Our History
National Urban Fellows is one of the
country’s premiere leadership development
organizations, offering a prestigious
combination of an advanced degree
and an in-depth, extended mentor
leadership experience. As the U.S.
population becomes increasingly diverse,
National Urban Fellows will grow its
program to meet the increasing need
in our society for diverse leadership
perspectives and skills. National Urban
Fellows alumni will contribute to the
organization’s impact and sustainability
while personally benefiting from their
continued involvement. All who involve
themselves with the organization will
continue their passionate commitment
to the National Urban Fellows
mission and values.
A
t the height of the Civil Rights
Movement in 1968, the country’s
urban centers were in crisis. Urban
America struggled to cope with
pervasive violence and social unrest,
the outcomes of years of social injustice. Communities
throughout the U.S. were being challenged by the results
of discrimination, segregation, poverty, unemployment,
poor housing, and police brutality.
The National League of Cities and the U.S. Conference
of Mayors, confronted with the escalating civil disorder,
began looking for solutions. In 1969, New Haven’s Community Action Institute partnered with Yale University
to design a program to bridge the gap between city
governments and minority communities.With additional
support through a major grant from the Ford Foundation,
National Urban Fellows was established in 1969.
National Urban Fellows provided local minority
leaders with both the education and the experience
needed to manage city governments. This groundbreaking approach gave individuals who had been
traditionally under-represented in the government
sector the opportunity, visibility, and recognition
necessary to manage programs intended to improve
conditions in their communities while empowering
leadership representative of their communities.
In 1970, National Urban Fellows organized a national
effort to transform the program into a graduate degree
fellowship, and Occidental College was selected to host
the academic component. The National Urban Fellows’
fellowship program strategically linked academia and
the public sector, providing opportunities to people of
color to broaden their range of thought through intensive study, and to deepen their life and career experiences
through high-level, challenging, and demanding work
with mentors.

In 1974, National Urban Fellows incorporated as a
501(c) 3 nonprofit organization.
In 1979, with support from the U.S. Department of
Agriculture, foundations, and corporations, National
Rural Fellows was established. Through this program
a graduate degree was conferred by the University
of Massachusetts at Amherst, and 51 fellowships were
awarded through 1989.
In 1983 the Bernard M. Baruch College School of
Public Affairs was selected as the academic host for
the National Urban Fellows program. Also that year,
the Corporate Executive Fellows program was founded,
a program that continued until 1996.Thirty-five
fellowships were awarded through this elite program.

In 1990, National Rural Fellows merged with National
Urban Fellows. That year, the Environmental Science
& Management Fellows program was founded with a
grant from the U.S. Environmental Protection Agency.
Thirty-seven fellowships were awarded through the
Environmental Science & Management Fellows program,
which continued until 2000.
In 2007, nearly forty years later, National Urban
Fellows is among the country’s most effective leadership
development institutions for recruiting and training
professional, mid-career women and people of color
who will be among the leaders in the nation’s future
communities.
The National Urban Fellows program has graduated
over 1,000 professionals, providing both an academic
curriculum and hands-on experience from prominent,
distinguished mentors, to ensure that today’s Fellows
become effective senior managers and leaders in
communities across the country.

Our Purpose
N
ational Urban Fellows (NUF) is
a leadership development organization founded to counter the
under-representation of people
of color and women in leadership positions. NUF identifies, recruits, and develops
the best and brightest multiethnic, multicultural midcareer women and men, who have the potential to
make a significant impact in identifying issues, shaping
solutions and developing policies, and to create new
generations of leaders for urban communities across
the U.S. and Puerto Rico.
Recent statistics show that the number of individuals
of color who make up the U.S. population is steadily
increasing. One-third, or 34%, of the country now
comprises multiethnic, multicultural individuals. The
African-American, Latino, Asian, and Native American
consumer markets in the U.S., projected to generate $1.7 trillion in 2010, are larger than the entire
economies of all but nine countries in the world. This
increase in diversity calls for leadership that will more
accurately represent the rapidly changing population.
Current Government Leadership
n Of the top elected government officials such as
members of the U.S. Congress, only 15% are African
American, Latino, Asian American or Native American;
and only 24% are women.
Nonprofit Organizations
n 84% of the country’s nonprofit organizations are led
by Caucasians, with 42% of these organizations serving
predominantly Caucasian communities.
n The total multiethnic, multicultural leadership in
nonprofit organizations is 18% (7% African American,
4% Latino, 4% Asian/Pacific Islander and 3% other)
n By 2010 57% of executive directors in nonprofit
organizations will retire, creating greater opportunity
for diverse leadership
National Urban Fellows is committed to developing
the leaders who represent our changing America with

