Newsletter A quarterly publication of the government of the Town of Mills River News from the Mayor Larry Freeman Spring is always a special time in beautiful Mills River, especially along Town Center Drive, and around your Town Hall, Library, and in Mills River Park! We now have three Henderson County Sheriff’s Deputies specifically designated for enhanced law enforcement services inside the Town. Under our current contract with Henderson County, that number of deputies will increase to five in the next several years. Your Mayor, Council, and staff are working with NC DOT on a number of major improvements: paving and a new bridge on Hooper Lane within the next several years, improvements and a broader turning radius at the Highway 191 and Banner Farm Road intersection, paving Broadpointe Drive with a new bridge across McDowell Creek, and eventually widening Highway 191 from Mountain Road to the Highway 280 intersection to four lanes hopefully with paved median or center lane and bike/ pedestrian paths on each side. We are very grateful to District Engineer Steve Cannon and NC DOT for their guidance and cooperation moving all these important projects forward. Council and staff are continuing to work with Transylvania County, private supporters, and other agencies on what we hope will be eventual bike lanes within the NC DOT right-of-way along Highway 280 from our Town limit near Westfeldt Park all the way to Pisgah Forest. That’s still some time away, but “wheels are turning”. John Moore (1827-1905) came from Scotland and lived for a time in Rutherford County before moving to Henderson County. In 1847, he married Sarah McGaha (1822-1904). They became the parents of at least six children including Mark Moore (18481921). Two other sons, Julius L. Moore (1857-1869) and George W. Moore (1861-1880) are buried at the Stuart Cemetery in upper Mills River. Mark Moore and his first wife, A.R. Moore, became the parents of six children born between 1868 and 1875. Two of their children, John R. Moore (1869-1870) and Julia T. Moore (1873-1874) are buried at the Owenby-Moore Cemetery near North Mills River Road. A.R. Moore was also buried there in 1875. A few months after the death of his first wife, Mark married Mary Elizabeth Rickman (1853-1912). Their children included Marion A. Moore (1884-1970) and Liston L. Moore (1895-1982). Mark Moore acquired several tracts of land from various neighbors between 1884 and 1914, a total of about 200 acres. In October 1891, Mark and a neighbor, W.H. Gillespie, deeded about 1.5 acres near their property boundary to three trustees for a community school. It became the site of the one room, seven grade, Mountain View School. The Mountain View School had closed before I started school, but I still remember the building. M. A. Moore’s first wife, Margaret E. Anderson, died of influenza in 1912. In 1915, he married Emma R. Holden (1884-1970) and they became the parents of eight children, six of whom lived to adulthood. Moore acquired farmland near the home place of his parents, formerly owned by W.H. Gillespie. He soon established a small general store and a grain mill. The store carried staples such as salt, sugar, and flour. It also stocked candy, tobacco, and fireworks for the 4th of July. The store featured a gasoline pump and kerosene for lamps prior to the arrival of power lines. The Moore’s were among the first in the community to own a farm tractor. They also had a corn shredder which converted corn stalks into stover. Unfortunately, the machine caused Marion to lose one hand and most of his other hand. Despite the loss, he still managed to make a weekly trip to Hendersonville to purchase supplies for his store. He and Emma were both buried at the Whitaker-Moore Cemetery near their home. L.L. Moore lived a short distance from his brother’s farm on what now is known as L.L. Moore Road. He married Laura Crawford (19001978), and they became parents of four children. He worked at an industrial plant in Canton and farmed part time. He and his wife are also buried at the Whitaker-Moore Cemetery. Numerous descendants of the Moore brothers still live in the area. PARK UPDATE SPRING 2017 Spring is here and every warm day brings people to the park to walk on a trail, use the playground, play tennis or visit the dog park. We are all looking forward to spending more time outdoors. The Town of Mills River has consistently utilized public input to determine the course of the development of Mills River Park. As a result of last year’s Recreational Needs Survey, Town Council decided to move forward with building a basketball court and a new picnic shelter that will include restrooms. These proposed facilities are to be located near the parking lot north of Town Hall. Council directed the staff to apply for a PARTF (Parks and Recreation Trust Fund) grant to assist