No. 48), as provided for under section 90(l) of the EPA Acts 1992 and 2003. I am to advise, in accordance with section 87(l)(b) existing IPC licence (Reg. No.48) in light of: l 0 of the Acts, that the Agency intends to review your the proposal to have the facility reclassified as a Category 1 plant (as defined by EU Regulation 1774/2002) which the Agency regarded as a material change in the nature and extent of emissions, and; to incorporate the requirements of the EPA Acts, 1992 and 2003 and IPPC directive as appropriate. You should note that it will be the entire IPC licence that will be subject to the Agency’s review and any submission should be prepared on this basis. For the purposes of the review, the reference number in the Register of Licences is No. 753 A submission relating to the review may be made in writing to the Agency within one month of the date of this notice, as provided for in Article 16(3) of the EPA (Licensing) Regulations 1994 to 2004. In addition, in accordance with Article 16(4) of the EPA (Licensing) Regulations 1994 to 2004, you are required to submit the following information and data (one original, 2 hard copies and 2 copies on CD-ROM in electronic searchable PDF format) within one month of the date of this notice: Submit a completed copy of the most recent application form for the relevant sector, as determined by the First Schedule of the Environmental Protection Agency Acts 1992 & 2003 (the IPPC licence application form can be downloaded from the Agency’s website www.ena.ie or obtained from Liz Leacy - e-mail address I-. l l A non-technical summary of the original application and the review application is required, to include a copy of such plans, site plans and location maps, and such other particulars, as are necessary to identify and describe the entire activity. The summary should identify all environmental impacts of significance associated with the carrying on of the activity, and describe mitigation measures proposed or existing to address these impacts. This description should also indicate the normal operating hours and days per week of the activity. The non-technical summary should also include all information as outlined in the general application form. Copies of pl6nning permissions or EIS’s submitted with the original licence application are not required to be submitted in the context of this review. 0 Provide a location map indicating l Provide a site map showing the location of all on-site processes including a detailed description rendering process and other key processes where emissions are generated e.g. cooking processes. a Describe the plant, methods, processes and operating procedures for the current activity. Provide a development history of the site including details of all developments/upgrades of the facility and abatement systems undertaken since the grant of IPC Licence Reg. No. 48. Include a list of unit operations (processes) to be carried out, including a flow diagram of each with any relevant additional information. the site outlined in a colour (red or other). of the Provide a detailed description of all abatement systems to include as a minimum the design capacity of the plants/equipment, current throughputs, control parameters and action levels for ensuring the optimal operation of the plant equipment. Outline the percentage treatment achieved in the various sections of the / plant/equipment. Describe, where appropriate, any change; to the abatement equipment employed on-site. Where abatement has been upgraded provide details and an assessment of the nature and/or quantity of the emissions to air resulting from the activity. l . Provide a detailed map showing the location of all pipes/tanks (overground and underground) which contain liquids/slurries.. The direction of flow should be clearly indicated where relevant and reference made to any testing on integrity should be included. . Provide an independent assessment of the integrity of all buildings, material storage (raw, intermediate and final product) areas and contaminated wateryeffluent storage tanks and sumps. . Provide details of material 0 Provide details of the origin of material delivered, age of material transport vehicles used to deliver material to the facility. . . . Complete the application substances, preparations, activity. Seveso Regulations (i) State whether the activity is an establishment to which the EC (Control of Major Accident Hazards involving Dangerous Substances) Regulations, 2000 (ST. No. 476 of 2000) apply. l Demonstrate l that energy will be used efficiently in the carrying out of the activity. Demonstrate that necessary measures will be taken to prevent accidents in the carrying on of the activity and, where an accident occurs, to limit its consequences for the environment, in so far as it does have such consequences, to remedy those consequences. l Demonstrate that necessary measures will be taken upon the permanent cessation of the activity (including such cessation resulting from the abandonment of the activity) to avoid any risk of environmental pollution and return the site of the activity to a satisfactory state. l Indicate whether the applicant or other relevant persons (employees, directors, managers, secretaries or other similar officers of the applicant) have been convicted of an offence under the EPA Acts 1992 and 2003, the Waste Management Act 1996 and 2003, the Local Government (Water Pollution) Acts, 1977 and 1990 or the Air Pollution Act 1987. l 0 Demonstrate that the applicant is in a position to meet any financial commitments or liabilities incurred by the carrying on of the activities relating to this application. These commitments include compliance with the Integrated pollution Prevention and Control; @PC) licence (if issued) and its conditions and also the environmental liabilities concerned with ceasing of activities pertaining to the application and the return of the site to a satisfactory state. l l l The declaration under Section M should be completed by an appropriate person. In accordance with section 87(l)(a) of the EPA Acts 1992 and 2003, you are required to notify in writing the planning authority in whose functional area the activity is or will be situated, that an application is to be made to the Agency for a review of a licence or a revised licence under section 90 of the EPA Acts 1992 and 2003. Please forward a copy of this notification to the Agency with the information requested above. Please forward a copy of this publication to the Agency with the information requested above. I am also to advise that the fee for a review of a licence for a large activity in Classes 7.4.2 & 7.7.2 is set at +T17,776. You are requested to submit this fee together with the information referred to above within one month of the date of this notice in accordance with Article 6(3) of the EPA (Licensing Fees) Regulations 1994 to 2004.
