Smith, Ph.D. Sophie Stava Suzanne Teer Fall 2016 This Leadership Profile is intended to provide information about Eastern New Mexico University and the position of President. It is designed to assist qualified individuals in assessing their interest. Opportunity and Summary of Position Eastern New Mexico University invites nominations, expressions of interest, and applications for candidates to serve as its tenth president. Eastern New Mexico University (ENMU) is New Mexico's largest regional comprehensive university, offering more than 60 associate, bachelor's, and master's programs. Dedicated to a student-focused mission, ENMU is comprised of three campuses: a four-year campus in Portales and two-year campuses in Roswell and Ruidoso. Portales, home to its main campus, is a rural, agricultural community with an authentic Southwestern, small town culture, located eleven miles from Cannon Air Force Base and twenty miles from the Texas border. While peer institutions compete for students and financial resources, ENMU has had a long history of success in both areas. The institution has seen a steady increase in enrollment over the last fifteen years with a ninety-five percent student satisfaction rate. As a result of its strong relationship with the state legislature, ENMU has been able to invest over $120 million in infrastructure improvements in the last ten years. In addition to a robust student body and wellmaintained campus, it offers the fourth lowest tuition rate in the southwest region. With these successes and its teaching-centered mission, ENMU has earned an unwaveringly positive reputation among its peers. The president of Eastern New Mexico University reports to a five-member Board of Regents, including four community members and a current student, all appointed by the Governor of New Mexico. The incoming president should be committed to nurturing existing relationships with elected officials and prepared to foster new connections as an advocate of the university. ENMU will look to its next president to generate new streams of revenue from non-traditional funding sources, philanthropy, and innovative partnerships. Although ENMU is on solid financial footing, like most public institutions, state financial support is in decline. She or he should be fiscally conservative and have strong budget management skills. Furthermore, the president should be strongly committed to the institution’s identity as a historically Hispanic-serving institution, with a majority of its students being first-generation. She or he should understand how to meet the needs of its diverse student body with ongoing attention and focus on student success, enrollment management, and innovative programming in an effort to increase student retention and improve graduate rates. She or he should serve as an accessible and inclusive leader and foster ties with its community members, local businesses, and neighboring military base. Central to these relationships is the visibility and presence of the president, both on and off-campus. The university seeks a candidate who will be actively engaged in and has an appreciation for a rural, close knit environment and Southwestern culture. Candidates must meet minimum qualifications for a faculty appointment at the rank of full professor. For information on how to apply or to submit nominations, please refer to the section, “Procedure for Candidacy” at the end of this document. 1 Opportunities and Expectations for Leadership Provide Leadership and Management to Three Campus System ENMU has campuses across three locations in the Eastern New Mexico region: Portales, a master’s serving comprehensive campus of over 6,000 students; Roswell, a regional branch that offers associate and technical degrees to approximately 3,000 students; and Ruidoso, a smaller associate degree granting location with just over 700 students. The president of ENMU is responsible for the leadership and management of all three campus locations. Both the Roswell and Ruidoso branches also have local community college advisory boards and are managed by their own presidents, who report directly to the ENMU president. (See Appendix for organizational chart.) It will be important for the incoming president to understand the dynamics of the three sites and their individual differences and work in close coordination with the administration and Boards of each campus to ensure they work cohesively in serving their students and on delivering their portfolio of academic offerings. Although the majority of the president’s time will be spent at the Portales campus, regular visits to both Roswell and Ruidoso will be important. Focus on Enrollment Strategies and Growth Over the last 15 years, ENMU has been a success story for how post-secondary institutions serve the higher education needs of rural, low income, and first generation students. In the last decade alone, enrollments have nearly doubled, growing from approximately 3,000 students to over 6,000 at its main campus in Portales, while tuition costs are among the lowest in the country compared to its regional and national peers. During the last few years, enrollment has leveled but remains stable. Given the challenging budget climate, and ENMU’s reliance on state funds and tuition revenue, the incoming president should continue to make enrollment a high priority and be a visible advocate and spokesperson across the state, promoting ENMU as an important educational asset throughout New Mexico’s rural communities and urban areas. Manage Budget Resources Effectively As noted above, ENMU’s budget is heavily reliant on tuition revenue and state appropriations. ENMU-Portales has an unrestricted current funds expense budget of $59.4 million; ENMURuidoso is $3.6 million and Roswell is $17.5 million. Currently, state funding accounts for approximately 50 percent of the institution’s overall operating budget of $56.7 million. While state support has been historically strong, and at higher levels than most state institutions, it is unreliable and an unsustainable source of funding that will likely decline in future years. The University has been active in seeking federal funding for student services and retention programs, currently adding over $5 million to its revenue annually with grants. Furthermore, the institution takes great pride in maintaining affordable tuition levels for its largely lower-income 2 student population where over 40 percent of its students are Pell eligible. Despite the state of New Mexico’s instability, ENMU’s current balance sheet remains strong, with reserves in excess of $5 million in large part due to the sound fiscal policies of its outgoing president. Deferred maintenance obligations are minimal, facilities have been largely upgraded, and faculty and staff compensation is at