
and brothers in need find a brighter path in their life’s journey, one that is illumined by
the radiance of Christ’s eternal and merciful love shining in the darkness.
As you read the stories in this report, you will find the fruits of your generous
support, for which I am profoundly grateful. Through 61 programs operated by Catholic
Charities, in the past year 127,000 disadvantaged women, men, and children received
needed housing, food, healthcare, mental health treatment, immigration and refugee
assistance, education, services for those with developmental disabilities, legal aid, and
spiritual care. For making present in this way the light of hope and love in our world
today, I express particular gratitude to Catholic Charities Board of Directors, President
and CEO Monsignor John Enzler, and all of the staff and volunteers of Catholic Charities.

Last year, we worked with 127,289 men, women, and children. As you can see, some of those
services came in highly intensive, long-term care with a smaller number of people, like our
work with adults and children living with developmental disabilities or our care of teenagers
and children living on their own. Other programs, such as our Southern Maryland Food Bank

Never Too Late for a New Beginning
Before Vernon started installing siding on houses, he had
never picked up a hammer. But the laborious work provided
a decent income for Vernon to start saving money and
provide for his family. Then came the housing market crash.
Vernon lost his job and with it the steady income. Starting over
from scratch at the age of 47 was daunting, but Vernon made
a commitment to himself to focus on building his construction
skill set beyond the basics of installing siding. “My goal was to
put myself in a better position in the job market and be a valuable
employee for a great company or start my own company.”
One of the first steps Vernon took was to enroll in the Michael H.
Kappaz Workforce Development program at our Spanish Catholic
Center. The Kappaz Workforce program trains students in carpentry,
electricity, solar panel installation, and job-site skills in order to
compete in the emerging green economy. For Vernon, the program
was much more than a job training class. “The center embraces
you like family. They make you feel at home. They gave me hope
that what’s on the horizon is bright.”
Vernon earned a nationally accredited green construction
certificate through the program. The training helped him
land a great job as a building manager where he puts his
expanded skill set to use every day. But he hasn’t stopped
learning. After getting the basics during his time at
Catholic Charities, he now is taking electrician courses at
night and on weekends.
“It’s never too late and I got a lot of hope for the future.”

Our Enterprise, Education, and Employment programs provide both immediate help
and long-term skills that help people break free of poverty. It starts with our two widereaching food programs. The Southern Maryland Food Bank helps supply nearly 30
local food pantries serving hungry families. The SHARE Food Network sells affordable
grocery packages that cost about half of what they would at a local store, a great way
for families to sustain themselves.
Our workforce development programs prepare men and women to not only land a
job but to build a career of success and stability. We teach English to immigrants, new
job skills, and supplement all of these classes with food, case management, and more.
In the end, these programs give clients the chance to
contribute back to the community.
More than just a food bank — did you know our Southern Maryland Food Bank delivers
food packages to seniors or that we provide hungry kids with a backpack full of food to
take home from school on the weekends?
The Michael H. Kappaz Workforce Development program helped 93 individuals develop
skills to enter the competitive workforce and secure long-term employment.
The SHARE Food Network helps families save nearly 50% each month on healthy,
fresh groceries.

Homelessness is a crisis we see every day. It bears down and breaks the human
spirit. We are on the front lines to address the crisis, starting with emergency lowbarrier shelters and ranging to longer term housing models to help individuals and
families overcome homelessness.
In total, we operate 16 programs that offer different options to help each person
address their unique situation. Our low-barrier shelters are a starting point each night
that welcomes in any single adult, especially in the winter when we provide an extra
250 beds when the temperature drops below freezing. Our Rapid Re-Housing Program
quickly moves homeless families into their own apartment and provides ongoing case
management support. And our permanent supportive housing programs understand
some people will need more time to recover and regain their ability to thrive on their own.
Each night, we provide more than 1,500 beds for men, women, and children with
nowhere else to go.
Our Family Re-Housing and Stabilization Program helped 26 families move into their
own permanent, safe, and stable housing while paying their own rent.
We helped 495 men, women, and children through our transitional housing programs
to find employment, feed their children, and take the next step to independent living.