with the funding of the construction. In order to apply for PARTF funding, the Town must show community support for the project. There are opportunities both online and in person to show your support for the project and provide comments and suggestions. Please go to our website, www.millsriver.org, to participate online or learn about our drop-in sessions being held at the park and town hall. We also need your help at a special Town Council meeting to be held on April 13th, 2017 at 6:45 pm. We will welcome public comment at that meeting in reference to the proposed project and grant application. This year’s application is due May 1st, 2017 with a decision as to who receives funding being made in the fall. We have recently performed some additional maintenance at the large dog park. The area was heavily aerated and limed and fertilizer and seed were put down. Temporary fencing has been installed in order to section off the barest areas and give the new grass seed a chance to grow. Also, the field next to the northern parking lot is being regraded and seeded this spring. We hope to have it open to the public as a multi-use field possibly over the summer or into the fall. Upcoming events at the park include the Rugby Middle School Water Quality days being held April 11th-13th. This event is sponsored by Rugby Middle School and the Henderson County Soil and Water Conservation District. We expect 300 kids in 3 days and hope they find this to be a great learning experience. On April 15 th, the Mills River Lion’s Club will be holding their annual Easter Egg Hunt at 1:00 pm in the open field behind the picnic shelter. There will be a British Soccer Camp here this year being held the week of July 24th -July 28th. This year you may register online through a link on our website. Go to the “Links” tab and click on Mills River Park and Rec 2017. This will take you to the Challenger Sports registration page. Individuals and groups are starting to reserve the Picnic Shelter for the spring and summer months. Forms, rules, and requirements for making a reservation are on the Town’s website, as well as a calendar with currently reserved dates. If you think you may want to reserve a date, check out the calendar and call early as reservations are taken on a first come, first served basis. ADVERTISEMENT OF TAX LIENS ON REAL PROPERTY FOR THE YEAR 2016 Under and by virtue of the authority vested in the Tax Collector by § 105-369 of the North Carolina General Statutes, and pursuant to an Order by the Mills River Town Council, the Tax Collector is hereby advertising liens for the year 2016 on the real estate described below. The amount advertised will be increased by interest and advertisement costs, and the omission of interest and advertisement costs from the amount advertised will not constitute a waiver of the taxing unit’s claim for those items. North Carolina General Statute § 105-369 requires that tax liens be advertised in the name of the owner as of the date of delinquency. The date of delinquency for the 2016 tax year was January 6, 2017. If these taxes remain unpaid, the Town of Mills River may foreclose and sell the property to satisfy all claims of unpaid taxes. Do not mail the principal amount of taxes due. Please contact the Mills River Tax Collector for the correct amount owed including interest and penalties. This the 17th day of March, 2017. Seventy percent of all bites are venomous. Approximately 1,900 venomous bites occur per year, in North Carolina. No matter what state we are in, we should always be alert in warmer weather for snakes. What can we do to prevent a snake bite? Awareness and avoidance are always the best prevention. Hey! Where did he come from? Most people wouldn’t get bit if they saw him first. But snakes can be sneaky critters. Copperheads tend to blend into their surroundings and are hard to see. Western North Carolina has the largest population of copperheads and rattlesnakes. An encounter with any snake isn’t going to be pleasant, but especially these guys. OUCH! I been bit by a snake! What do I do? First, don’t panic. Get away from the snake. Call 911 for help. Wash the bite with soap and water if possible. Remove watches, rings, or etc. from the area. Keep the bite below the heart level. What kind of snake bit you? If the answer is a mean snake or I don’t know, then look at the bite. Does the bite have one or two puncture wounds? Or does it look like small teeth and a mouth bite? This can help to determine if it is poisonous or not. Just because it is one single puncture does not mean that you haven’t been bitten by a snake, or it is only a bee sting. Immediately treat the affected limb by placing it in a neutral position. Do NOT put ice or a tourniquet on the area. NEVER cut open the area, or try to suck out the poison! Do I take the snake with me to the