Message from the Chair
Leadership, commitment, perseverance,
and contribution have been the keys to
the success of National Urban Fellows. I
am reminded of our purpose, directed by
the history of this nation, and it is clear to
me that these attributes have contributed
to the longevity of this organization
and have helped to transform the lives
of well over 1,000 Fellows. As a result,
tens of thousands of lives have also been
transformed in our nation’s communities.
Since our last bi-annual report, National Urban
Fellows has made impressive progress and we are
well positioned to move forward in 2008 with this
organization and all of its exciting potential. Among
our accomplishments were:
n Graduating two strong classes of National Urban
Fellows and arming them with the skills necessary
to pursue leadership positions in government and
nonprofit sectors, foundations, and other philanthropic
institutions;
n Identifying, recruiting, and retaining the outstanding
leadership of National Urban Fellows’ Mentors, the
individuals who are committed to our mission and who
exemplify the highest level of leadership; and
n Expanding the National Urban Fellows staff with
professionals whose expertise further assures the
continued growth and success of our organization.
Our impact and progress can be attributed
to the individuals who represent the heart
of National Urban Fellows. I am confident
that our history of success will inspire
continued successes.We will remain
resolute in our work to recruit and train
tomorrow’s leaders.
We’ll continue to invest in our Fellows,
alumni, and mentors, and in our
commitment to diversity in a changing
America, allowing for greater inclusion
of our next generation of women and people of color.
I would like to thank National Urban Fellows for the
opportunity to lead this wonderful organization as
Chairman of the board of directors. It has been my
honor. I would also like to thank Luis Alvarez, who
retired recently as the President of National Urban
Fellows Inc. We will miss him and his dedicated
leadership of more than 30 years.
I will close by thanking those responsible for
everything National Urban Fellows accomplishes—
the tremendous women and men who work for the
advancement of this organization: our dedicated
alumni, donors and supporters, mentors and partners,
the faculty of Bernard M. Baruch College, and
our board of directors and staff, whose leadership,
commitment, perseverance and contributions make
our work much less challenging. It is their creativity,

personal and career development.
These three pillars are the promise we make to the

women and men who strive to be leaders of our

The rapidly changing complexion of America makes

Our Leadership Development Program
T
he National Urban Fellows leadership development program selects
40-50 Fellows annually for a rigorous, 14-month, full-time graduate
program, which comprises two
semesters of academic course work and a nine-month
mentorship and culminates in a Master of Public Administration (MPA) degree from the City University
of New York’s Bernard M. Baruch College, School
of Public Affairs.
Academic
Master of Public Administration Degree Program
Baruch’s Master of Public Administration is a 43-credit
degree program accredited by the National Association of
Schools of Public Affairs and Administration. The curriculum prepares Fellows for leadership roles in public
policy and administration in government agencies and
nonprofit organizations. Fellows must complete 13 credits
during the first semester at Baruch College:

* Each Fellow develops a Master’s thesis called the
Capstone, a major public policy research project.
Fellows learn contemporary managerial and analytical
methods that apply to a variety of program areas.
Mentorship and Leadership
Mentorship
The mentorship assignment builds on the academic
component to enhance professional competence, open
new areas of interest and employment opportunities,
and offer incomparable working experience with
senior-level administrators. Fellows work as special
assistants to their mentors and are charged with
significant responsibilities. They perform responsibly
in managing critical assignments during this core
segment of the Fellowship. Often, Fellows work on
policy and program development, including fiscal
analysis and budget impact analysis for state and
government agencies.
n Fellows who successfully complete the first
semester begin a nine-month assignment with a
senior administrator in a federal, state, municipal,
or county governmental agency, nonprofit
organization, or foundation.
n The needs and interests of the mentors and Fellows
are carefully assessed and matched to provide the
best experience for both.
n Placements are nationwide, and Fellows are required to relocate to the city of their mentorship
assignment.

National Urban Fellows seeks to develop accomplished
and courageous leaders and to prepare these leaders to
be highly effective agents of change. National Urban
Fellows develops great leaders through education,
mentorship experience, and development opportunities
during fellowship and as alumni. We prepare great leaders in pursuit of social justice and equity to be:
Alumni enjoy ongoing personal and professional
development. There are over 1,000 multiethnic, multicultural graduates of the National Urban Fellows
leadership development program who hold policy
making positions as mayors, city and county managers,
commissioners, and officers of major nonprofit and
philanthropic organizations in 42 states, the District
of Columbia, and Puerto Rico. Former Fellows often
serve as mentors. Along with the mentor relationship,
the Alumni Network is an excellent resource for
post-Fellowship employment.

Income: Operating support for the National Urban
Financial Results: During 2006 and 2007, organiza-

Significant Financial Trends: The last two fiscal
years saw National Urban Fellows Inc. expenses climb
above the $3 million dollar mark, mainly as a result
of the increased number of fellowships awarded. The
2006 and 2007 classes graduated 45 fellows each. Our
goal is to successfully graduate 40 to 50 fellows per
program year.
Expenses: Operating expenses for the year totaled
$3.1 million, 75% of which were directly related to
the NUF program. The Alumni Affairs Department
accounted for an additional 8% of costs with administrative and fundraising expenses accounting for 8% and
9% respectively.
The investment in an alumni program is critical to
the advancement of lifelong development for our
1050 alumni.
In Fiscal year 2007, for the first time in its history, the
National Urban Fellows embarked on a new initiative
to better market the organization. Towards that end,

a Director of Communications was hired in January.
Increased marketing visibility will enhance the ability
to attract the high quality fellow and mentor candidates
the National Urban Fellows has historically recruited.
With the appointment of a new President for the organization in the latter part of the 2007 fiscal year, new
initiatives have been identified. These include creation
of a President’s Club and a new targeted fundraising
strategy as well as overall quality actions in support of
fellows, mentors and alumni.
Our goal is to

Endowment Account: The endowment account
established by the Board of Directors in 2001 currently
stands at greater than $600,000.
