Minutes of a meeting of the Council of the Town of Lloydminster held
on Monday. DeceB iber 7, 1953.
Present
Mayor V. U. Miner Q.C., and Councillors: R. A. Robertson, F. G. Turvey
E. G. Mitchell, W. D. Green and E. G. Hudson; the Works' Supt., and
Town Clerk.
Minutes
The minutes of the last regular meeting were read and adopted on the
motion of Councillor Robertson, seconded by Councillor Hudson.
Canadian
Utilities
The Mayor reported that he had telephoned to Mr. O'Brien, Superintendent of Canadian Utilities at Vegreville, concerning the interruption
in services this afternoon and was informed that there was a break in
the line east of Isley and that as soon as arrangements could be made,
services were resumed through switching over to the other transmission
line.
Bakery
Licenses
Mr. Long attended the meeting and expressed his opinion that it was
unfair competition to the local bakeries if licenses were granted to
outside bakeries to operate bread deliveries or delivery trucks for
the delivery of products to merchants, when there were already local
facilities for this purpose. In answer to a query, he advised that
he did not supply any of the local grocers with his products and was
informed by a spokesman for the local grocers that they would not handle his products unless he took his truck off the delivery of his products to the retail trade, which he refused to do at that time.
Court of
Revision
Moved by Councillor Hudson, seconded by Councillor Turvey and carried,
that the meeting adjourn and that the Council sit as a Court of Revision, to consider appeals against special assessments for local improve
merits for sidewalk construction.
The undermentioned appeared in person in support of their appeals, as
follows:
E. J. raxley - Lot 15, Block 5, Plan B1127 -- 337.95,
3. J. Fry - Lots 8 & 9, Block 5, Plan B1127 $75.90,
Mr. & Mrs. R. Ingrey,- Lots 22 & 23,Block 6, Plan B1127 --
5.90.
Their complaints were that the seal - coat has not yet been put on the
sidewalks and that they are being asked to pay before the work was
finished. It was explained to them that the weather got too cold to
finish the job, but that it would he finished in the spring and that
the scheme called for the payment of the work in advance.
It was moved by Councillor Turvey, seconded by Councillor Hudson and
carried, that their appeals be disallowed and that consideration be
given after the New Year to the matter of the penalty of 5%, which will
be added to the arrears at that tine.
Moved by Councillor Robertson, seconded by Councillor Hudson and carried, that the appeal of H. B. Hall & Son Ltd., be disallowed.
Moved by Councillor Hudson, seconded by Councillor Robertson and carried, that the decision with respect to the appeals of the Canadian
National Railway and Canadian Pacific Railway be withheld, pending
advice from the local Government Board.
The Town Clerk was requested to write a letter of explanation, without
prejudice, concerning the property of Mr. and Mrs. P. I. Marshall,

business be resumed.

Hospital
A statement was received from the Secretary of the Lloydminster Hospital showing accounts incurred by Alberta residents of the Town for
the month of November to be $1.423.10.

The Town Clerk reported having made arrangements to meet the Hon. Mr.
Gerhart and the Hon. Mr. Aalborg, in Edmonton at 2 P.M., on Friday,
December 11, 1953, with respect to the annexation of the Husky property and the Mayor suggested that Councillors Spaetgens, Robertson
and any other Councillors who can find it possible, along with Mr. S.
3. Fisher, Mr. Steele and Mr. Cardiff, arrange to meet him in Edmonton
that day.
Cenotaph
Moved by Councillor Hudson, seconded by Councillor Turvey and carried,
that the letter from the Canadian Legion be acknowledged and that they
be advised that their request to have the cenotaph lighted is being
looked into.

that the Deputy Mayor, Vr. F. G. Turvey and Councillor R. A. Robertson be appointed to attend the Lloydminster Agricultural Exhibition

Councillor Hudson advised that all the members of the Council, as members of their respective committees had met and considered the 21
applications received in response to our advertisement for the services of a man qualified to act as building, plumbing and license Inspector.
Councillor Hudson, seconded by Councillor Green and carried,
Board of Trade be requested to obtain the views of the retail
as to whether or not licenses should be granted to outride
to establish depots and operate deliverx trucks in Town.
There were some very good applications received, but their qualificatic
and salaries were beyond the requirements of the position and four loca
applicants were considered, namely:
John Emerson,
Kenneth Wright,
John A. Kett,
G. G. White.
The Council considered these four applicants and it was moved by Colin(tiller Hudson, seconded by Councillor Green and carried, that Mr. John
A. Kett be engaged on the basis of $2,800.00 per annum, and that the
Committee Chairmen decide when his employment should commence.

Councillor Robertson advised that Raymond Ruttan wished to be paid a
monthly salary instead of on an hourly basis and as there was no
material difference in the rates of pay, he suggested that this be done

Lights
Discussion took place concerning the advisability of having a time
clock installed on the traffic lights at the corner of the meridian and
the highways and it vas decided to have this done.
