OutsidePoliceResponse
Policearetrainedtorespondtoanactiveshootingincidentbyenteringthebuildingassoonaspossible
andproceedingtotheareaoftheshooter(s).Officerswillmovequicklyanddirectly.Earlyinanincident,
officersmaynotbeabletorescuepeoplebecause,theirmaingoalistogettotheshooter(s).Involved
personsneedtotrytoremaincalmandpatientduringthistimesoasnottointerferewithpolice
operations.Cooperatewithofficerswhomayaskyouinformationconcerningtheincident.Normally,a
rescueteamisformedshortlyafterthefirstrespondingofficersenterthebuilding.Theywillbethe
officerswhowillsearchforinjuredpartiesandgeteveryonesafelyoutofthebuilding.Followall

AfteranEarthquake
• Whentheshakingstops,lookaroundtomakesureitissafetomove.Thenexitthebuilding.
Expectaftershocks.Thesesecondaryshockwavesareusuallylessviolentthanthemainquake
butcanbestrongenoughtodoadditionaldamagetoweakenedstructuresandcanoccurinthe
firsthours,days,weeks,orevenmonthsafterthequake.
• Helpinjuredortrappedpersons.Remembertohelpyourneighborswhomayrequirespecial
assistancesuchasinfants,theelderly,andpeoplewithaccessandfunctionalneeds.Givefirst
aidwhereappropriate.Donotmoveseriouslyinjuredpersonsunlesstheyareinimmediate
dangeroffurtherinjury.Callforhelp.

EvacuationofPersonswithLimitedMobility/SpecialNeeds
• Personswhoareeithertemporarilyorpermanentlydisabledtotheextenttheirmobilityis
impairedareindividuallyresponsibleforinformingtheirsupervisorsandLUPDat(405)466-3366
oftheirname,buildingname,roomnumber,andnatureofdisability.
• Co-workersmayassistevacuatingdisabledpersonsonlyifthisplacestheminnopersonal
danger.
• Neveruseelevators.
• Alwaysasksomeonewithadisabilityhowyoucanhelpbeforeattemptinganyrescuetechnique
orgivingassistance.Asktheindividualhowtobestassistandwhetherthereareanyspecial
considerationsoritemsthatneedtocomewiththeperson.
• Mobilityimpairedpersonsinwheelchairsonnon-groundlevelfloorsshouldproceedtonearest
enclosedstairwellsandwaitfortheCityofLangstonFireDepartmenttoarrive.Someoneshould
staywiththedisabledperson,ifitdoesnotplacetheminadditionaldangerandsomeone
shouldmeetrespondingfirefighterstoreportthelocationofdisabledpersons.Followthe
instructionsforbeingtrappedifyoucannotgettoanenclosedstairwell.
• Visuallyimpairedpersonsshouldhaveasightedassistanttoguidethemtosafety.Individually
informhearing-impairedpersonsoftheemergency.Donotassumetheyknowwhatis
happeningbywatchingothers.
Toensurepersonalsafetyinemergencysituations,thefollowingguidelinesshouldbeobservedby
studentswithdisabilitiesinadvanceofanemergency.Notifyinstructorsand/orclassmatesofthetype
ofassistanceyouneedduringanemergencysituation.
Intheeventofafire,immediateandcompleteevacuationsarepreferredifitcanbeaccomplishedina
safemanner.Ifimmediateandcompleteevacuationisnotpossible,asksomeonetoassistyoutoasafe
area,suchasanenclosedstairwell,untilemergencypersonnelarriveandcompleteevacuation.
Theassistingindividualshouldstaywithyouuntilemergencypersonnelarrive.Inaddition,youshould
askasecondpersontoimmediatelynotifyemergencypersonnelofyourlocationandthetypeof
assistancerequired.
Intheeventofatornadowarning,youshouldimmediatelyproceedtothelowestfloorofthebuilding.
Requestassistancefrominstructorsorclassmatesifassistanceisneeded.Onceyouhavereachedthe
lowestpossiblefloor,remaininthecorridorsawayfromwindowsandexteriordoors.
Pre-planningisessentialtoasafeevacuation.Ifyouareapersonwhohasspecialneeds,knowyour
needsandconsiderwhatyouwoulddoinanemergency.Ifyouneedtobeevacuated,helpyourselfand

