Charges for navigation services in 2017
New unit rates for navigation charges for the services provided by the Polish Air Navigation
Services Agency come into effect on 1 January 2017.
PANSA provides air navigation services in FIR Warszawa to all users of the Polish
airspace. To cover the cost related to the provision of the above mentioned services PANSA
shall collect the following charges:
1. air navigation charge for en-route service (ENR)
2. terminal navigation service charge for terminal navigation service (TNC).
ENR - unit rate for en-route service charge in 2017
Pursuant to the binding regulations the unit rate of the en-route service charge (ENR) proposed
by Poland has been analysed and approved by the enlarged Commission of the European
Organization for the Safety of Air Navigation – EUROCONTROL in the following amount:
ENR – the basic unit rate of the en-route charge for 2017 amounts to PLN 185,47 (equal to
EUR 42,96 at exchange rate 1 EUR=4.31698 PLN). Additionally, an administrative charge of
EUR 0,07 per service unit shall be added to the unit rate and collected by CRCO for the
maintenance of multilateral en-route charging system. Basic unit rates are adjusted every
month by recalculation of an exchange rate between the euro and Polish Zloty (PLN - the

The en-route charge is calculated, billed and collected on behalf of PANSA by Central Route
Charges Office of EUROCONTROL in accordance with the following formula:
ENR charge= unit rate x flown distance in km/100 x
TNC - unit rates for terminal navigation service charge in 2017
Two separate charging zones were established in FIR Warsaw on 15 December 2016 by the
President of Polish Civil Aviation Authority.
Two unit rates shall be used for the calculation of terminal charges TNC.
The new unit rates are presented below:
1. PLN 477.28 for Warsaw Chopin Airport;
2. PLN 840.08 for the following airports:

EPGD Gdańsk - Lech Walesa
EPKK Kraków - Balice
EPKT Katowice – Pyrzowice
EPLB Lublin/Świdnik
EPLL Łódź –Lublinek
EPMO Warszawa/Modlin

EPRA Radom/Sadków
EPRZ Rzeszów - Jasionka
EPSC Szczecin – Goleniów
EPSY Olsztyn - Mazury
EPWR Wrocław - Strachowice
EPZG Zielona Góra – Babimost
The approved rates shall enter into force as of 1 January 2017.
2016 unit rate for terminal navigation service charge (for one common charging zone)
amounted to PLN 772.54.
The charge for TNC is calculated, billed and collected by PANSA itself according to the
following formula:
TNC charge = unit rate x (MTOW/50)0,7

Please note that as from 1st January 2017 ATC Reporting Offices shall not collect terminal
navigation charges any longer. Those charges shall be collected on the basis of the summary
invoices issued by PANSA for the billing periods not longer than one calendar month.
