We need to send a storm water application to the landowner of this site- Ed Horecny.
The excavation floor of this TE-sized pit run quarry operation discharges storm water directly into the
Necanicum River at the Junction ofHwy 26 and Hwy 53. There's a stockpile on-site of pit run that
contains several thousand yards.
The site remains active. It may be below 5,000 yards per year. It would be difficult to determine without
annual surveys of the excavation.

This site application was circulated as an Operating Permit, however it was not issued because a bond
was never submitted. Subsequently to that, a request for an additional fee to keep the file open was
sent. No response was received so the file was closed.
I stopped by today to review continued mining activity at the site. I took some pictures of the pit, and,
looking at the current site and the 1991 pictures, it is difficult to tell what the exact removal volumes
are, but they are probably in the neighborhood of 5,000 yards.

I visited the site today with Patsy Horecny to discuss the submission of the required bond that will
enable us to issue the Operating Permit. Patsy explained that her husband is currently going through
bankruptcy and they do not have the ability to get a insurance bond. I left her a Letter of Credit form
with her. She has initiated some conversation with the banker to get this resolved, supposedly we may
get something as quick as next week or so from the banker. The site itself has seen a little more
development work. They scalped a little more of the upper part of the pit, however the removal
volumes looked to be well below 5000 yards since the previous inspection from the spring, when the
operating permit was circulated.

I was accompanied on this inspection by Russ Stauff, ODFW.
After the
inspection, I met with Patsy Lee Horecny at the Horecny residence to
review the pending project and go over the paperwork.
This was an initial inspection for an application recently received
by the Department of Geology for commercial use of a rock pit.

site is located near the junction of US Hwy 26 and Hwy 53.

south bank of the Necanicum River.
This 7 or 8 acre parcel is basically a knob of basalt with a
sedimentary cap surrounded by somewhat level ground which has been
previously logged.
Mining at this site began a couple of years ago.
The operator has· developed the site by scalping the sedimentary
material, pushing it down along the base of the knob in most

This may be an ideal location for

would require a zone-approval. - Until zoning change is approved, the
reclamation plan will return this ground to forest use or timber
production.