• Forminorburns,includingsecond-degreeburnslimitedtoanareanolargerthan2to3inchesin
diameter,takethefollowingaction:

Ifachemicalsplashesintoyoureye,takethesestepsimmediately:

• Washyourhandswithsoapandwater.Thoroughlyrinseyourhandstobesurenochemicalor

Ifyoususpectsomeonehasaspinalinjury:
• Dial911.
• Keepthepersoninthesamepositionasheorshewasfound.Keepthepersonstill.Gentlyplace
heavytowels,backpacksorpursesonbothsidesoftheneckorholdtheheadandneckstillto
preventmovement.
• Provideasmuchfirstaidaspossiblewithoutmovingtheperson’sheadorneck.Iftheperson
showsnosignsofcirculation(breathing,coughingormovement),beginCPRiftrained,butdo
nottilttheheadbacktoopentheairway.Useyourfingerstogentlygraspthejawandliftit
forward.
• Ifyouabsolutelymustrollthepersonbecauseheorsheisvomiting,chokingonbloodorin
dangeroffurtherinjury,useatleasttwopeople.Worktogethertokeeptheperson’shead,neck
andbackalignedwhilerollingthepersonontotheirside.
UnconsciousPerson
• Whenyoufindapersonunconscious,attempttowakethembyshouting“AreyouOK?”and
tappingtheirshoulder.
• Ifthepersondoesnotwakeup,dial911.
• Unconsciousnessisalife-threateningcondition.
• Checkforbreathingandpulse.Ifyouaretrainedandcannotfindapulse,begincardiopulmonary
resuscitation(CPR).
• Oncethepersonresumesbreathingandhasapulse,placethevictimonhis/herside(inthe
recoveryposition)unlessthereisapossibilityofheadorspinalinjury.
Choking
• Haveabystanderdial911tosummonanambulance.
• AdministertheHeimlichManeuverasfollows:
o Standbehindtheperson.Wrapyourarmsaroundtheirwaist.Tipthepersonforward
slightly;
o Makeafistwithonehand.Positionitslightlyabovetheperson’snavel;
o Graspthefistwiththeotherhand.Presshardintotheabdomenwithaquick,upward
thrust—asiftryingtoliftthepersonup;
o Repeatuntiltheblockageisdislodged.
HeartAttack
Ifyouorsomeoneelsemaybehavingaheartattack:
• Dial911.Don’ttoughoutthesymptomsofaheartattack.
• Considertakinganaspirinifyourdoctorhaspreviouslyspecificallyrecommendedthatyoutake
anaspirinifyoueverthinkyou’rehavingaheartattack.Taketheaspirinjustasyourdoctor
advised.
• BeginCPR.Ifyouarewithapersonwhomightbehavingaheartattackandheorsheis
unconscious,tellthepolicedispatcheroranotheremergencymedicalspecialist.Youmaybe

advisedtobegincardiopulmonaryresuscitation(CPR).Evenifyou’renottrained,adispatcher
caninstructyouinCPRuntilhelparrives.
SevereBleeding
• Dial911andseekmedicalattention.
• Stopthebleeding.
• Applydirectpressurewithacleanclothorbandage.
• Ifpossible,elevatewoundabovelevelofheart.
• Holdthepressurecontinuouslyfor5to10minutes.
• Don’tkeepcheckingtoseeifthebleedinghasstoppedbecausethismaydamageordislodgethe

Shock
Ifyoususpectshock,evenifthepersonseemsnormalafteraninjury:

• Havethepersonliedownonhisorherbackwithfeethigherthanthehead.Ifraisingthelegs
willcausepainorfurtherinjury,keephimorherflat.Keepthepersonstill.

