COMPEL is an effort to bring God’s people together to promote revival and mass evangelism. If the guidelines in
this manual are carried out, your people will become involved, excited, and burdened.
We will not win our communities to Jesus by accident. Statistics estimate that “83” people die and go to hell every
two seconds! Now is the time for us to work together to bring this world to Jesus. Our prayer is that God will sweep
through your community and your church, as your people “Go into the highways and hedges and COMPEL them to
come in!”

General Crusade Guidelines
Prayer
Every work for the Lord should be bathed in prayer. What a privilege we have to “come boldly to
the throne of grace” and make our petition known to God. We know that God desires the lost to
be saved and the Word of God promises that if we ask in accordance to His will, we know that we
have the petitions that we ask. Let us commit ourselves to prayer so that many souls might be won
in this crusade.
Please see material on Prayer in this manual.
Publicity
Biographical sketches, letters of recommendations and information regarding special programs
may be used as copies for local newspapers, radio stations, spot announcements, and television
announcements. You could also use this information for a bulletin insert in advance of the crusade
to acquaint your people with the team.
Here are some suggestions that should be helpful when working with your local newspaper and/or
Public Broadcasting System:

Call early for deadlines and publication requirements.
Deliver the copy personally to the religion editors and thank them for their help.
Make sure all advertisements are easily read and represent your church and our Lord in
worthy manner.
Local newspaper, radio and television publicity and local church-wide publicity should begin at
least six (6) weeks in advance of the crusade.
Counselors
Please have some trained counselors to deal with those who respond to the invitation. The number
of counselors that will be needed will depend on the size of the crusade – whether it is a local
crusade or an area-wide crusade.

Music
If at all possible, I would like to recommend the Music Evangelist for the crusade. If this is not
feasible, please ask the Music Evangelist to allow my wife some time on the program for special
music.
Note: My wife does travel with me full time, and she is available to share in music. Please see
material on Music in this manual.
Finances
We prefer to trust God to move the hearts of people to support this ministry and ask that a Love
Offering be taken at every service.
Please see material on Finances in this manual.

Meals and Lodging
Privacy is important to rest and study. The team will need private lodging accommodations. A
motel room is essential due to the fact that Bill is on the road week after week.
Please plan meals conservatively with only one full meal per day. We will be happy to accept
invitations anytime except before the evening service – we will eat afterwards. If there is a
restaurant at the motel, we will sign the ticket to our room.
Promotions
•
Hot Dog Supper – Children in grades 1st – 6th can meet with the Evangelist before the
evening service.
•
Pizza Pig Out – Students 7th – 12th grades have a special event on Wednesday evening
before the service. (See Crusade preparation material for more information.)
•
Book Table – DVDs, books, CDs and other items will be available for purchase. A table
will be needed to set up for these items. Please have a responsible adult to take care of the
table at each service.
Compel Outreach International Overview
Compel Outreach International (COI) is a ministry dedicated to evangelism.
Its vision is to reach the lost and to be used to bring revival to America and around the world. COI
believes in a straightforward and clear presentation of the Word.

The multi-faceted work of COI includes:
• COMPEL Crusades and local church revivals. Bill travels year round conducting these
meetings.
• International Crusades are a large part of this ministry. Bill and other team members travel
to conduct overseas crusades several times annually.
• COI is very involved with students across the country. Every year COI conducts Youth
Camps, Crusades, Rallies, and High School Assemblies.
• A COMPEL quarterly Newsletter is sent out to give information concerning the activities
of COI.
• COI has their own missions work in 22 countries around the world. See the COI brochure
included in this notebook.

Crusade Overview
COMPEL Crusades are being used of the Lord to bring people to Jesus and to bring revival to
many areas. Dynamic results stem from the nature of the crusade promotion. Churches that reap
the biggest benefits from the COMPEL Crusades are those that implement these promotional
strategies.
Crusade Schedule – The Crusade begins on Sunday morning and concludes on Wednesday
evening.
Crusade Expenses – See the section on finances in this manual.
Love Offerings – COI offerings are to be received every service during the crusade.
Love Offering Envelopes – Please use a love offering envelope at each service.
COI Budget – Our budget needs are over $10,000 weekly.
PRAYER
Nothing is done of any eternal value without prayer. The greatest sin of the church today is
prayerlessness.
We can do much after we have prayer, but we can do nothing until we have prayed.
The week prior to the crusade should be designated the “Week of Prayer.” Please implement the
following schedule:
Cottage Prayer Meetings – Meet several times during the weeks prior to the crusade in people’s
homes.
Day of Prayer and Fasting – Sunday prior to the Crusade.
Wednesday Night Service – Devote entire time to prayer for the crusade and especially for the
lost.
12 Hour Prayer Chain – Prayer Warriors sign up for 30 minute prayer segments from 8:00 am to
8:00 pm. Someone will be praying at the church every hour for 12 hours.

