5. STATEMENTS
The following statements were due;
1) Comprehensive statement sought by Hon. Leonard Kirui on 30th August, 2016 from
Chairperson, Committee on Labour and Public Service on the fate of ECD assistants
employed by the County Government. In particular, the chairperson should inform on the
following;
a. Why the ECD assistants (recruited) have not received confirmation letters yet they
have passed through the required employment procedures?
b. What is the department’s plan towards the issuance of confirmation letters?
The Statement was committed to the Committee on Labour and Public service (Statement
No. 70)
The Chairperson did not give a response and informed the Assembly that the Committee was
yet to sit to process the summons as the County Secretary had failed to furnish his Committee
with the necessary information. The Hon. Speaker directed that a response be given by the
Committee within 14 days.
2) Statement sought by Hon. Hellen Chepkirui on 1st March, 2017 from the Chairperson, Labour
and Public Service Committee regarding the number of Persons With Disabilities who have
been employed in the County Public Service since inception of the County. In the statement ,
the Chairperson should state:-
a. The policy which the county government is using to ensure the progressive implementation of
the principle that at least 5% of the members of the public in elective and appointive bodies
are persons with disabilities
b. The number of persons with disabilities who have been employed in each department of the
county executive including the county executive committee.
c. The numbers of persons with disabilities who have been employed as Early Childhood
Education and Development assistants since this was a major recruitment in the County
The Statement was committed to the Committee on Labour and Public services (Statement No.

The Chairperson did not give a response and informed the Assembly that the Committee was
yet to sit to process the summons as the County Secretary had failed to furnish his Committee
with the necessary information. The Hon. Speaker directed that a response be given by the
Committee within 14 days.
3) Statement by Hon. John Ngetich on 18th January, 2017 from the Chairperson Committee on
Labour and Public Service on the employment of senior directors in the County Public Service
Board;
In the statement, the Chairperson should indicate;
(a) Which job group is the designation of “senior director” falls into?
(b) Whether there is any staff establishment which indicates the position of a senior director
and if there is any who approved the establishment?
(c) Whether the position of a senior director is equal to the position of a chief officer?
(d) If (c) above is in negative then why were the so called senior directors appointed?

The Chairperson did not give a response and informed the Assembly that the Committee was
yet to sit to process the summons as the County Secretary had failed to furnish his committee
with the necessary information. The Hon. Speaker directed that a response be given by the
Committee within 14 days.
4) Statement sought by Hon. John Molel on 7th December, 2016 from the Chairperson, Budget
and Appropriation Committee on renovation of Governor’s private residence using public
funds. In Particular, the Hon. Members wished to be informed on the following;
a. How much was used to do the said renovation and were the payments done?
b. What sort of renovations were undertaken in the said private home?
c. Who was the contractor awarded the said contract and when were the renovations done?
d. Where are the minutes of the tender committee that sat to deliberate on the same?
e. What are the status of the pending cases and who has been charged?
The Statement was committed to the Committee on Budget and Appropriation (Statement
No. 84)
The response was not given since the Chairperson was absent. The Hon. Speaker directed that
a response be given by the Committee within 7 days.

The Assembly was adjourned until Wednesday, 29th March, 2017 at 2:30 pm.
