Overview
In 2001, William Eckel wrote a thesis on former secondary lead smelting sites throughout the
country1. His thesis focused on the point that where many of these sites were historically located
are now developed as residential areas. In early 2012, USA Today wrote a series of articles
based on Eckel’s thesis2,7. These articles focused on the idea that many of the sites reported by
Eckel were seemingly unknown to the US Environmental Protection Agency (USEPA) or to
state agencies.
In response to the thesis and articles, the New York State Department of Environmental
Conservation (NYSDEC) began a desktop investigation of these sites. The purpose of the
desktop study was to determine which sites warrant further investigation.
Methods
Various sources were used to conduct this desktop study. The starting points were Eckel’s thesis
and the USA Today articles. In addition, the Standard Metal Directories6 from 1950 and from
1963-64 were referenced. These directories were one of the main sources used by Eckel in his
thesis to identify former secondary lead smelter locations. The complete list of reported
secondary lead smelting sites in New York State is in Appendix C.
Google Earth was used in order to locate the addresses listed by Eckel and USA Today. It was
also used, in addition to Tax Parcel information from ArcGIS, to determine the current use of the
property, and to determine if there is exposed soil. Aerial and street views of key locations are
listed in Appendix B.
Two map sources were used in order to confirm the locations of secondary lead smelting
facilities. The primary source was the Sanborn Map collection4, a collection of fire insurance
maps from the late 19th and early 20th centuries. The other source was the website Historic Maps
Works3, which has a collection of historic atlases. Maps of key locations are listed in Appendix
B.
New York City’s Office of Environmental Remediation Searchable Property Environmental EDatabase (SPEED) was used to determine if a site of interest was located within a New York
State Brownfield Opportunity Area (BOA) or an Environmental (EN) Zone.
New York City Sites
William Eckel’s thesis reported 69 former secondary lead smelting sites in the New York City
area. Prior to this desktop study, 3 of those sites had a Pre-CERCLIS screening which
determined them to be invalid. Twelve sites were confirmed to be office locations, not the site of
the actual smelting facility. Using Sanborn maps and atlases, 29 sites were confirmed to be
former secondary lead smelting facilities (see Appendix A Table 1).
Of the 29 confirmed sites, 6 were determined to be of particular interest due to possible exposure
routes. The table below summarizes these 6 sites.

Of the 18 unconfirmed sites, 4 were considered to be of particular interest because they were in
purely residential areas and had significant exposed soil. These sites are summarized in
Appendix A Table 2.
Long Island Sites
Eckel reported 6 sites in Long Island. Of those sites, 3 were unable to be located at all. Two of
those 3 sites simply listed a town, and no specific address. The third had an address listed which
Google Earth did not recognize.
Two of the reported Long Island sites, prior to this study, had Pre-CERCLIS screenings and were
determined to be invalid. None of the Long Island Sites were able to be confirmed with
historical maps. The Long Island sites are summarized in Appendix A Table 3.

Syracuse and Utica Sites
Eckel reported 2 sites in Syracuse and 1 site in Utica. One of the Syracuse sites was able to be
confirmed using both Sanborn maps and an atlas. These sites are summarized in Appendix A
Table 4.
Summary
Six sites in the NYC area were confirmed and determined to be of particular concern due to
possible exposure routes. Four unconfirmed NYC sites were determined to be of particular
interest due to possible exposure routes if contaminants exist.
One unconfirmed site in Long Island is of particular interest due to possible exposure routes if
contaminants exist.
One confirmed site in Syracuse is of particular concern due to possible exposure routes. One
unconfirmed site in Utica is of particular interest due to possible exposure routes.
All of these 13 sites may require site visits to determine whether follow-up investigation is
warranted. One confirmed NYC site of particular concern, the Columbia Smelting & Refining
Works former location on Lorraine Street, is currently being investigated by the NYC Health
Department.

No records were found for Magnus other than for their facility which became the N.L. Industries Site on Walden Avenue in the Village of Depew. The N.L. Industries Site was initially entered into the NYSDEC Voluntary Cleanup Program (Site #V00353) and was subsequently remediated under the NYSDEC Brownfield Program (Site #C915200). It is currently a Class C Site, and has implemented
a Site Management Plan implemented a Site Management Plan which includes Institutional and Engineering Controls. Also of note, the USEPA has been overseeing off‐site remedial work addressing contamination found in the neighborhood proximal to the remediated property.

noted at surface of former lot. Adjacent new home construction is noted on both Genesee and Pratt Streets; Sanborn map found. City Business Directories indicate additional Plant #2 at 425 Broadway. Sanborn found for this location as well. Noted that a fill ing station may have existed adjacent to the Broadway parcel in the past. Smelter building at 425 Broadway appears leveled as well and there may be possible soil exposure at this lot. directories indicate that a business office was also located at 386 Genesee Street.