or above target benchmarks relative to peers. ENMU-Ruidoso and ENMU-Roswell currently carry no debt. ENMU-Portales has $42.8 million in debt service as of June 2016. Annual debt service someone who has strong budget and financial management skills, is deeply committed to fiscally conservative budget practices and policies, and continues the fiscal strategies and tactics implemented by the institution’s current administration. She or he will be responsible for effectively stewarding current reserve funds, planning for expected cost increases, working closely with and establishing strong and productive relationships with state legislators, and identifying new sources of revenue through public-private partnerships, fundraising, and other creative strategies. Ensure Student Affairs and Student Success is a High Priority ENMU takes great pride in its focus on students. Many students arrive from remote and rural communities across the state, most from low-income families where work and earning income often supersede education. Current six year graduation rates stand at approximately 32 percent (with four year rates at 17 percent) and first year retention rates hover in the 60 percent range at the Portales campus. While ENMU takes an all-hands-on-deck approach to ensure its students arrive on campus feeling welcomed, supported and part of a campus family that cares deeply about their success, the next president will need to continue working to improve measures of student success. The president should consistently work to identify and implement ongoing strategies such as aligning budget resources to student outcomes, ensuring staff are at appropriate levels, providing and maintaining facilities to support student activities and academic needs, and leveraging data analytics to encourage a more holistic approach to improving retention and graduation rates. This is especially important as it relates to underrepresented and minority students. Furthermore, the president should be a highly visible and accessible leader to its students. ENMU students expect their president to be present at student affairs events and activities, ensure transparent, open and inclusive communication, and maintain an open-door policy. Develop Strong Relationships with State Legislators and External Constituents Historically, Eastern has enjoyed a strong reputation throughout the state and within the New Mexico State Legislature and often receives strong funding levels as a result. This is in large part due to the success of Dr. Gamble (ENMU’s outgoing president) and his impact on the campus and ability to forge healthy and productive relationships with key legislators and external constituents across the state. New Mexico is a small state where relationships are key to moving initiatives forward and getting things done. The next president should have strong interpersonal skills, charisma, and political savvy. He or she should have an ability to communicate effectively and make a compelling case for support, as well as the propensity to build relationships with key external constituents, including state and government officials. Engage with and Embrace the Local Community The rural community and residents of Portales, New Mexico are among the friendliest, kindest, and most authentically genuine people you will meet. They care deeply about quality of life and family values, and will go out of their way to be helpful and supportive to their fellow community members. The next president must be comfortable living and working within a 3 small, rural location where the campus leader plays an influential role within the community. Portales, situated near the border of West Texas, is a conservative community within the more liberal state of New Mexico. The incoming president must be comfortable working with groups of people who may have largely diverse viewpoints, including community members and state legislators, but who are open and accepting, warm and inviting, and ultimately want what is best for the campus, its students and the community. Candidate Qualifications and Characteristics The ideal candidate will have a demonstrated history of providing strategic leadership and leading institutional growth in an academic environment, value diversity, and encourage interdisciplinary research and collaboration. ENMU is a liberal arts-focused university and candidates should have an appreciation for the wide range of campus programs, including those in the arts and humanities. ENMU has cultivated a distinct culture of shared governance and open communication between faculty, staff, and administration. To continue this strong collegial relationship, the next president should be transparent, communicative and collaborative. Successful candidates should have a high degree of self-accountability, integrity, and the ability to work in a team environment. The president should be a servant leader and a good steward of the university within the community. A successful president will be visible, responsive, and committed to student success. Experience serving an underrepresented, first-generation college student population is desired. ENMU is an integral part of the Portales community and the president will be expected to be present both on and off campus. Visibility and accessibility of the president will be important to maintaining a strong relationship between the institution and the city of Portales. The next president should embrace a small town, Texas-influenced environment. The mission is to emphasize liberal learning, freedom of inquiry, cultural diversity, and whole student life. ENMU serves students of traditional age, adult learners and organizations through undergraduate and graduate programs. As New Mexico’s largest regional comprehensive university, ENMU opened its doors in 1934 as Eastern New Mexico Junior College. In 1940, after adding additional classes leading to a bachelor’s degree, the school was renamed Eastern New Mexico College. ENMC was accredited as a four-year liberal arts college in 1946-47. College of Business The College of Business faculty is diverse and qualified, coming from both successful business careers and prestigious academic institutions. They have a strong desire to prepare students for futures as successful business leaders. Students are offered programs in accounting, agricultural business, finance and economics, hospitality management, information systems, management, marketing and certified financial planning. ENMU's Bachelor of Business Administration (BBA) and Master of Business Administration (MBA) programs are accredited by the Accreditation Council for Business Schools and Programs (ACBSP). The Master of Business Administration (MBA) degree is available completely online, or to resident students on the Portales campus, and