Welcome to the latest edition to the Rushmoor newsletter.
The legislation covers any private vehicle that is enclosed
wholly or partly by a roof. A convertible car, or coupe, with the
roof completely down and stowed is not enclosed and so isn’t
covered by the legislation. But a vehicle with a sunroof open is
still enclosed and so is covered by the legislation.
Sadly we have said goodbye to C/Insp Annabel BERRY who
has moved roles to support the Force Change program, she
has been replaced by acting C/Insp Karen MCMANUS until a
new replacement is appointed.
Sitting in the open doorway of an enclosed vehicle is covered
by the legislation.
Each month I hunt for topics that I can warn our residents
about. This month I saw a small article in the Star local
newspaper about Hampshire County Council encouraging
smokers to Quit4life and congratulating the 3,700 Hampshire
residents that quit last year. I was interested in this story
because new legislation comes into force on the 1st October
2015 that covers both cigarettes and E- cigarettes.
The rules apply to motor-homes, campervans and caravans
when they are being used as a vehicle but don’t apply when
they are being used as living accommodation.
Work vehicles and public transport are already covered by
smoke free legislation
What the new changes are:
From 1 October 2015 it will be illegal:
For retailers to sell electronic cigarettes (e-cigarettes) or eliquids to someone under 18.
For adults to buy (or try to buy) tobacco products or ecigarettes for someone under 18.
To smoke in private vehicles that is carrying someone under
18
Penalties:
The fixed penalty notice fine for both offences is £50.
Somebody who commits both offences could get 2 fines.
Private vehicles must be carrying more than one person to be
smoke free so somebody who is 17 and smoking alone in a
private vehicle won’t be committing an offence.
Enforcement officers (usually the police) will use their
discretion to decide whether to issue a warning or a fixed
penalty notice, or whether to refer an offence to court.
The law is changing to protect children and young people from
cigarette smoke and the harm it causes.
Rules about smoking in private vehicles:
From 1 October 2015, private vehicles must be smoke free if
they are enclosed, there is more than one person present and
one of them is under 18.
So it will be an offence:
For a person of any age to smoke in a private vehicle that is
carrying someone who is under 18.
For a driver (including a provisional driver) not to stop
someone smoking in these circumstances, the rules don’t
apply to e-cigarettes.

Summary:
This month has been very busy with incidents. Cycle theft is on
the rise again. Five reports have been made this month. On
every occasion the cycle was either left unlocked or without a DLock. Police recommend that you always secure your bike with
a D-Lock as a minimum as cable locks do not prevent thieves
taking your bike. If you don’t have a D-lock, get in touch, we sell
them for half the RRP (£20 instead of £40).
Beat Priorities:
Vehicle Crime. One report of theft from a vehicle this month.
This appears to be an isolated incident with no other reports
and the vehicle was parked on a work site.
Anti-social vehicles in car parks. Two reports of this at
Farnborough Gate Retail Park due to an organised meeting for
vehicle enthusiasts. Police have worked with the council and the
site management and as a result the barrier system is being
repaired to prevent vehicles accessing the car park late at night.

The current beat priorities are:
Nil.
Burglary. Two incidents of dwelling burglary have been
reported this month. On both occasions there have been no
sign of any forced entry and nothing was taken. Storage areas
at work places appear to be being targeted with 3 reported
incidents where tools were stolen this month.

Summary:
investigating the incident.
Reports of anti-social behaviour have reduced throughout
August compared to last month. No particular problem areas
have come to light. Police continue to carry out regular patrols
in the hotspot locations of Pinewood Park, Totland Play Park
and Fairfax Park.
The second incident involved a motorbike being stolen from
outside an address in Bracklesham Close by unknown
offenders. The bike was later located in Hawley Woods. A male
was arrested but was not charged.
The Neighbourhood Team executed a successful drugs warrant
at an address in Pinewood Park. A male was arrested at the
time and is due to return on Police bail early in September.
Four reports of theft from motor vehicles. One relates to number
plates being stolen from the front of the vehicle. You can
purchase anti tamper screws to prevent the numbers plates
being taken off without breaking.
A public order incident occurred in Beech Road, a male was
arrested and charged for being in possession of a bladed article
in a public place. Fortunately nobody was seriously injured and
the male is due to appear in Court at the end of September.
Road Traffic Offences Sandy Lane, Chapel Lane and
Cherrywood Road, in August:
Tuesday 4th - Sandy Lane - 152 vehicles, 27 exceeding
enforcement speed.
Beat Priorities:
Reducing Burglaries. There have been none in August.

