Extract from Press Release 17/3/16
Bassetlaw District Council to apply for
Full Membership of Sheffield City Region
“Bassetlaw District Council will apply to join a devolution deal with
Sheffield City Region that could deliver millions of pounds of investment and hundreds of job opportunities to North Nottinghamshire.
The devolution deal will see powers and responsibilities devolved
from central government to a more local level. This includes powers
and funding to deal with issues such as housing, skills and training,
business support and transport.”
County Councillor Liz Yates' Comments:
The ‘hot’ topic at the moment is Devolution. Most
parish councils have been watching what our councils
have been proposing for some time now, but the
issue has reached a point within Bassetlaw that not
many people expected. I will try and explain.
National Government has been devolving powers to councils across
the country for some time to provide better economies of scale in
difficult financial times. District, Borough, Unitary and County
Councils come together as a Combined Authority (CA) to work
together and share services.
The proposed model for Nottinghamshire is in the North Midlands
CA made up of Derby City, Derbyshire County, Nottingham City,
Nottinghamshire County plus all Districts and Borough Councils
within those counties. This has not been without problems as some
councils have pulled out of the plan – not least Bassetlaw, who up to a
short time ago was looking at membership of the North Midlands CA
and non-constituent membership of the Sheffield City Region CA
(SCRCA).
The extract from the Press Release above outlines the recent
developments. You may ask “what does that mean to me?” Without
being political I will try to explain the implications.
6
There is no better example than Transport because in our very rural
areas in the county buses are important to many. Our bus network is
subsidised with funding made available to the County Council, and
Bassetlaw has the largest amount of all the districts. If Bassetlaw’s
application to join the SCRCA is accepted, this money would be
‘conferred’ to Bassetlaw who, because they are not a transport
authority, would have to pass the funding to the SCRCA and its
elected mayor, to decide how best this money is spent.
The concerns that have been raised with me is that currently the
SCRCA has a population of around 1.79m, Bassetlaw has somewhere
over 100,000, so how is Bassetlaw going to be prioritised over a
region that is made up of Sheffield City, Rotherham, Barnsley and
Doncaster? I don’t know the answer to that but I do understand the
concerns of many who have spoken to me.
Before any of the above can happen the Secretary of State deems
that a public consultation must take place. When this was the case in
the SCRCA, just 245 people responded, just 0.0136% of the
electorate! Many of us feel strongly that this is not democracy ;
therefore a petition is being raised, requesting Bassetlaw District
Council to hold a referendum to give its residents their say.
Over the next few weeks many people will be asking for petition
support. I am always available to discuss issues with you, either the
above or any matters of concern to you.

Retford & District Royal British Legion
The local branch of The Royal British Legion are
organising a couple of events over the next few
months and would love to hear from anyone who
would like to take part.
The first is a celebration for the Queen’s 90th
birthday. The monthly meeting on June 6th has
been re-located to The Goodwin Hall, where,
after a short meeting, a fish and chip supper will be provided. This
will be free to all veterans and a small charge will be made to all
others in attendance. For catering purposes it is important that
numbers are known before the event, so booking is essential.
2016 also marks 100 years from the first day of The Battle of
the Somme. The loss of life on this one day means that 1st July
1916 is remembered probably more than any other event during
WW1. Several local men fell on that first day of the battle and a
short service of commemoration will be held at the War Memorial in
the Market Square at 10:00. Details are still being finalised but we
would like as many people there as possible to mark this event. Again
Further details will be available from Ann Hickman nearer the time.
Please get in touch if you have someone from your family who was
killed on 1st July.
Please come and join us for a Celebration on 6th June and a
Commemoration on 1st July. Please ring me on (01777) 818 993 for
further details or to book your place.

