RECOMMENOATION
It is respectfully recommended that the City Council approve the following attached items:
(1) Resolution Adopting the Plans and Specifications for the 2712-2722 Sleepy Hollow Slope
Repair Project, Plan No. 22-96, Specifications No. 3354, and Directing the City Clerk to
Advertise for Bids; and (2) authorizing an increase in the amount of $45,000 to the Kleinfelder
Inc.'s Professional Services Agreement No.1 03524 for Geotechnical/Soils Engineering and
Materials Testing/Report Review Services and authorizing the City Manager to amend the
existing agreement.
SUMMARY
The Plans and Specifications have been prepared for the 2712-2722 Sleepy Hollow Slope
Repair Project.
The project is located behind 2712 and 2722 Sleepy Hollow Place, and extends to the City's fire
access road in the open space above the development.
The construction scope of work generally includes the following:
•
Removal of loose material in the failed area down to bedrock;
•
Realignment of the fire access road;
•
Excavation of the slope above the fire access road to facilitate the realignment;
•
Construction of a concrete terrace drain; and,
•
Installation of trees, shrubs, jute netting and hydroseeding.
The geotechnical scope of work generally includes the following:
•
Determination of limits of excavation
•
Determination of the location of stable bedrock;
•
Completion of compaction testing; and,
•
Excavation/construction observation.
FISCAL IMPACT
The Engineer's Estimate for the construction of this project is between $400,000 and $450,000.
Funding for this project has been allocated in the approved Capital Improvement Program in the
following account:
•
Sleepy Hollow Slope Repair Project, Account No. 401-51666.
Sufficient funds are available in the approved Capital Improvement Projects budget to pay for
the increase to Kleinfelder's Professional Services Agreement. Currently, the total amount of
Kleinfelder's Professional Services Agreement is $120,000. This request would increase the
agreement total to $165,000.
BACKGROUND
This project will be the second slope repair undertaken by the Public Works Department along
Sleepy Hollow Place. The first project was presented to the Council for approval on October
10, 2006 to repair areas in the vicinity of the 2700 block of Sleepy Hollow Place, the cost of
which will be reimbursed by Federal Emergency Management Agency (FEMA). This project,
concentrated on the slope immediately above 2712-2722 Sleepy Hollow Place, is across the
street from the first project but does not qualify for reimbursement by FEMA. This project
involves the repair of a slope failure caused by a landslide above 2712 and 2722 Sleepy Hollow
Place. The slope and related improvements are jointly maintained by the neighborhood
homeowners' association and by the City. The landslide was caused by severe rainfall in early
January 2005 causing over-saturation of the existing natural colluvial soils of the slope.
Public Works Engineering was directed to defer construction of the repairs pending the
resolution of the litigation and the burden of financial responsibility. On January 28,2008, an
agreement was reached between the City and the Reserve Glendale I Community Association.
As part of the agreement, the City agreed to provide all costs (labor and materials for design
and construction) to perform the slope repair.
On July 15, 2003, the City Council approved a Motion authorizing the City Manager to execute
agreements with the several firms for Geotechnical/Soils Engineering and Materials
Testing/Report Review Services on a rotational basis for the aggregate total not-to-exceed
amount of $200,000 or $40,000 per firm. Two supplemental contract amendments were
previously approved by the City Council, increasing the contractual total to $120,000 for
Kleinfelder, Inc.
Kleinfelder Inc. prepared the geotechnical investigation for the Sleepy Hollow project. It is in
the City's best interest to retain Kleinfelder's project knowledge to inspect the field work.
The balance of Kleinfelder's existing contract amount is earmarked for other projects.
Therefore, Public Works Engineering is requesting an increase in the amount of $45,000 to
Kleinfelder's Professional Services Agreement to complete the necessary work on the Sleepy
Hollow project.
Environmental Review
As part of this Report, staff is recommending the City Council find the project statutorily exempt
from Environmental Review pursuant to the emergency provisions of Public Resources Code
Section 210BO(b)(3).
The 2005 storms were declared an emergency by the California
Governor, California Office of Emergency Services, and the Federal Emergency Management
Agency.

A copy of the Plans and Specifications are available for review in the City Clerk's Office.
Prolect Schedule
The construction of the project is anticipated to begin in April 2009, and be completed by June
2009.

BE IT RESOLVED BY THE COUNCIL OF THE CITY OF GLENDALE:
SECTION 1.
The Plans and Specifications on file in the City Clerk's office for the 2712-
2722 Sleepy Hollow Slope Repair Project, including the various documents incorporated
therein, are hereby approved, adopted, designated and shall hereafter be known as Plan No.
22-96 and Specifications No. 3354.
SECTION 2. The City Clerk is hereby directed to advertise for bids for the work,
equipment and materials described in these Specifications adopted by this Resolution.

agreement shall be subject to review and approval by the City Attorney.