• Keepthepersonwarmandcomfortable.Loosenbelt(s)andtightclothingandcovertheperson

Seizure

HeatEmergency

Anallegedvictimofsexualmisconductareencouragedtoreportact(s)ofsexualmisconduct/violenceto
LangstonUniversityPoliceorcampusadministrators.Noticetoauniversityofficialofsexualmisconduct
willbetakenseriouslybytheinstitutionwhenformallyreported.Formalreportingisdefinedas
informationwillbesharedonlywithindividualswhoneedtoknowsuchasinvestigators,witnesses,and
theaccusedindividual.Allegedvictimsofsexualmisconductusuallyhavetwoavenuestoconsiderin
reportingsexualmisconduct.Theseoptionsarenotmutuallyexclusive.Thefirstoffersanadministrative
processandthesecondacriminalprocess.
1.Anallegedvictimwhowishestohavehisorhercasereviewedadministratively,withintheUniversity,
shouldcontacttheTitleIXcoordinatorattitleIx@langston.edu.ThestaffwillexplainLangston
Universityprocedures.
2.AnallegedvictimwhowishestohavehisorhercasehandledcriminallyshouldcontacttheLUPD.
StafffromtheOfficeoftheDeanofStudentswillaccompanyanaccusingstudentthroughthisprocess
asrequested.ContacttheDeanofStudentsOfficeforfurtherinformation.
Allfaculty,staff,andstudentsareconsideredrequiredtoreportTitleIXincidentsunlessemployedby
theUniversityasalicensedcounselorormedicalpractitioner.
ShelteringinPlaceProcedures
Sheltering-in-place,commonlyknownas,"LockDown,"meansthatindividualsmustseekimmediate
shelterinbuildingsorresidencehallsandremainthereuntilemergencymanagementofficialsissue
additionalinstructionsordeclarethatemergencyconditionshaveended.Itisunderstoodthatduringa
Shelter-in-Placenotalldoorsandbuildingsmaybesecured.Notwithstanding,duringemergenciesthat
statetolockdoors,lockthedoorinyourimmediateareaifitislockable.
IntheeventofacriminalorviolentactthathasbeencommittedatLangstonUniversityorinthe
adjacentareasnearthecampus,itmaybecomenecessarytoShelter-In-Placewithincampusbuildings.
WhennotifiedbytheLUPDtoShelter-In-Placeduetocriminalactivity,theseprocedureswillbe
followed:
• Allstudents,faculty,staffandvisitorswillimmediatelyseekshelterinthenearestroomwitha
door(lockingdoorifavailable).FacultyandStaff,ifsafetodoso,arerequestedtoprovide
directionandassistancetostudentsandvisitorsbydirectingthemtoalocationwheretheymay
seekshelter;
• Closeandlockallwindowsanddoors.Ifdoorhasnolock,barricadewithavailableitems(desks,
chairs,bookshelvesetc.);
• Ifpossible,coverallinteriorwindowsanddoorwindows;
• Stayawayfromalldoorsandwindows,movetointeriorwallsandtrytoremainoutofsightof
potentialthreats;
• Turnoffalllights;
• Remainquiet.
• Donotleaveuntilinstructedbylawenforcementpersonnel;

Cooperatewithlawenforcementpersonnel;showthemthatyouarenotathreatbykeeping
yourhandsemptyandvisiblewheninteractingwiththem.Ifpossible,"buddyup"withsomeone
youknow;thisassistslawenforcementpersonnelwhentheyaresearchingthearea;

Anyonereceivingmailandpackagesshouldregularly,reasonably,andprudentlyexaminethose
materialsbeforeopeningthem.Characteristicsthatmaycauselettersandpackagestobetreatedas
suspectare:
Lettersandpackagesdeliveredbysomeoneotherthanregularcarriers;
Packageswrappedinstringbecausemodernpackagingmaterialshaveeliminatedtheneedfor
twineandstring;
• Excessuseofsecuringmaterial,i.e.,tape;
• Packagesthatarelopsided,heavysided,orhavelumps,bulges,orprotrusions;
• Nopostage,non-cancelledpostage,orexcessivepostage;
• Handwrittennotessuchas:"ToBeOpenedinthePrivacyOf....","Confidential","ThisisYour
LuckyDay";
• Packagesorlettersthathavenoreturnaddressesornonsensicalreturnaddresses;
• Lettersorpackagesarrivingbeforeorafterphonecallsaskingiftheitemswerereceived;
• Improperspellingofcommonnames,places,ortitles;or
• Leaks,stains,orprotrudingwires,foil,string,tape,etc.