Congratulations to our Community Champion
The Parish Council would like to add their congratulations to Ethel Dawson who
recently won the title of Community Champion. Ethel has worked tirelessly for her
community for many years and it is fitting that her qualities have been recognised.
Lengthsman work around the villages
The Parish Council will be looking at joining the Lengthsman Scheme run by Notts
County Council again this year. This involves taking over some of the maintenance
work previously carried out by the County Council such as cutting back vegetation
along pavements, cleaning signs, weeding gullies etc etc. If you know of an area
which needs attention or have any suggestions for work please let the clerk know
as soon as possible so that it can be added to the list.
Spring Clean Event
There was a good turnout for the Spring Clean litter picking in both villages.
Thank you very much to all those who turned out. It was better supported than last
year and we hope that this is an indication of an increasing community spirit and
pride being taken in the villages.
Microchipping of Dogs
Just a reminder that it is now compulsory for all dogs to be microchipped.
There are a number of organisations which can carry this out for you as well as
your veterinary surgeon. It is not an expensive procedure and could make the
difference to getting your dog returned to you should it be lost or even stolen, as
well as complying with the new law.
Cemetery Memorials and Plantings
The new cremation garden alterations have now been completed as previously
reported. The regulations regarding planting and artefacts applies to this area as
well as the remainder of the cemetery. PLANTING ON GRAVES OR IN THE
CREMATION AREA IS NOT PERMITTED. The only place where flowers and metal
or stone vases may be placed is at the side of the memorial headstone. The
contractor has been issued with instructions to strim/mow across the whole site.
10
A membrane has been put under the gravel in the cremation garden to avoid weed
growth and it is important that this is not breached. These regulations may seem
insensitive to some but the Parish Council feel that they are important to protect the
cemetery and make it a pleasant area for everyone to enjoy. What one person
thinks is an attractive artefact may have different meanings to others and cause
offence. In addition any glass items could cause injury to visitors due to high winds
or outside influences.
Warning of Scams
A recent article has highlighted a new scam regarding defrauding bank accounts.
The phone scam where people purporting to be from a bank state that your bank
account has been compromised and they give a phone number to call is not new.
When people put the phone down the scammers remain on the line and intercept
the next call pretending to be the bank. This scam has now moved on to emails
and also letters. If you receive such a letter or email please do not use the
telephone number they give but call the one on the reverse of your credit or bank
card. Remember never to give your pin number to anyone either by phone, email
or letter. No bank will ask you for this information. One suggestion to add security
is to split up any financial information and submit some of it in a letter, some on an
email and another section by text.
Annual Village Meeting
Unfortunately this was poorly attended again this year – perhaps everyone knows
what happens in the villages and everything is perfect? The object of the Annual
meeting is to allow residents the opportunity to hear what local organisations have
done during the past year and also to put forward new ideas or projects. This year
reports included The Tenants & Residents Association which does excellent work
organising events for both villages, County Cllr Liz Yates, the editor of Idle Talk, the
Neighbourhood Plan team, Blue Skies Community Initiative who work with the
young people in the area organising numerous projects and events. The Chairman
of the Parish Council spoke about the consultations and projects which had been
undertaken throughout the year as well as updates on the Millennium Green Trust.
If you would like to read the full reports they will be on the Parish Council website
under the “Minutes” section.
Voting in the EU Referendum
Every household should shortly, if not already, receive a form in order to confirm
your details for the electoral register. Every person within the household is now
responsible for their own voter registration so make sure that the details on the
form are correct. You can also register online by going to www.gov.uk/register-tvote. You will need your National Insurance Number. Confirmation should be
issued from the District Council regarding your eligibility. You do not have to
register separately for the EU vote, your normal electoral registration is still valid.
The final date for registration is 7th June in order to be able to vote on 23rd
June. If you have any queries ring 01909 533252. This is an extremely important
issue which will affect the future of the country for decades to come, please make
every effort to cast your vote.