Promoting the Crusade
Prayer is the proper preparation. Advertising is the proper promotion.
Posters and Crusade Literature
Have some nice posters made using the photograph of the Evangelist along with pertinent
information concerning the Crusade.
Display Crusade posters in:
Your own church
Libraries
Banks
Apartment complexes
Storefronts
Schools
Businesses
Restaurants
Bookstores
Other churches
Hand out flyers to church members to take to their neighborhoods. Have students hand out
flyers in parking lots at local malls, grocery and department stores.
Newspaper
Do publicize in newspapers, radio, television, etc. Take advantage of any free advertising.
Use the enclosed photographs, news releases, and biographical sketches. Buy several ads
before the crusade begins. You may also let the media know that we will be available for
interviews.
Radio & Television
Radio spots and announcements as well as television spots are a good way of promoting the
crusade.
Bill Board/Sign
A crusade sign displayed in front of the church as well as in other heavy traffic areas always
creates interest.
Remember … the best advertisement is people who are excited about Jesus and the upcoming
crusade inviting their friends to attend the services.

Counselor Training Program
1. Enlistment of Counselors
We ask that you have a good number of counselors available for every service. There can
never be too many counselors. We need people who are deeply committed to Jesus, who
know how to lead someone to Christ and can record information correctly on decision
cards.
2. The following are some general but important instructions for Counselors:
• Dress nicely
• Be sure your breath is fresh
• Be kind and wear a smile
• Be at every service possible
• Attend counselor training
• Pray for all the services
• Each counselor will counsel persons of their own sex
• Always be courteous of other people in the counseling room
• Do not betray the confidence of the one you are counseling
• Deal with only one person at a time whenever possible
3. Become thoroughly familiar with the material contained in the manual for counselor
training. Be sure that each counselor has a Bible marked with the scriptures needed to help
someone with their decision. It is a MUST that several essentials be discussed during the
counseling session:

Note: Relax in the Lord and let Him do the work through you. Remember, to let the Bible answer
questions. You will not need to deal with deep theological questions. If a question is too difficult
to answer, find someone to help you.
Counselor Training should begin at least three weeks prior to the Crusade. The Pastor should
cover the basic decisions that they will be dealing with during the Crusade.
If needed, Bill will meet with all the counselors one hour prior to the first night of the Crusade.
Specific instructions will be given for what to do during the invitation and the set-up of the
counseling area.
Basic Decisions - This person wants to become a Christian. Assume that everyone who comes
needs to accept Jesus Christ as Lord and Savior – including church members.
1. Use the methods taught previously to lead the inquirer to a definite commitment to the
Lord Jesus Christ through prayer.