Reducing Vehicle Crime. Two reported thefts of motor
vehicles during August. One incident involved a mini crashing
into a kerb near to Farnborough 6th Form College on 10th
August 2015, at approximately 13:30 hrs. The driver of the
vehicle left the scene with the car still in situ. Police are still

Police issue e-fit following assault in Farnborough
Light tanned complexion.
Short brown hair, described as quite messy.
At around 12.30am the 19-year-old victim was a passenger in a
vehicle on her way home to an address in Farnborough when
Wearing a light chequered shirt in a lined pattern.
Spoke broken English with a foreign accent.
she was assaulted near to Farnborough Gate. She was not
injured.

Summary:
Beat Priorities:
Despite the summer holidays, this month has been fairly quiet,
so hopefully you have been able to enjoy the holidays as well as
the kids. During the summer we patrol the areas that are
highlighted to us as problem areas and this year is no different,
hopefully this will continue to reduce anti-social behaviour.
Theft of Cycles.
This month only one cycle has been
stolen. Please do not become complacent however and please
continue to lock up you bikes. If you wish to purchase a Silver

We have no had any reports of robber, burglary, thefts of
vehicle or thefts from vehicle this month, which is
excellent. Please do not become complacent however, make
sure all items are locked away where possible and any
valuables are registered on www.immobilise.com which makes
it easier to return property to owners if they are taken and found
again.
Speeding. Speed watch continues to monitor speeds along
targeted roads. This month 425 cars were monitored, only 32
were seen to be speeding.
Burglaries.
This month there have been no dwelling
burglaries, however there was one instance where someone is
believed to have tried to gain access to Marlborough Infant
School at some point this month. If you know anything about
this, please call 101 and give the reference number
44150294854.
Cannabis cultivation was discovered on Lynchford Road. Four
plants were located and a man has been dealt with for the
offences.

Do you want to go out on patrol?
Hampshire Constabulary has signed up to the scheme,
which allows members of the public to gain an insight into
how police officers consider and apply their use of stop
and search powers.
The scheme was designed to provide the opportunity for
people who are not police officers to experience the challenges
of operational policing first hand. It may be of particular
relevance for those interested in joining the police or those who
feel they would like a better understanding of the stop and
search process.
Anyone can apply to participate in the scheme. It is aimed at
those aged 18 or over,
however
district
commanders can approve
for someone aged 16 or
over to attend as long as the
child has parental consent.

Summary:
Over the last month there have been four thefts of vehicle
number plates, three of which were in the Farnborough West
area. Number plates that are stolen are often used in low level
crime such as fuelling cars and not paying for the petrol.
The best way to prevent yourself from becoming a victim of this
type of crime is to purchase some anti tamper proof screws for
the front and rear number plates of your vehicle. These are
normally supplied at local auto centres and are relatively easy
and quick to fit. They normally cost no more than five to six
pounds and we would encourage all residents to take this extra
step to protect your number plates from being stolen.
As reported in one of our previous newsletters, there was a
spate of theft from motor vehicles between March and April
2015. As a result of help from local Neighbourhood watch
Members a male was detained shortly after one of the incidents
and this resulted in an investigation into a series of incidents.
The investigation identified that this male was suspected of
being involved in seven vehicle crimes in Farnborough West
and was subsequently charged. Due to his age we are unable to
disclose the name of this person but we can inform you that he
attended court on the 20th of August and was sentenced to a
Youth Rehabilitation Order, a Supervision Order and was
requested to pay court costs to the sum of £350.
Criminal Damage and Graffiti in the alleyways and
footpaths running from West Heath Road. Patrols of the
alleyways have continued over the last month. During August
2015, there were no further reports of additional graffiti or Anti
Social Behaviour in the area.
Speedwatch:
On 12th August 2015, Speedwatch checked the speeds of 223
vehicles on Fleet Road and recorded the details of 62 vehicles
travelling above the enforcement speed.
On 20th August 2015, Speedwatch checked the speeds of 115
vehicles on Minley Road and recorded the details of 28 vehicles
travelling above the enforcement speed.
Warning letters have been sent to all the registered owners of
the vehicles recorded travelling above the enforcement speed.

We are planning to hold the next Farnborough West Forum at
Rushmoor Borough Council at sometime during October 2015.

Beat Priorities:
1st Saturday each month, 10 am to midday in the restaurant
at The Plough & Horses, Fleet Road, Farnborough.
Develop Neighbourhood Watch across Farnborough West.
During August 2015, there have been no new additions to the
Farnborough West Neighbourhood Watch Schemes.
Farnborough West currently has 145 NHW schemes with 3307
members. We are currently canvassing Maskell Way and The
Lawns and we intend to have these completed during October
2015. If you have not already done so, please register with

1st Sunday each month, 10 am to midday in the café at
Morrison’s Supermarket, Links Way, Farnborough.
3rd Thursday each month, 3 pm to 4 pm at The Partnership
Building, rear of Whetstone Road Shops, Farnborough.
Nuisance vehicles in the Southwood area. During August
2015, there has been just one report of a vehicle nuisance in the
Southwood area. The informant reported seeing on the 1st
August, a vehicle he described as unroadworthy, being driven
erratically on Ively Road and containing a group of youths. The
informant states that the youths in the vehicle were hanging out
of the windows jeering at other road users. The information
about this incident and the details of the vehicle has been
passed to our Roads Policing Unit. There have been no
incidents reported this month occurring on the Southwood
Business Park, the Morrison’s Supermarket car park or the
Virgin Active car park.