consists of a 10-course program taught by resident faculty who hold doctorates in their field. College of Education and Technology The mission of the College of Education and Technology (CET) is to prepare students to become professionals and educators who are collaborative, informative, reflective decision makers who are sensitive to diversity among individuals. Faculty members within the CET strive to provide students with the best education experiences through coaching, cooperative and collaborative projects, close student-faculty relations, labs, and innovative classroom methods and materials. The CET is committed to the effective use of technology, distance learning and off-campus sites: students may choose one of nine completely online degree options in the graduate program. The CET maintains strong relations with public school personnel in the area 8 as well as with the Child Development Center located on the Portales campus. The CET is the second largest college at ENMU, and has the largest graduate enrollment. Faculty ENMU’s student to faculty ratio is 19:1. In 2015-2016, ENMU had 150 full-time instructional faculty. Of those, 110 were at the assistant professor (43), associate professor (29), and professor (38) levels. On a regional basis, the University competes in the Lone Star Conference (LSC). In addition, the University offers men’s and women’s rodeo teams, which compete in the National Intercollegiate Rodeo Association (NIRA). ENMU Board of Regents The Board of Regents is the highest governing body of the University. The legislature has expressly given to the board the power to hire the University president and determine his or her compensation; to approve general areas of curriculum, such as new programs; to approve compensation for University employees; and to sue parties and make contracts. The title to all property belonging to the University is vested in the board. Under its broad responsibility for the management and control of the University, the board has the right to delegate duties and functions to the University president, who may in turn delegate these to members of his or her staff. The Board of Regents consists of five members, one of whom is a member of the student body of the University. No more than three regents may be members of the same political party at the time of their appointments. At least four must be qualified electors of the state of New Mexico. With the exception of the student regent, regents are appointed for six years. The term continues until the regent's successor is appointed and confirmed by the New Mexico Legislature. The board meets monthly. Current members of the Board of Regents include: Jane Christensen Appointed to the Board of Regents in February 2013 and elected vice president for the board in March. She is a Portales native and ENMU alumna, earning her bachelor's and master's degrees in business administration (1981 and 1983). She is the owner of Portales Homes LLC doing business as Homespot in Portales and Clovis. Terry Othick Joined the Board of Regents in March 2015. Mr. Othick, of Albuquerque, has more than 40 years of experience in the information technology field through a career in the private, public, and education sectors. He holds a Bachelor of Business Administration and a Master of Business Administration, both from Eastern New Mexico University. 11 Susan Tatum Appointed to the Board of Regents in March 2015. An alumna of the University, Mrs. Tatum is a small business owner and former educator. She founded the Clovis Counseling Center in 1988, where she continues to practice as a professional clinical counselor and specializes in individual and family therapy. She holds a Master of Arts in Psychology from Eastern New Mexico University. Veronica Ayala Appointed student regent for the Board of Regents in March 2015. Ms. Ayala is a graduate student in Communicative Disorders with over seven years of experience teaching children across ENMU’s Kids' College, sports camp, and dance studio settings. She is a Portales native and will graduate in December 2016, adding a master’s degree to her bachelor’s in the field of speech-language pathology. Dan Patterson Appointed to the ENMU Board of Regents in April 2015. Dr. Patterson is a noted educator and Human Resource professional in New Mexico and Colorado with 48 years in education that includes terms as superintendent or assistant superintendent. Eastern New Mexico University-Roswell ENMU-Roswell is a branch/community college of ENMU that offers associate and technical degrees to approximately 3,000 students. Roswell’s president is Dr. John Madden. Although some administrative functions are performed by the Portales campus, ENMU-Roswell is accredited as an operationally separate campus by The Higher Learning Commission and is a member of the North Central Association of Colleges and Schools. Extended degree courses offered on the Roswell Campus are accredited through the main campus in Portales. ENMU-Roswell offers approximately 75 certificate and degree programs. Among the most popular are aviation maintenance technology, business administration, pre-nursing, and medical assisting. ENMU-Roswell actively seeks and initiates innovative work-force programs and grantfunded opportunities. It also hosts an Early College High School on its campus that has students enter the program as a high school freshman and when they graduate high school as a senior, they will also receive an associate’s degree in their program of choice. ENMU-Roswell is a regional asset and creates quality personalized learning experiences and fosters community development. Eastern New Mexico-Ruidoso Branch Community College ENMU-Ruidoso is a branch/community college of ENMU that offers associates degrees and certificates of completion to approximately 700 students. Ruidoso’s president is Dr. Clayton Alred. Although a fully recognized branch/community college, the Ruidoso campus is accredited in conjunction with the main campus in Portales by The Higher Learning Commission. ENMU-Ruidoso offers approximately 30 certificate and degree programs. Degrees are offered in areas such as business administration, early care and education, hospitality and tourism management, and Information Systems – Cybersecurity and Wildland Fire Science. Certificates of completion are offered in areas such as computer and network security, culinary arts, pre-nursing, and wildland fire science. An affordable cost of living, strongly supported schools including Eastern New Mexico University, and an exceptionally low crime rate makes Portales truly a gateway to the good life. Portales is a city in and the county seat of Roosevelt County, New Mexico, population 12,280. Portales offers a friendly, small-town atmosphere with plenty of cultural and recreational activities.
