Federal law requires all persons engaged in any activity
involving hazardous materials, substances, chemicals and
waste to complete an updated training program on the
Federal regulations requiring compliance.
About the Seminars
In the 40+ years that the Hazardous Materials and Waste Seminars
have been conducted, we have seen many changes; however, the
next few years will have the greatest increase, not only in hazardous
materials, substances, chemicals and waste regulations, but in
more stringent training requirements and increased penalties. When
a company is undergoing a compliance check, training certification
is a requirement of the regulations. And, upon completion of the
seminar, each participant will receive “Certificates of Completion”
documenting compliance with the regulatory training requirements
of the regulations.

on the applicable hazardous materials
regulations pertaining to their job
functions and contact with hazardous
materials and substances on a
triennial basis.
WORKER PROTECTION
Occupational Safety & Health Administration
(Sections 1910.38(a), 1910.120(q) and
1910.1200, 29 CFR)
First Responder Awareness Level training for
employees in the event of a hazardous
substance release. Covers identification
of hazardous substances, usage of the
Emergency Response Guidebook, and
notification of the proper authorities before
leaving the area. NEW OSHA-GHS
International Harmonization requirements,
including new definitions, pictograms, and
Safety Data Sheets, will be incorporated as
the GHS goes into effect. OSHA requires
annual training.
ENVIRONMENT
U.S. & State Environmental Protection
Agencies (Part 262 and 265.16, 40 CFR)
State and Federal EPA regulations
require each hazardous waste generator
and owner/operator of a TSD Facility to
ensure that all employees engaged in
any activity involving hazardous waste
successfully complete a training program
on the applicable DOT, OSHA and EPA
regulations. This requirement must be
carried out on an annual basis.

The “Critical Interface” Problem Compliance may become
clearer when the “INTERFACE” is laid out as per the chart. For example,
when one of the 50,000 plus Hazardous Materials is in transportation,
it is subject to the DOT Regulations in 49 CFR. When used in-plant, it
now is subject to the OSHA Regulations in 29 CFR. When it no longer
has a value and will be discarded, it is subject to the joint DOT/EPA/OSHA Regulations in
49/40/29 CFRs. If, at any time in either of these three areas, it is released or discharged from
its container into the environment in an “RQ” quantity, and is not recovered, it is now a
Hazardous Substance and is subject to the reporting responsibilities of the Clean Water Act,
the Hazardous Materials Transportation Act, the Comprehensive Environmental Response,
Compensation and Liability Act, and SARA/Title III. Understanding these interfaces is one
of the objectives of the seminar.

Certificates of Completion & Training Records
All participants will receive “CERTIFICATES OF COMPLETION” for
each of the areas covered — DOT, EPA and OSHA, attesting that
they have completed the mandatory triennial and annual review of
the hazardous materials and waste communication and management regulations. The DOT training for Hazmat employees/Hazmat
employers helps meet the requirements under 172.700 for training
on General Awareness & Familiarization; Function-Specific; Safety;
and Security Awareness. The EPA training for Hazardous Waste
Generators and Hazardous Waste Transport, Storage, and Disposal Facility Personnel meets the requirements under 262.34(a)(4)
& (b) and 265.16. The OSHA training meets the requirements under
1910.38(a) — Emergency Action Plans and 1910.120(q)(6)(i) for the
First Responder Awareness Level.

If you are required to train other HAZMAT EMPLOYEES on “General Awareness and Familiarization,”
“Function-Specific,” “Safety Training,” and “Security Awareness” required by 49 CFR Sections 172.702
& 172.704, you can meet those mandatory requirements by attending the Train-The-Trainer®
Hazmat employers are required to successfully train and test

Most dangerous goods shipped by air are not shipped solely
under the Department of Transportation’s Hazardous Materials
Regulations in 49 CFR. When shipping by air (including transport to and from the airport), hazardous materials, or dangerous
goods, must comply with both DOT and

Goods Regulations at the class. Attendees may bring their own

Who Should Attend?
Anyone who classifies, packages, marks, or labels dangerous
goods shipments or completes and/or signs dangerous goods
shipping papers for shipment (domestically or internationally)
in the air mode under the IATA and DOT regulations, including
freight forwarders.
Because of the complex nature of the hazardous materials and
dangerous goods transportation regulations, this seminar has
been developed for individuals who already have experience with
DOT and/or IATA regulations – those who have been trained,
tested and certified in the past 2 years. Attendees should have a
basic knowledge of classification; documentation (shipping
papers); packaging; labeling and marking.
Why Should I Attend This Seminar?
It is almost impossible to ship by air using solely one set of regulations. Air shippers need to utilize both DOT and IATA regulations. This course is designed to help attendees get comfortable
with using the IATA regulations and understand their responsibilities within the regulations.
Transportation Skills Programs, Inc. has been providing DOT,
EPA and OSHA training for 40 years. With the increase in air
shipments and demand for IATA dangerous goods training, it
is a natural extension of our expertise in hazmat shipping. We
can now bring our long experience and support in the hazmat &
waste industries to air shipment training as well.
Prerequisites
Attendees must have:
1) Attended an IATA Dangerous Goods training course in .. the past 2 years; OR
2) Attended the Transportation Skills Programs’ Hazardous Materials & Waste M

Compliance Seminar (or equivalent) in the p
ast 2 yrs.
Note: This course is not designed for those new employees with no
hazmat training. Also, we do not cover radioactive, explosives or

50 employees requiring training. Of those, only 40 can attend
your In-house seminar. You could schedule training for all 50
(and pay the low per-person In-house fee), with 40 to attend at
your location and 10 to attend any of our seminars convenient
to them. Or, what if some of the 40 can’t attend the In-house
due to illness or an emergency at your location? These people
would also be able to receive their training at another of our
seminars. Using this combination of In-house training and our

Even though limited quantity air shipments require a Shipper’s Declaration
(hazmat shipping paper for air) and proper shipping name/ID # markings on
packagings, air shippers can still realize savings on containers and training

Universal Waste Accumulation Labels
STORE WASTE ON-SITE LONGER
Under 40 CFR 273.14, .15, .34, and .35 generators of Universal Wastes are
permitted to accumulate and store certain wastes for longer periods of time.
However, they must be marked correctly. Using one of the new Universal
Waste labels is the best way to take advantage of these regulations. These

Satellite Accumulation Label
The Hazardous Waste Labels are designed to fit directly over the Satellite
Accumulation Label (6” x 13⁄4”). A generator may accumulate as much as
55 gallons of hazardous waste or one quart of acutely hazardous waste
listed in 261.33(e) in containers at or near any point of generation where
wastes initially accumulate, which is under the control of the operator of
the process generating the waste, without a permit or interim status.
Consult 40 CFR Section 262.34 (c)(1) and (2) to see if you can take
advantage of the Satellite Accumulation.