hospital? No, there is no need. If it is determined that you have been bitten by a viper/venomous snake, then you may be given anti-venom. This depends on if the symptoms persist. What are the symptoms of a venomous snake bite? The most common issues are pain, swelling and burning. The burning can be very severe and painful. This is because venom contains a number of proteins. When a snake bites its prey/food, the proteins are there to break down prey, so they can digest it. When you are bitten, the venom begins to immediately break down the cells around the site. This causes death of the surrounding tissue. Most bites are not fatal, but can be very expensive. If anti-venom is used it is very costly. Anti-venom vials are $3,000 to $4,000 per vial with the average person needing about 6 vials. The new Crofab anti-venom is about $2,400 a vial with an initial use of 4-6 vials and some using up to 10-12 vials. Typically, hospitals are sparing in the use of antivenoms and attempt supportive care unless it is required to save the extremity. Avoidance and awareness being the key, here are some tips to follow: • Wear over the ankle hiking boots, thick socks, and long loose fitting pants. Never go barefoot. • • • • • • • • • • • Stick to the well used trails, if possible. Avoid tall grass and heavy brush. Watch where you step, not near crevices or places you can’t see. Don’t put you hands in places you can’t see. Shake out you sleeping bags before use. Never sit on a stump or log before checking it thoroughly. Don’t turn over rocks or logs. If it must be moved, use gloves and roll it toward you. Never grab sticks or branches while in the natural waters. Rattlesnakes can swim. Avoid snakes if you see them. If you hear the warning rattle, move away and do not make sudden movements. Do not handle a freshly killed snake, it can still inject venom. Coloring is an activity we think of as being for kids. However, it can be beneficial for adults. Coloring generates wellness, quietness, and also stimulates brain areas related to motor skills, the senses, and creativity. Classes will be the 4th Wednesday of every month and are presented by the Mills River Lions Club. May 3, 4:00pm: Hands on Museum presents “Fizz, Boom, Science”. Don’t try this at home! Free for children grades K-2nd. Registration required. May 17, 4:0 pm: Hands on Museum presents “Tumbling Towers and Balancing Bridges!” How tall can you build a tower without it falling over? How are bridges built to withstand weight and weather? In this class, students will test their engineering knowledge by building structures that can stand tall without tumbling or balance without buckling. This is a LEGO program for children ages 7-11. Registration is required. The Summer Reading Program will begin in June and bring with it lots of programming specials including Touch - a – Truck, Art for teens, music, plays and more. Residents had the opportunity to learn about the Office of the Sheriff in Henderson County including the history of the Sheriff’s office, current organizational structure, and volunteer opportunities. Residents also were introduced to each of the three deputies that are assigned to Mills River as part of the town’s law enforcement service contract with the county. The Mills River History Room Located in the M. R. Library, the Mills River History Room needs additional items which depict the history of Mills River. To donate items or obtain more information, call Lois Pryor (828 -684-8425) or Gayle Snyder (828-674-0963). 2017 MILLS RIVER SCHOLARS Anthony Little and Trisha Meadows Not pictured - Amy York RECIPE CORNER Avocado and Three Bean Salad Servings: 8 Prep Time: 15 Minutes Total Time: 15 Minutes Ingredients 1 (15 oz) can black beans, drained and rinsed 1 (15 oz) can red kidney beans, drained and rinsed 1 (15 oz) can garbanzo beans, drained and rinsed 1 (15 oz) can whole kernal corn, drained 1 large cucumber 12 grape or cherry tomatoes, halved 2 large avocados, peeled, pitted and diced juice of 2 limes 1/2 cup olive oil salt and pepper to taste 2 cloves garlic, mashed or finely diced Directions Mix all ingredients together in a large bowl. Refrigerate for 1 hour before serving. Note: After cutting up my avocado I tossed it in the lime juice then added the avocado and the juice to the salad. This will help with the avocado not turning brown before serving. ENJOY! In order to defray the cost of publishing, the newsletter accepts small business ads. These ads should be business card size (preferably the card itself) and black and white. There is no guarantee of ad or print quality. The company must do business within the town limits, but not necessarily have its location in the town. There is a $50 fee for each quarterly advertisement and since there is a limited amount of space, ads will be taken on a first come, first served basis.
