Youth Baseball Rules
High School Baseball Rules will govern with the following amendments:
I.
Player eligibility is determined by June 1 of the current year. A player must be 10 years or younger to be
eligible for this division
II.
Uniform/Equipment Requirements
a. Players will be furnish with a Jersey and Hat from CVPRD and should be dress in that uniform for all
games. In the instance a player has not received their jersey yet, the player should wear a like color
shirt and will be allowed to participate in the game.
b. Required Equipment
i. Players are required to provide his own glove.
ii. If the player is catching, he is required to wear the provided catcher’s equipment and a
protective cup.
iii. Players are required to wear a helmet when on base, batting, and on deck.
1. Please note: if a players is coaching a base, he will also be required to wear a helmet.
c. Optional Uniform/Equipment
i. It is recommended that players purchase baseball pants and cleats. If a player chooses not to
purchase these items, then he will be required to wear athletic pants and closed toe athletic
shoes. No open toed shoes (flip flops, crocks, etc.) will be allowed.
III.
Game Length
a. Games will be 6 innings or 5 ½ innings if the home team is ahead or 1 hour 45 minutes, whichever
comes first.
i. When time expires, teams will complete the end of the inning unless the home team is ahead
and they will only complete the top half of the inning.
b. In the event of inclement weather an official game will be after 4 complete innings or 3 ½ innings if the
home team is ahead. Games that do not reach this point in the game, will be suspended and made up
at a later date.
i. If a game is suspended, the home team will need to note the situation when the game was
suspended including: Inning, Outs, Runners on Base, Batter, and Pitcher, Score, and Time
Elapsed in the Game. This information need to be turned into the CVPRD Sports Coordinator.
c. Games that are tied at the end of 6 innings or after time has expired will be resolved in the following
manner:
i. In each half inning, the offensive team will place the person that is the last scheduled batter of
that half inning out on 2nd base. Example: If the person batting 5th in the lineup is up to bat
first in the 7th inning, the person 4th in the lineup would be placed on 2nd base.
ii. If after one extra inning is complete and the score is tied, the offensive team will place the
person that is the last scheduled batter of that half inning out on 3rd base and the second to
last scheduled batter of that half inning on 2nd base. Example: If the person batting 5th in the

lineup is up to bat first in the 8th inning, the person 3rd in the lineup would be placed on 3rd
base and the person batting 4th in the lineup would be placed on 2nd.
d. There is no run rule for this division, however a team is allowed to score a maximum of 6 runs per ½
inning (see exception). A ½ inning will end after 3 outs or 6 runs.
Participation
a. All players will bat in the lineup throughout the game.
i. It is recommended (not required) that coaches should change the lineup for every
game. Players that are at the bottom of the lineup in game 1 should be rotated to the
top of the lineup for game 2. An easy way to track this is to keep a continuous line up
all year and if you leave off with your 6th spot, you start the next game with your 7th
spot as the leadoff hitter.
b. Free defensive substitution will be allowed for all players except the pitcher.
i. All players must play a minimum of 2 innings in the field for a regulation game.
Coaches should establish a rotation so that all players have played a minimum of 1
defensive inning by the end of the 3rd inning and their 2nd defensive inning by the end
of the game.
ii. Players should rotate positions at a minimum of every two innings, except the pitcher
and catcher.
iii. Pitchers are allowed to pitch a maximum of 3 innings per game. A pitch constitutes an
inning. Once a pitcher is removed from his position of pitcher, he is not allowed to
return to the position of pitcher. He is allowed to play any other defensive position
iv. Catcher are allowed to be changed every two innings to save time.
v. It is understood that not every child will want to play every position, however an effort
should be made for them to try out new positions. You are not required to play a
participant in a position that they are not comfortable with.
c. A player is allowed to leave and re-enter the lineup for any other reason than ejection. This
includes illness, hurt, bathroom emergency, etc.
d. Any player, coach, spectator, etc. that is ejected from a game will be suspended for the rest of
that game and the next scheduled game.
i. Anyone ejected must leave the field/complex and remain in the parking lot, unless it is
player and their parent or guardian is not at the game. In this situation, the minor child
will be placed in the charge of the field supervisor.
Batting and Base Running
a. Batters may not advance on a dropped 3rd strike.
b. Walks will not be allowed. If a pitcher throws 4 balls to a batter, a tee will be placed on home
plate and the batter will get two attempts to hit the ball fairly. If the batter does not hit the
ball fairly, he will be declared out.
i. The intent of this rule is to prevent excessive walks and allow the ball to be put in play
and have the players get outs, hits, etc.
c. Base Runners may not lead off, but stealing is allowed except for stealing home.
i. A base runner may lead off after the pitch or steal a base.

1. Please note: if it is determined by the umpire the baserunner’s intent is to go
halfway and try to draw a throw from the catcher, he will be declared out. The
baserunner should lead off or steal.
d. Base runners may advance one base on an overthrow by a fielder except for an attempt by the
catcher to put out a stealing base runner. The base runner will be required to stay on the base
that they stole.
i. If an overthrow occurs on a batter/runner going to first base, and there is a subsequent
play on the batter/runner attempting to advance to 2nd base; the batter/runner may
then advance to 3rd base if the ball is overthrown on the subsequent play.
e. A force slide rule is in effect at all bases including home. The base runner must slide directly
into the base or seek to avoid contact. Penalty: Dead Ball, runner is out and all runners will
return to the base occupied at the time of pitch unless forced to advance.
Pitching
a. Pitchers will pitch a maximum of 3 innings with one pitch constituting an inning pitched.
b. If pitcher throws more than one inning in a game, he will need to rest for a minimum of 1 day
before pitching again. Example: If a pitcher throws 2 innings on Wednesday, they would not
be eligible to pitch until Friday.
c. If a pitcher throws 1 inning, then he is eligible to pitch in the next game (Same or next day).
d. Balks will not be enforce since runners will not be leading off.
League Format
a. The league will consist of 10 game and a single elimination tournament at the end of the year.
b. Scores will be kept and reported to the Sports Coordinator by the home team. All teams will
make the end of season tournament
c. Even though we are keeping scores and having a tournament, the focus of this league is to
develop fundamental skills. Coaches should focus on player development and not winning.