2. Be sure the inquirer has the assurance of salvation. Help them to understand that they can
be sure in their salvation because of what God has promised and what Jesus did on the
cross was complete.
3. When he/she is sure, encourage him/her to thank God in prayer, out loud, and in his/her
own words for the wonderful gift of salvation that God has given to them. Then pray for
them yourself.
Assurance of Salvation:
1. Make sure he/she understands God’s plan of salvation.
2. Show him/her that God promised an assurance of salvation. 1 John 5:11-13.
3. God is not trying to keep him/her from being saved, but rather God wants him/her to be
sure of their salvation.
4. Have prayer with him/her. Lead the person to pray affirming trust in Jesus Christ alone for
his/her salvation. Then ask if they believe. John 5:24
5. God’s assurance will depend on them accepting the fact that God will do what He
promised He would do.
6. If this solves his/her problems, he/she undoubtedly either has just been saved or
previously lacked understanding that assurance of salvation is by faith in God’s
commitment to them. Usually, they will know which situation it is. If not, then assume it
is a NOW experience.
7. If this does not resolve the doubt, though they believe they accepted Christ before, assume
that sin is the problem and deal with the person on restoration of fellowship with God.
Restoration of Fellowship with God - This is a person who claims to be a Christian, but has sin
in his/her life. Sin does not break our relationship with the Father, but it breaks our fellowship
with the Father.
1. Show him/her that when he/she became a Christian, Christ actually came to live inside
them. Revelation 3:20, John 1:12
2. Tell him/her that the Christian life is a MIRACLE LIFE. It is not lived by us and produced
by fleshly effort, but lived by Jesus Christ in and through us. Galatians 2:20
3. Tell him/her that our part is to YIELD to Him as if we were “containers” and to trust Him
to live through our bodies as His very own. Romans 6:13 Trust means confidence without
doubt that the Lord can be trusted.
4. Tell him/her that such “Daily Death” to self and submission to Christ results in the type of
true discipleship we desire. Matthew 16:24, 2 Corinthians 4:10-12
After the Decision has been made:
Fill out a decision card for every decision. Give follow-up material to each person if it is
available. Introduce each person to the Pastor and ask he/she to share the decision they have made
in their own words.
Follow up on each person.
Call/email them the next day and ask if there are any other questions they might have, or if
you can be of some help to them.
Call/email them the next Saturday or Sunday morning and encourage them to come to
church.
According to Matthew 28:19-20, our purpose as disciples and counselors is three-fold:
1. To proclaim the Good News.
2. To baptize new believers and incorporate them into church fellowship.
3. To teach them so they can grow in God’s grace.

Ten Steps to Conserving Results
It is the Church’s responsibility to train new converts to be useful and faithful disciples. Jesus
promised in John 15:16, “Your fruit shall remain.” The following steps will help!
Step 1: A Good Beginning. Every convert should be carefully and clearly instructed about their
experience of salvation at the time of their decision.
Step 2: A Letter of Information. The church secretary should give each convert a letter
containing the meaning of baptism and the time and place of the baptismal service for him or her.
Prepare this letter prior to the Crusade.
Step 3: After Service Encouragement. The Pastor should take a few minutes after the service to
encourage the converts, personally, about baptism and church membership.
Step 4: Pastor’s Letter of Rejoicing. Each convert should receive a personally signed letter
from the Pastor rejoicing over his/her decision for Christ. This should be written and mailed no
later than a week after the Crusade.
Step 5: Pastor’s Visit to New Convert. Each convert should receive a home visit from the
Pastor as soon as possible.
Step 6: Four Letters of Encouragement. Those converts not responding immediately to
baptism should receive four letters/emails over the period of the next four to six weeks.
Step 7: New Member’s Reception. On the first Sunday night after the Crusade plan to have a
fellowship for all the new members and their families.
Step 8: New Members Class. A class for new members should begin on the second Sunday night
after the Crusade. Continue this class for about one quarter until a New Believer’s Course of your
choice is completed.
Step 9: Spiritual Adoption. New converts should be assigned to an “encourager” for the first
year of their Christian life. This person will keep track of the new Christian’s growth for a year.
Step 10: Prayer. Pray continually for these new converts.
Note: If you follow these steps, each convert will receive a minimum of six letters, one visit,
thirteen classes of instruction, six weeks of interest, over six hours of personal attention, and a
year of constant contact. Most people will respond very favorably to this and believe the church
truly cares about them.

Music
Crusade Choir
A Crusade Choir will bring excitement to the week. Do your best to have an unusually large choir
each night.
Use your regular choir as a base and then add the volunteers that normally do not sing in the
choir.
Add extra chairs in anticipation of an overflow crowd in the choir.
One month before the Crusade, have a Crusade Choir Enlistment campaign and display posters,
etc., in the lobby of the church.
The choir should plan to meet 30 minutes prior to each service.
Sound System
Bill prefers to use a wireless lapel microphone, if available.
A sound system will be needed for other special activities during the Crusade.
Again, if at all possible, we would like to recommend the Music Evangelist for the Crusade.

