SUMMARY Professor Powell is a chartered psychologist specialising in trauma, including head injury, psychological
trauma and stress, and pain and disability, who has worked with adults, young people and children since qualifying in
clinical psychology 39 years ago in 1973. For 10 years he ran the psychology services to the neurosurgical unit at the
Maudsley Hospital (Institute of Psychiatry, University of London), which specialised in surgery to the brain and back,
and for 10 years was Director of Clinical Psychology training in the South West Thames Region (University of
Surrey), where he was also honorary consultant psychologist at the Royal Hospital for Neuro-disability and at the
Harrowlands Rehabilitation Unit for the Young Disabled. He is now a partner of Powell Campbell Edelmann, providing
services by contract to institutional bodies. This includes ongoing work with the effects of trauma, including head
injury, neck and back injury and pain, and organisational and traumatic stress. He has over 150 publications including
7 books in relevant topics, and including the only British textbook of clinical adult psychology, now in its third edition,
and one of the first British textbooks on neuropsychological rehabilitation. He has been Visiting Professor of
Psychology at University College London and was the architect and co-organiser of the British government funded
project to introduce Clinical Psychology training and services into Bangladesh. A further Department for International
Development project in Pakistan, on the effects of violence, has been completed. Professor Powell is Fellow of the
British Psychological Society (BPS) and a past President, a Trustee of the BPS until 2012. He is Professor of Clinical
and Neuropsychology at the University of Dhaka, and is co-director of a five year international programme to develop
means of closing the treatment gap in psychology services. He is a Registered Psychologist (HPC) and member of
the Divisions of Clinical Psychology, Neuropsychology, Health Psychology and Forensic Psychology of the BPS.

Clinical Supervision
A great deal of teaching has been in the form of one to one clinical supervision. More than 70 trainees supervised,
involving teaching fundamental principals of interviewing, assessment, diagnosis, treatment, case management,
interdisciplinary work and service provision.

MANAGERIAL EXPERIENCE
During the last few years at the Institute of Psychiatry I was at various times Chairman of Selection, Chairman of
Examiners and Chairman of Teaching. This involved designing and organising the two year MPhil in Clinical
Psychology and co-ordinating all other teaching in the Department, both academic and clinical. The position required
the management in this respect of 36 full time members of staff, 20 qualified research staff, and 36 postgraduate
students.
At the University of Surrey, my main duty was directing the two year MSc in Clinical Psychology and developing it
into a three year practitioner doctorate (PsychD). This involved designing and implementing a new management
structure and successfully steering the Course through its quinquennial Accreditation with respect to the Witley
Council and designing the move to a three year training with a taught Doctorate option. The position involves
negotiation at the Regional and National level, and requires the coordination of approximately 60 clinical supervisors,
40 full or part time teachers and 26 postgraduate students. At the University, I have also at various times been the
Director of the MSc in Health Psychology, and have taken a full part in Departmental administrative matters. I also
designed and established a doctoral 'top-up' training, a continuing professional development programme allowing
experienced psychologists to upgrade their masters degree to a professional doctorate.
As the architect and co-ordinator of the project to introduce and establish Clinical Psychology training and services in
Bangladesh, population 120 million, I have had to negotiate at a government level to put in place the training and
service programme and the funding for it.
The British Psychological Society has 50,000 members, and one of the primary roles of the President is to help
develop the strategy for the evolution of the discipline and of psychology services.
The new 5 year programme funded by The Nasirullah Foundation is for the development of talking therapy in
Bangladesh to address problems of psychological and organic origin, involving new clinical and teaching posts,
continuing professional development for the medical and non-medical workforce, research and development, a
programme of international conferences and exchange visits, public engagement, and service provision via a new
psychotherapy clinic. The particular challenge is to address the fundamental issue of how the principles of
psychological intervention can be delivered widely when financial resources and the number of qualified personnel is
so small in countries where psychological services are developing. In other words, how to close the ‘treatment gap’
between the number of people needing help and the current number of people that are reached.
Other managerial and administrative experience is implicit in much of the work detailed in Section 6 under
Professional Activities.

CLINICAL EXPERIENCE (broadly chronological order)
NEUROSURGICAL UNIT of the Maudsley, King’s and Guy’s Hospitals (eg Mr Falconer, Mr Polkey, Mr Shurr, Mr
Maccabe). Organise psychology services in the assessment and treatment of traumatic brain injury, back
injury and the full range of neurological problems requiring surgical attention. Psychology services to the
surgical management of epilepsy, especially temporal lobe epilepsy, including temporal lobectomy.
Undertake the psychology component of Wada procedures. Counselling regarding coping with traumatic
injury, pain and epilepsy.
ADULT MENTAL HEALTH and NEUROPSYCHOLOGY at the Maudsley and Bethlem Royal Hospitals. In-patient and
out-patient psychology services (eg Professor Lishman, now the Lishman Rehabilitation Unit, Professor
Shepherd, Professor Mullen, Dr Crowe, Dr Bennett). Assessment, treatment, management and
rehabilitation of the full range of organic, neurotic and psychotic problems, using primarily cognitivebehavioural methods.
CHILD MENTAL HEALTH. Primarily in-patient psychology services (eg Professor Sir Michael Rutter, Professor
Hersov), assessing and treating behavioural and emotional disorders. Also some work on the mother and
baby unit.
HARROWLANDS REHABILITATION UNIT. Design and implement psychology services for traumatic brain and
physical injuries. Coping with trauma, pain and long-term neurobehavioural and neuropsychological
disability.

ROYAL HOSPITAL FOR NEURO-DISABILITY. Clinical research projects on the assessment of profound brain injury
and on the efficacy of sensory stimulation in cases of prolonged coma.
SURREY POLICE. Design and implement confidential counselling services for traumatic, and organisational stress,
and for other problems including return to work after traumatic injury. Available to all uniformed and civilian
staff. Part of the Major Incident Response Plan, coping with disasters and emergencies.
QUEEN ELIZABETH MILITARY HOSPITAL. Supply psychology services for the assessment and treatment of
traumatic brain and physical injury during the planned closure phase of this hospital and the opening of
new facilities.
METROPOLITAN POLICE, SCOTLAND YARD (Serious Crime Directorate). Psychology support services, similar to
those services provided to Surrey Police.
BANGLADESH-UK LINK PROJECT. A programme funded and monitored by The Department for International
Development, and managed by the British Council. Design and implement professional training in clinical
psychology, establishing a three year post-graduate training at the University of Dhaka. Ensure
sustainability thereof. Design and initiate psychology services to Bangladesh bearing in mind the need to
reach large numbers of poor and illiterate people. Address specific issues such as the particular position of
women’s mental health needs and the need to respond to the trauma experienced by children after natural
disasters.
PAKISTAN-UK PROJECT. A programme funded and monitored by The Department for International Development,
and managed by the British Council. Designing and implementing diagnostic and treatment packages in
coping with the effects of violence against women
MEDICO-LEGAL PRACTICE. Providing expert reports in civil and criminal cases in the area of trauma, eg head
injury, psychological trauma and stress, pain and disability. Currently about 48% of instructions are for the
claimant, 4% are joint instructions, and 48% are for the defendant. About 70 cases are seen each year.
Court appearances are rare nowadays but previously were regular.

INDEPENDENT PROFESSIONAL PRACTICE. Providing services in relation to trauma and brain injury, often under

CONTINUING PROFESSIONAL DEVELOPMENT
The British Psychological Society guidelines and HPC mandatory requirements are met. For example I attend
conferences, arrange CPD workshops, teach and publish, regularly consult Psycinfo and Medline and other data