Summary:

The town centre roadwork’s have been completed enhancing
the area around Union Street, we are continuing to monitor anti
social behaviour at the old Skunk works which has now been
rebranded as Planet Vapour
We are working with Licensed Premises to re launch the Pub
watch scheme with a view to launching a new on line system
which be the first in Hamsphire.
We have had several incidents of Purse thefts from the Town
Centre, the victims are generally elderly ladies leaving their
bags open, we are exploring additional crime prevention
options, audible attachments are available from the Police
Station and we have them available at most of our events.
There have also been a number of incidents involving Rogue
Traders and residents are reminded to be cautious about
persons cold calling, if in doubt contact Trading Standards or
the Neighbourhood team.
Working with our partners we managed to house a particularly
vulnerable young male however homelessness continues to be
an issue within the town centre and the neighbourhood team
continue to work with Rushmoor borough council, The Vine,
homer and other organisations. As a multi agency approach
we continue to tackle any issues and offer support to those
when required. We advise anybody who wishes to assist the
homelessness within the town centre to donate to either The
Residents are advised to ensure all property is left secure over
night and when not home.
Beat Priorities:
ASB Aldershot town centre. Anti – Social behaviour and
street drinking - This is something we continue to you tackle
and since April 2015 and under section 35 of the Anti-social
behaviour and crime and police act, Police have dispersed
approximately 20 people from the town centre and leading to
seven arrests for failing to disperse. Police continue to deal
with street drinking and Anti – social behaviour robustly and
are seeking banning orders for the most frequent offenders.

'Picnic in the Park' in Municipal Gardens on 5th September
between 1100 - 1500. There will be sporting events basketball, football and local agencies - RBC, Naya Yuva, The
Source. Police will be there with a van.

ALDERSHOT SOUTH
(Northtown, & Manor Wards)

Summary:
NPT officers we still attend when calls come via Hampshire
due to the close proximity to the border of our two forces.
On 13th August 2015 we held a meeting with the local
Councillors; this was an introduction and Community Setting
Meeting to discuss our local Beat priorities and other issues in
Aldershot South.
This was a productive meeting that highlighted problems of
Anti Social Behaviour and Criminal Damage across our Wards.
We hope to open up this meeting to other agencies in the near
future.
In relation to what has been happening in the Aldershot South
area over the past month, there have been reports of
motorbikes being ridden around the area of Aldershot Park and
Manor Park areas in an anti social manner. We would ask
residents to call 101 and report this if they witness these
incidents. We are looking to deal with these offenders robustly.
We have also had a number of thefts from motor vehicles over
the past month in the Aldershot South area, we urge residents
to check there vehicles are locked and secure when not in use
and do not keep valuables, tools etc in your vehicles overnight.
Manor Park is experiencing some criminal damage with Graffiti
being a main problem. Please report this via 101 if witnessed.
Manor Park is also experiencing similar issues. We are actively
patrolling these areas and will deal with any offenders robustly
with Section 59 warning and possible seizure of the
motorbikes.
Theft from motor vehicles across Aldershot South. There
has been 6 reported thefts from motor vehicles reported over
the past month, there is no set pattern but the Neighbourhood
Patrol Teal will be looking closely at this and will be patrolling
the areas currently affected we will also be arranging
operations specifically targeting this problem. Any persons
found acting in a suspicious manner will be spoken to and
arrests will be made if and when necessary.
Criminal Damage Manor Park.
Recent figures have shown a rise in Criminal Damage that has
been caused in Manor Park. This issue was discussed with
local councillors and they have also noticed this trend when
speaking to members of public. It appears that there is also
damage occurring that is not being reported. It was therefore
agreed that we look at this issue as a priority over the next
three months. We will be increasing patrols in this area and
trying to identify groups that use this facility and are
responsible for the damage caused.

Illegal use of motorbikes in the local parks. During the past
month there have been a number of reports of motorbikes
riding around the local parks in an Anti Social Manner.
One member of the public has reported a bike rode straight at
his dog avoiding it by inches and upon investigation it looks as
if the bikes attend the old Quarry at the back of Aldershot Park
and use this for “Off Roading” and sometimes bikes will stray
onto Aldershot Park itself.
On Sunday 6th September your local team will be running a
road safety awareness event in Woodland Walk. The event is
due to start at 15.00 and is aimed at both children and adults.