Children’s Night
We suggest “HOT DOG HOG-OUT” for the children is planned for Tuesday night. To get the
largest number of children to attend, please consider the following ideas:
1. Make pre-printed tickets for the event. Distribute tickets to children on Sunday morning of
the Crusade to share with their friends at school.
2. Posters/flyers.
3. Ad in church paper/newsletter.
4. Announcement in bulletin/bulletin inserts/skits.
5. Please mail a letter to all Sunday school members in time to arrive by Wednesday before
the Crusade begins on Sunday.
6. Announce this event in every child’s Sunday school class and have teachers do all they
can to get children there.
7. Make an all out effort to contact every child in your church by phone. They love getting
calls!
8. Plan ahead to use your church van or bus on children’s night to bring kids to church.
9. Someone from the Crusade team will speak to the children at this event.
Instructions for Children’s “HOT DOG HOG-OUT”
Dear Children’s Worker,
On Tuesday night we are having a special service for all the children in grades 1st – 6th. Be sure to
stress that this event does not include preschoolers. Please follow these suggestions in planning:
1. Be sure the letters to the children are mailed ten days in advance. This will give the
children time to begin to invite their friends.
2. Be sure an individual letter is mailed to each boy or girl in this age group enrolled in
Sunday school, as well as the prospects. DO NOT HAND OUT LETTERS. You will miss
many children who are not present.
3. Make arrangements for the preparation of the Hot Dogs well in advance.
4. It is best not to have a Children’s Choir on this night. This separates the children from the
friends they invited and makes them uncomfortable.

Hello!

event planned just for you called “HOT DOG HOG-OUT!” We will start at 6:15 pm on Tuesday
night of the Crusade. This will be an exciting time that you will not want to miss. Bring as many
friends as you can. See you there!

Student Night
COI wants to reach the youth of America! Bill will work with the Pastor/Student Pastor in gaining
permission to get into the high school and junior high campuses to promote the Crusade.
Any assistance in gaining permission to speak to Christian clubs, organizations, football team,
band, etc., will be a great help.
Bill has been cited by one source as being “one of the top five speakers in America”. His
straightforward, tasteful school assembly has been well received wherever presented. He deals
with self-esteem, substance abuse, sex (very discreetly), bullying and suicide. It will make all the
difference in the world to the Crusade if Bill can get into the schools before, or on the day of
youth night of the Crusade. Please do not schedule Bill to speak in any schools after the youth
night has occurred.
All youth are encouraged to meet on Monday and Tuesday nights one hour before the service to
go out and “kidnap” their friends and bring them back to the service. Bill will need the Student
Pastor and the student workers to be in charge of this event.
The Pizza Pig Out will be held on Wednesday evening.
Instruction for Student Night “Pizza Pig-Out”
Dear Student Worker,
Wednesday night we are having the special Student service with a “Pizza Pig-Out” for all Junior
High and Senior High students. Please follow these suggestions in planning:
1. Be sure the tickets are printed and ready to go by the first morning of the Crusade. A letter
should be mailed the Friday, one week before the Crusade begins to all Sunday school
members.
An individual letter should be MAILED to each member. DO NOT HAND OUT LETTERS
IN SUNDAY SCHOOL. This will not work as well as a mailed personal letter or postcard.
And you will miss getting the info to those not present.
Also, if possible, make arrangements to go to the local school campuses to hand out tickets
the day before the “Pizza Pig Out.”
2. Make arrangements for the pizzas well in advance. You should estimate one large thin
crust pizza for every four students. Remember to contact the local pizza restaurant at least
one week in advance. If you contact the manager, you may get a sizable discount due to
the number of pizzas you order.
3. Reserve the front of the auditorium for the students. Make a sign to be used to reserve this
special space. It is important that the youth sit together. They listen better and respond
better in the invitation when they sit together.
4. Be sure to stress to the youth that IF THEY EAT PIZZA THEY MUST STAY FOR THE
CRUSADE SERVICE. Don’t allow them to leave any time between eating and the
worship service. Plan to move them all together from one event to the next.

5. Do not use a youth choir on this night. This separates visitors from their friends and
makes them feel uncomfortable. Attendance this night will take care of itself.
I am really looking forward to the week of the Crusade with you. The Student Night can be one
of the greatest nights of the meeting. Pray, Plan, and Prepare for a supernatural evening.