Chasing Her American Dream with a Smile
When someone comes to our McCarrick Family Center, the first
person they often meet is 19-year-old Marlene. Smiling and bubbly,
she makes families feel at ease and welcomed. She knows what it is
like to be in their shoes ­— just a few months earlier, she was the one
walking through the door.
At the age of 17, Marlene and her younger sister fled gang violence in El
Salvador that threatened their lives. Their mother had been living in the
United States for nearly a decade and it was time for them to be reunited
in a safer place. With no other options, Marlene and her 8-year-old sister
waded through rivers, walked through deserts, and crammed onto cattle cars
to reunite with their mother in Maryland.
As an undocumented juvenile facing challenges in a new home, Marlene
sought the help of our McCarrick Family Center. With the help of our
immigration legal services and a team of pro bono lawyers, Marlene was
granted Special Immigrant Juvenile (SIJ) status which will allow Marlene to
apply for permanent residency in the United States. Deacon Jim Shanahan
was one of those pro bono attorneys working on her case. “A story like
Marlene’s is exactly why SIJ status exists and is so important. We have
kids fleeing on foot to escape death and this is the way to help them.”
When Marlene heard the judge’s ruling, she started to cry. She knew
then her American dream to become a doctor could happen.
To prepare for her future career in medicine, Marlene volunteers at the
medical clinic and dental clinic in the McCarrick Family Center. “We
are like a family here; we all help each other. Catholic Charities has
opened so many doors for me, and I can’t see my life without them.”

Every day, men, women, and families from our neighborhoods, a shelter down
the road, a sidewalk on our streets, or countries thousands of miles away come to our
doors. Or we meet them out in the community where they are. All looking for the same
thing: compassionate and expert guidance that makes their lives better.
From pro bono legal representation, medical and dental care for the uninsured,
mental health counseling and emergency response for those in crisis, to pregnancy
care for women, and intense counseling and support for families in dire situations, we
provide specialized care for the most vulnerable among us. Our staff combines years
of experience and training with a compassionate touch in their work with those they
serve. We believe poverty should not be a barrier to receiving high-quality care.
Our Behavioral Health Services helped more than 1,000 individuals dealing with
mental illness and received their second 5-star rating from the DC Department of
Behavioral Health.
Our Legal Network and Immigration Legal Services teams provided more than 5,800
people with civil or immigration legal advice and / or representation last year.
We added extended evening hours at our dental clinics and were able to provide an
additional 1,190 visits for patients.

No one should face their struggles alone. Our Family, Parish, and Community
Outreach Department creates a powerful team of volunteers, parish ministries,
and local organizations working together to bring about transformational change.
Our family centers serve as a lifeline for families in crisis, connecting families with
immediate help and long-term guidance. We partner with parishes to create their
own ministries to address the needs of their community and connect parishes to local
resources. We also have social workers supporting parishes as people turn to the
church in need. And the fuel that drives our work is the ever-growing volunteer force
of individuals, schools, groups, and businesses who provide invaluable talent and
time to us each year. By leveraging this network of volunteers, staff, and clients,
we are able to say “yes” to those who need our help.
Our volunteer force is 7,400 people strong and growing.
Together our family centers and Parish Partners program connected 25,095
individuals with valuable resources: emergency financial assistance, financial
planning courses, clothes and food, employment training, and referrals to additional
local resources.
Did you know we partnered with Prince George’s County to launch the pilot Back on
Track program, an initiative that uses volunteering, education, and job skills training
to reduce recidivism and incarceration of first-time offenders?

