AP 6750 Pasadena Area Community College District Administrative Procedure Chapter 6 – Business and Fiscal Affairs AP 6750 PARKING AND TRAFFIC References: Education Code Section 76360; Vehicle Code Section 21113 Traffic and Parking: General Regulations 1. Under the general direction of the Vice President of Administrative Services, the Director of Police and Safety shall have the responsibility of the day to day administration of traffic and parking enforcement. 2. Parking on District controlled property shall be by permit in accordance with the Pasadena Area Community College District Traffic and Parking Regulations set forth in these procedures. 3. The Department of College Police and Safety is responsible for enforcing Traffic and Parking Regulations. Persons violating Traffic and Parking Regulations may receive citations. 4. The Parking and Traffic Control Committee is responsible for making recommendations relating to Traffic and Parking matters. The committee is composed of representatives of the Academic Senate, Classified Staff, Administration and Students. 5. Suggestions for improvement of Regulations may be referred to the Academic Senate, Associated Students, or the Director of Police and Safety. 6. Permit parking is enforced twenty-four hours a day, seven days a week (24/7) Traffic and Parking: Parking Permits and Fee Payments 1. Early morning pass valid from 10:00 p.m. to 6:00 a.m. are available at no charge. 2. Display and Validity of Permits a. All permits (annual, semester, daily) for four-wheel vehicles shall be hung from the rearview mirror or placed in a face-up position in plain view on the vehicle dashboard. b. Permits for two-wheel vehicles shall be attached to the front or rear fender and be clearly visible. c. Permits may not be sold or transferred to another person. d. Permits that are altered in any manner are invalid. 3. Replacement of Permits a. A damaged permit, even in tatters, shall be returned to the Department of College Police and Safety together with identification showing the name and Social Security number of the original purchaser for replacement. b. A fee of $1.00 will be assessed for replacing a damaged permit. c. Those claiming a lost or stolen permit, or who cannot produce an identifiable portion of a damaged permit, can purchase another permit at the original purchase price. Transfer of Permits Semester and annual permits are transferable to any vehicle in control of the permit holder. 4. 5. Special Parking Permits a. Auto Shop Permits An Auto Shop permit may be issued by an Auto Shop instructor and shall bear his/her signature and be properly dated. Vehicles with Auto Shop permits must park in designated areas. b. California Disabled Placards (1) Persons displaying the California Disabled placard may park in any available student or staff space with a proper semester permit or daily permit. (2) Persons displaying the California Disabled placard must be in possession of a California Disabled Person identification card and produce it upon request of any Police Officer. (3) c. d. e. Persons displaying the California Disabled placard may not park in any restricted areas, such as red curb, loading zone, non-designated spaces, vendor parking, etc. Vendor Parking (1) Vendors may park in areas designated for vendors. Temporary Parking Permits Temporary permits may be issued by the Department of College Police and Safety on an "as needed" basis, designating the time, date and lot to be used. Guest Parking (1) Staff members authorized to invite guests will submit a Request for Visitor Parking form at least one week in advance of an authorized visitor. (2) Authorized visitors displaying the Visitor Parking Permit in plain view on the dashboard may park in designated lots. 6. Applications and Schedule Parking permit applications shall be submitted to the Department of College Police and Safety, either through the telephone registration process or in person. 7. Refund Procedures Refer to the District Refund Policy for refund procedures. Traffic and Parking: Posting 1. Parking areas shall be posted with permanent signs or notices. 2. Temporary posting may be used from time to time as required. 3. Motorcycles shall be parked in designated areas only. 4. Posted parking signs and notices in place on the effective day of this procedure are hereby adopted. 5. Staff displaying a valid Daily Use Permit may park in a student lot. 6. Posted parking restrictions shall be observed. 7. Wheeled objects (bicycles, skateboards, roller skates, etc.) shall abide by all posted restrictions. 8. Vehicles with Staff Permits shall not park in areas designated for students. 9. Vehicles with Student Permits shall not park in areas designated staff. Date Revised: November 2006
