Winter 2015 Newsletter
MESSAGE FROM
THE CHAIR
It is our pleasure to launch the
second newsletter for this year to reflect on
our activities and accomplishments, as well
as set new goals for future. Over the past
five months, the Vancouver Branch has had
great success in putting together a number
of exciting events for our engineering and
geoscience members. This Newsletter
summarizes these events from November
2014 to January 2015 period and looks
forward to some events that will be held in
the upcoming months.
The Vancouver Branch is run by a
volunteer executive team whose purpose is
to serve our local members through
education, community outreach, and
recognition. We hold monthly meetings
throughout the year to plan engaging
events and to interact. The executive
meetings provide a great venue for
members looking to volunteer and network
with other APEGBC members in the
community. If you are interested in
learning more about the Vancouver Branch,
attending events or volunteering, I invite
you to visit our Branch website
(https://www.apeg.bc.ca/About-Us/OurTeam/Branches/Vancouver-Branch) or feel
free to email me at [email protected].
Sincerely,
Dr. Iqbal H. Bhuiyan, P.Eng.

“BC’S LNG: UNTOLD RICHES OR MERE MIRAGE?”
BREAKFAST SEMINAR
O C T O B E R 16 T H , 2014
At the APEGBC Vancouver
Breakfast Seminar on October
16th 2014, Dr. Hadi Dowlatabadi,

Impacts,
Competition, and Division of
Spoils. First, he gave a quick
overview of LNG compared to
conventional Natural Gas and Oil.
He then compared the local and
global impacts between these
energy sources, and discussed BC
regulations pertaining to LNG. Dr.
Dowlatabadi also discussed the
current availability and market
situation of LNG in BC and Canada
compared to the rest of the
world, with a brief history and
details of fracking technology.
The seminar was
concluded with Dr. Dowlatabadi
summarizing his presentation
and research. He provided his
opinion on the outlook of BC LNG,
followed by an enthusiastic
question and answer period to
end the seminar.

“INTERCONNECTING NON-UTILITY GENERATORS TO BC HYDRO’S
TRANSMISSION NETWORK”
UPCOMING BREAKFAST SEMINAR
Dr. Mukesh Nagpal received the
Ph.D. and M.Sc. degrees in electrical
engineering from the University of
Saskatchewan in 1990 and 1986,
respectively. Dr. Nagpal is a member
of IEEE-Power System Relaying
Committee, former Chair of an IEEE
Working Group on Protective
Relaying
of
Utility-Consumer
Interconnections, and a senior
member of IEEE and a Power &
Energy Society (PES) distinguish
lecturer. He is recently appointed as
adjunct professor at the University
of British Columbia and he is a
registered member of APEGBC.
Currently, he is a Principal
Engineer/Manager
with
the
Protection and Control Planning
Group within BC Hydro Engineering.
He has 28 years of experience in
electrical consulting, utility research
and power systems protection.
Dr. Nagpal has written about 40
technical papers on power system
relaying or related topics. He is a
recipient of BC Hydro Awards: 2007
Mentorship Award, 2012 and 2013
Innovation Awards, and 2013 Safety
Award. His presentation received
“Best-of-Show” award at BC Hydro’s
2007 P&C Telecom Annual Technical
Conference.
J A N U A R Y 29 T H , 2015
De-regulation and environmental
concerns are powerful drivers for
the interconnection of non-utility
generators (NUG) to transmission
networks. With an abundance of
wood waste, mountains and rivers,
the province of British Columbia has
numerous
opportunities
for
development of green power. BC
Hydro has already interconnected
more than 40 NUGs to its
transmission network at voltages
ranging from 360 kV to 66 kV and
several
more
interconnection
requests are under consideration.
The cost of interconnection is an
important factor in NUG project
costs. This cost has to be minimized
without compromising the safety or
reliability of the transmission
system.
The
lowest
cost
interconnection is a transmission
line tap. However, low cost taps
may negatively impact transmission
system performance and protection
system performance. The negative
impacts can often be mitigated with
increasing complexity (and cost) of
the
interconnection.
This
presentation will be on BC Hydro’s

CPD BYLAW BRANCH
CONSULTATION
MARCH 11TH, 2015
In the fall of 2015, APEGBC
members will be asked to ratify a
bylaw to establish a new program
requiring members to complete and
report professional development
hours. If ratified by members, this
will commit all practicing members
and licensees to undertake a
minimum amount of Continuing
Professional Development (CPD)
each year and to report annually
that this requirement has been met.
As part of the consultation process,
APEGBC is seeking feedback from
the membership about the
proposed bylaw and CPD in general.
APEGBC Vancouver Branch, in
conjunction with the Richmond and
Sea-to-Sky branches, are organizing
a consultation visit to provide
information about the proposed
CPD bylaw and create dialogue with
our membership. This consultation
visit is tentatively scheduled for
March 11th, 2015. Keep checking
apeg.bc.ca/Events for more details
on this and other events as they
become available.
More information is available on the
APEGBC CPD Consultation Website,
including full text of the proposed
CPD Bylaw. Feedback, comments
and questions about the proposed
CPD Bylaw are welcome at