Creating Change that Lasts
L aVonda was tired. Tired of losing jobs. Tired of missing her
kids. Tired of the pain her addiction was causing. After years of
battling drug abuse, LaVonda was ready to regain control of her
life. So nearly 10 years ago, she decided to get clean and heal the
wounds her addiction had caused. Thankfully, she found our Tenants
Empowerment Network.
The Tenants Empowerment Network, one of our supportive housing
programs for homeless families, provided the resources and support
LaVonda needed to start re-building her life. Her case manager
provided one-on-one guidance for finding a safe, permanent place to
live and stable employment. Counseling sessions helped her stay on
the path of sobriety. The loving environment was a safe haven for her
daughter. But most importantly for LaVonda, the staff at TEN gave her
the strength she needed to pursue her goals. “Catholic Charities and
especially my case manager at TEN showed me that I could do it, that I
was strong enough.”
The TEN program helped LaVonda take the next step to independence
by moving into permanent affordable housing. Now, almost a decade
later, LaVonda is a testament to how people can change — and fully
rebuild their lives in recovery. Working two jobs she’s saved enough
money to move with her daughters into their own market-rent
apartment, and in a few months LaVonda will celebrate 10 years
of sobriety.
“Now I want to give back to others who are struggling. I love
helping people and I want to show them that they are capable,
just like me.”

For well over 50 years, our Developmental Disabilities programs have been
supporting people with disabilities and their families, providing care and opportunity
to grow. Our Early Childhood Education center provides children with the essential
building blocks for future growth, development, and progress. Students at our K-12
Kennedy School learn life, vocational, and educational skills and in their high school years
can participate in intensive internship programs. Supported employment leverages
established business partnerships to connect adults with disabilities to employment
opportunities matching their skill set and find dignity and value in work. From birth
through adulthood, our Developmental Disabilities programs actively support the full
inclusion and participation of those with disabilities in the community.
In addition to their studies, 20 students at the Kennedy School are developing
workforce skills through internships at local businesses and institutions such as YES!
Organic Market, the Department of Interior, and the Washington Center for Aging.
Did you know our Kennedy School educates children and adolescents ages 5-22 with
intellectual disabilities in a specialized and inclusive learning environment?
Our Supported Employment program connected 99 individuals with developmental
disabilities to new career opportunities.

Investment Impact
Three years ago, we embarked on the Campaign for Catholic Charities
to raise unprecedented funds to strengthen our work, accelerate our ability
to meet the pressing needs in geographically isolated areas, and continue

I am so blessed to have now been the President and CEO of Catholic Charities of the
Archdiocese of Washington for five years. In that time, I have lost track of how many
families I’ve met whose lives have been changed forever thanks to Catholic Charities’
staff and volunteers.
One of the most surprising lessons I’ve learned since joining Catholic Charities:
when you are homeless, sick, broke, or simply struggling with depression, it is so hard to
know where you should turn first. It seems obvious to outsiders, but poverty is simply
overwhelming. It wears on the spirit, it eats at a person’s motivation, and it clouds their
thinking. All of which makes it very hard to remove yourself from a toxic environment.
In talking with our social workers, I constantly hear that being a good listener and
being able to take time with each family is the key to starting fresh. Think about the
times in your own life when you have struggled or felt uncertain. I’d be willing to bet
that in those moments, you had someone you trusted that gave you valuable nonjudgmental perspective and guidance.
That’s what we do at Catholic Charities. That’s what it means to provide “A
Brighter Path.” Yes, our staff are experts providing help in a wide range of fields:
immigration law, psychology, crisis counseling, hunger, medical care, intellectual
disabilities, education, and more. Our expertise was recognized by the Council on
Accreditation, which rated us highly after an intense evaluation of our programs.
I know our work comes down to relationships — people of good faith
serving and seeing Christ in each person. I know you, as a supporter of Catholic
Charities, understand the vital role of Catholic Charities here in Washington, DC
and Prince George’s, Montgomery, Charles, Calvert, and St. Mary’s counties.
Always remember my deepest thanks and prayers are with you and your
family for including Catholic Charities in your life.