Sample Letter to Students
Dear Student,
This Wednesday night at 6:15 pm, we are having a “Pizza Pig-Out” just for you and your friends.
We will meet at the church (or location of the Crusade) for lots of pizza and then go to church (or
Crusade site) for the evening service. Evangelist Bill Britt from Dallas, Texas will be with us to
preach. Bill speaks to students all across America and I know he has a special message from God
just for you.
I want you to invite all your friends to come eat pizza and then to hear Brother Bill’s message. I
know you will work hard to bring as many of your friends as possible. It’s important that your
friends stay for the evening service if they come to eat pizza. If you need more tickets, contact the
church.
See you Wednesday night.

Suggested Crusade Financial Plan
Please give prayerful and careful consideration to the following suggestions:
1. The church is asked to pay all travel expenses for the team whether (driving or flying).
2. The expense check will need to be a separate check from the Love Offering check. Both
checks are to be made out to COMPEL.
3. Crusade expenses should be covered prior to the Crusade. If this is an Area Wide Crusade,
a banquet will be planned prior to the Crusade to raise the Crusade budget.
4. A love offering for COI will be taken up at every service during the Crusade. If this is an
Area Wide Crusade, the love offering will not begin until the budget for the Crusade has
been met. Both envelope and loose offering should go to COI.
Please Remember:
• COI is a ministry of faith. This ministry accepts meetings on a faith basis.
• The Evangelist is not able to schedule a Crusade every week of the year. The only source
of income COI has for the support of this ministry is love offerings from God’s people.
• The Evangelist never mentions money, unless asked to do so by the Pastor. He leaves the
taking of the Love Offering to the Pastor or Crusade Director and trusts God to move the
hearts of His people to give.
• The Love Offering received supports the entire ministry of COI.
• COI also conducts and funds it’s own International Crusade work around the world. This
ministry helps support Missionaries here and abroad. The Evangelist travels around the
world annually to preach the Gospel.
• Churches find this plan works satisfactorily because it provides the Evangelist the
privilege of living by faith and the Saints of God the privilege of investing in a ministry
that is committed to soul-winning and revival.
• COI believes that “those who preach the Gospel should be supported by those who accept
it …” I Corinthians 9:14
Here are a few facts that can be shared with the church, so that they can be aware of our needs:

Our Evangelist does not receive a guaranteed salary from any church, but comes to us by
faith.
Our Evangelist receives no housing allowances, no paid days off, no sick leave, and no
convention allowance from any church.
Our Evangelist has no retirement program provided.
All overhead expenses come from the Love Offering.
Our Evangelist cannot preach a Crusade every week. There must be time for family, rest,
travel and study.

diedfromAIDSandcivilwar.TheCompelCrosbyHomebeganin2009andwascompletedJanuary
2012,andnowhouse199childrenandisatfullcapacity.WebegantheCompelChildSponsorship
programinordertomeettheneedsofthesechildren.
CompelconductscrusadesandpastoraltrainingconferencesinKenyaandhasongoingworkledby
ourCompelAssociatePastorEricMudenyo.
CompelprovidedthefinancesandestablishedtheCompelBibleCollegeinTamilNadu,India,which
graduateditsfirst12studentsinFebruary2004,andhascontinuedtogroweachyear.COIBible
Collegenowhas498graduates.Compelpurchased3acresfortheBibleCollegetorelocateandbuild
newfacilities.Thisprojecthasalreadybegunandisnearcompletion.Compelhasheldseveral
crusadesandpastor/leadershiptrainingseminarsinIndia.Since2005over1703churchesandhome
biblestudieshavebeenplantedinIndia.TheongoingworkisledbyCompelassociate,Thomas
Maher.
CompelhaspartneredwithanorphanagethatisdirectedbyPastorThomasMaher.TheICMboy’s
homehousesupto40boys.TheseboyscanbesponsoredviatheCompelChildSponsorshipProgram
aswell.

newchurchinGhana,WestAfricainAugust2003duringthecrusadesandconferencesheldthere.
PastorStephenApaturaleadstheevangelicalministryinGhana,andoverseestheGreenAcres
ProjectestablishedthroughCompel.AnewchurchwasplantedinMalawi,AfricainAugust2004,a
resultofcrusadesandconferencesinthatarea.Todate,threemorechurcheshavebeenplanted.In
October2013,achurchplantwasestablishedinEastGarneton,Zambia.Sincetheyear2005,Compel
hasorganizedtheCompelAssociationofChurches,nownumbering58churchesinKenya.