• Leavetheroomandclosethedoor,orsectionofftheareatopreventothersfromentering.
• Washyourhandswithsoapandwatertopreventspreadinganypowderorothersubstancesto
yourface.
• Removeheavilycontaminatedclothingassoonaspossibleandplaceitinaplasticbagorsome
othercontainerthatcanbesealed.Thisclothingbagshouldbegiventotheemergency
respondersforproperhandling.

Tornado
LangstonUniversityestablishedaformaltornadoresponseprocedurein2001,whichhasservedasthe
frameworkforsuccessiveenhancements,andoperationalproceduresduringtornadoseasontoprotect
theUniversityCommunity.
The goal of the Tornado Readiness plan is to mitigate the risk and effect of damage to life and public
welfareduringtornadoactivityandsevereweatherassociatedwithlikeconditions.
Communications
• Duringtornadoseason,acollaborativeprocessisinitiatedbytheCMTtofacilitate
communicationofappropriateactions.Attentionisfocusedoninformationprovidedbythe
NationalWeatherServicesalertsandlocalweatherupdates.Onceithasbeendeterminedthat

dangerisimminent,theCMT,preparesofficialpublicnoticesforcampusdirectivestofollowfor
publicsafetyprocedures.Faculty,staff,andstudentsshouldseekshelterimmediatelyinthe

• Duringanactualexpectedtornadooccurrenceasnotifiedbylocalandnationalweather
resources,theCMTinitiatescoordinationoftornadosirenaudiblealertsviatheDepartmentof
PublicSafetyandcontractmanagementforoutsourcesservice.Thelatteriscoordinatedwith
thesafetyresponseteamoftheTownofLangstonCity.
• TherearetwoaudiblesirensstrategicallylocatedatthewestandeastendsoftheLangston
campus.TheTownofLangstonhasatornadosirenlocatedsoutheastoftheUniversity,whichis
coordinatedwiththeCMTtosoundaudiblealertssimultaneouslyduringanactualtornadic
event.
TornadoShelters/SaferAreas
• Intheeventofanactualtornado,perlocalandnationalweatheralerts,alllistedgroundshelters
ontheLangstonUniversitywebsiteandthroughoutbuildingsareopenedbythephysicalplant
andLUPD.Additionally,saferareasareidentifiedwithinthelowerlevels(1stfloors)of
structurallysoundfacilities,butnotbuildingswithflatroofsandopenspansasrecommended
byOSHA(i.e.cafeteria,gyms,andopenspacedsinglestoryfacilities).
PostTornadoAssessments
• Aftertheoccurrenceofanactualtornadicevent,theCMTisbriefedofsuccesses,opportunities
forimprovement,andsafetyrecommendationsforfutureoccurrencesviaLUPDandFacilities
GeneralManager’sOffice.
• Itisimportanttonotethatintheeventoflossoflifeorproperty,theCMTwillemployproper
procedurestonotifythepublicandwillinitiatetheriskclaimproceduresasoutlinedbythe
DepartmentofCentralServices–RiskDivisionandformalnotificationstotheBoardofRegents
fortheOklahomaAgriculturalandMechanicalCollegesand/oritsdesignatedrepresentatives.

basisofstructuralintegrityandareclassifiedaseithera“Primary”or“Secondary”placeofrefugetype.

Primary–Thebasementorplaceofrefugesiteisfullyburiedandtheflooroverthebasement
mustbeconcrete.

Secondary–Thebasementmaybeeither(1)fullyburiedbutwithawoodflooroverthe
basementor(2)partiallyburiedwithaconcreteflooroverthebasementbutwithnomorethan
approximately25%ofthewallheightexposedatanypointotherthanatoccasionalstairwells,
