Texas Division of Emergency Management Preparedness Update Helping to prepare the Texas emergency management community January 2017 The Preparedness Update alerts Texas’ emergency management community to planning, training and exercise opportunities while providing updates on Texas Division of Emergency Management (TDEM) preparedness initiatives and activities. For more information, or to receive the Preparedness Update, contact Bill Wahlgren. Reach Out to New Office Holders Before Severe Weather Reaches You It is one of the most treacherous hazards Texans face—sudden, severe winter weather. In a matter of minutes rain can turn to ice, a quarter inch of which can bring down power lines. Drifting snow can strand drivers in their vehicles. Blustery winds raise the likelihood of wildland fire in drier areas dense with thirsty fuel. Severe winter weather can impact any region of our state. Moreover, neighboring regions can be hobbled by two very different weather incidents at once. According to the National Weather Service, Texas is in a weak La Niña pattern and faces a winter of slightly above average temperatures with slightly below average rainfall. Some areas of Texas, however, could experience more below-freezing days As little as a quarter inch of ice can bring down powerlines. Volume II, Issue 1 – Page 1 of 12 than they did last year. The emergency management community supports preparedness for such hazards by coordinating planning, training and exercise opportunities year round. With many newly elected and appointed officials taking office this month, emergency managers should consider reaching out to those with new emergency management responsibilities and offering to familiarize them with preparedness plans and procedures for incident response. The time to begin building relationships with decision makers is before, rather than during, a crisis. For more information, or to comment, contact Bill Wahlgren. State of Texas Preparedness Exercise Program Updates 2017 Houston-Galveston-Sabine Lake Hurricane Evacuation Full-Scale Exercise We are seeking volunteers from the coastal areas of DPS Region 2 to participate as evacuee role players during the Houston-Galveston-Sabine Lake Hurricane Evacuation exercise scheduled for June 1-9, 2017. This full-scale exercise presents an excellent opportunity for communities to practice evacuation. Volunteers will experience what it is like to stay in a shelter overnight as dislocated or relocated evacuees. If you or someone you know might be interested in volunteering, contact David Brown. General exercise questions can be directed to Sabine Gumm. The next Homeland Security Exercise and Evaluation Program (HSEEP) classes are scheduled for January 11-12 in San Angelo; February 8-9 in Sherman; February 22-23 in Austin; and March 1-2 in Houston. To enroll, visit our course catalog on preparingtexas.org. For more information, contact Esther Corwin. If your jurisdiction or organization is conducting an exercise, we would like to know about it. We track functional and discussion-based exercises for EMPG and non-EMPG funded groups. This helps us observe and anticipate exercise trends and opportunities across the state. To notify us about an upcoming exercise, go to the exercise notification tab on preparingtexas.org and follow the prompts. For more information, contact David Brown. Local and Regional Planning Spotlight In November 2016, Walker County Office of Emergency Management hosted an initial planning meeting for the upcoming 2017 Houston-Galveston-Sabine Lake Hurricane Evacuation full-scale exercise. Local and state partners came together to discuss the planning process and lessons learned from the 2016 exercise. The meeting also allowed partners to address anticipated issues in the exercise planning and execution phases. Bringing together all stakeholders during the planning phase is a best practice that can make a significant difference in the execution and outcome of an exercise or event. As always, TDEM’s Local and Regional Plans Unit planners stand ready to assist jurisdictions with their planning efforts. For assistance, contact Dan Price. Local and Regional Plans Review In November, we reviewed 252 plan documents. Volume II, Issue 1 – Page 2 of 12 State of Texas Emergency Management Plan and Annex Updates Recovery Annex TDEM is currently developing the initial draft for the revision of the Recovery Annex. Invitations to the next planning meeting will be sent to stakeholders in the coming weeks. For more information, contact Will Patton. Energy (L) Planning meetings for the Energy Annex have concluded. The annex is currently being reviewed internally. For more information, contact Michael Shoe. Search and Rescue (R) Planning meetings for the Search and Rescue Annex have concluded. The annex is currently being reviewed internally. For more information, contact Will Patton. Biological Hazards Planners are incorporating stakeholder feedback into the Biological Hazards Annex. TDEM continues to work closely with the Department of State Health Services (DSHS) on the document. Stakeholders will be notified as future planning meetings are scheduled. For more information, contact Michael Shoe.
