ORDINANCE NO. 24-16
AN ORDINANCE of the City of Richland amending Title
11: Traffic, of the Richland Municipal Code regarding Speed
Regulations.
WHEREAS, Richland Municipal Code Chapter 11.08 establishes the speed
regulations for the City; and
WHEREAS, a thorough review of this Chapter was conducted and several
errors were found requiring correction; and
WHEREAS, speed reductions for school zones have been identified and placed
in the appropriate code section.
NOW THEREFORE, BE IT ORDAINED by the City Council of the City of
Richland as follows:
Section 1. Richland Municipal Code Section 11.08.020, Increasing Speed Limit in
Certain Zones, enacted by Ordinance No. 413 and last amended by Ordinance No. 1913, is hereby amended to read as follows:
11.08.020 Increasing speed limit in certain zones.
It is determined upon the basis of an engineering and traffic investigation that the speed permitted by state law
upon the following streets and segments thereof is less than is reasonable and safe under the conditions found
by such Investigation to exist upon such streets; and except when signs are posted pursuant to state law
setting a different maximum speed, the maximum speed permitted on such streets shall be as set forth in this
section at the times specified when signs are erected giving notice thereof, but in no case shall the speed limit
exceed 60 miles per hour:

Section 2. Richland Municipal Code Section 11.08.030, Decrease of State Law
Maximunn Speed, enacted by Ordinance No. 413 and last amended by Ordinance No.
6-95, is hereby amended to read as follows:
11.08.030 Decrease of state law maximum speed.
It is determined upon the basis of an engineering and traffic investigation that the speed permitted by state law
upon the following streets is greater than is reasonable or safe under the conditions found to exist upon such

streets. The speed limit shall be as set forth in this section on those streets or parts of streets designated in this
section at the times specified when signs are erected giving notice thereof.