YOUR GARDENING MONTH: JUNE
What can I say about the weather! We had some very warm days in May
bringing forward many plants and vegetables, but cold nights so I hope
that you did not lose any tender plants. Everything is green and growing
nicely, including the weeds, which seem to be growing twice as quick as
anything else. When weeding, just a little tip, which I have mentioned
before, to prevent the weeds from self-sowing, cut the seed heads and
flowers into a bag before weeding out the plant itself.
Now is the time to plant hellebores or Lenten rose if you would like to
provide a good crop of flowers in the winter. Put these perennials in a
semi-shaded position under shrubs or trees and they will be quite happy.
Most plants in the garden will benefit from feeding during the summer
when they are in full growth to ensure plenty of blooms. A general
purpose fertilizer is good but potash is better and will ensure even
better results. Never feed plants if the soil is dry. A good idea is to
water in the evening, and feed the next day. Many pests will start to
appear so keep an eye out for them and spray the as soon as you can.
Cut all the dead heads from flowers to encourage new blooms.
Some shrubs are pruned in the summer; they are the ones that bloom in
early summer on shoots formed in the previous year. If pruned as soon
as flowering is over, they will produce lots of new shoots in the growing
season next year.
On the allotment the first potatoes and carrots should soon be ready to
harvest. You can also plant more carrot and beetroot. Companion planting
is about “good neighbours” i.e. a mix of compatible species that have a
positive effect on each other when close on the same plot, such as
strawberries with onions. If you plant courgettes these are on plant that
snails will love, other pests do not like them so you will not need to spray.
I am trying something different this year, ying/yang beans which can be
used dry in the wintertime in casseroles, as a side they also look pretty
with black potatoes and cannellini beans. I will let you know how I get on
later in the year, if I have any success with them.
Watch out for pests and spray or treat the soil as soon as possible.
Cabbage white butterflies, spray with carbaryl or rotenote.
12
Potato blight, spray with copper compound, but take care as butterflies,
ladybirds and bees are very helpful and desirable creatures to have
around.
Did you know that marigolds which flower from June to October are one
of the oldest ornamental cultivars for flower gardens? The main thing is
to enjoy your garden especially at this time of year when all the
wonderful colours and smells are a delight to behold.

Ingredients (Serves 4)





1.
2.
3.
4.
5.
100g plain flour
Pinch smoked paprika, 1tsp baking powder
1tbsp caster sugar,
2 eggs,
75ml milk
225g sweetcorn, 1 grated carrot, 6 spring onions, finely chopped
Oil, for deep-frying
Preparation Method
To make the fritters, mix the flour, paprika, baking powder and
sugar in a bowl and add a pinch of salt and pepper.
Beat the eggs and milk together in a separate bowl, then
gradually stir this into the dry ingredients to form a batter.
Stop mixing as soon as it comes together as it's important not to
overwork it.
In a separate bowl mix the sweetcorn, carrot and spring onion.
Add just enough batter to the vegetables to bind them, but no
more.
Next, fill a deep heavy-bottomed frying pan a third full of oil
and heat until a cube of bread turns golden in 30 seconds. Then,
carefully drop spoonfuls of the mixture into the oil making sure
the oil doesn't splash you.
Fry for 2 minutes then flip over and continue cooking for
another 2 minutes. Drain on kitchen paper and keep warm until
you've used up all the sweetcorn mixture

Neighbourhood Plan Update
A big thank you to everyone who came to our consultation event on
23rd of April at the ‘Party in the Playground’. The event was to
showcase some of the results from the questionnaire that was
delivered to every household in the parish in March.
Members of the Steering Group and Parish Councillors were at the
event to talk to villagers about their views of the results and for
them to say what style of building developments and sites of
development we should have in the villages.
Everyone had an opinion about potential sites and enjoyed placing
flags on potential sites on maps of both villages.
The next part of the process in writing our plan is to gather more
information as the questionnaire raised some issues that we need to
clarify with further consultation.
When this has taken place we will start the policy making part of the
process.
We hope the plan will be finished and presented to Bassetlaw Council
towards the end of this year or beginning of next year.

Pull a canal boat to raise funds
Are you looking for a new, exciting way to raise funds
for your organisation or your favourite charity?
If so, the Friends of Dawn Rose have a great idea.
Your team can pull a 70 foot long, hand-built, wooden
narrow boat on the Chesterfield Canal.
The Friends are organising a Sponsored Boat Pull all the way from
Shireoaks to West Stockwith and back. They will set off on June 4th and
finish on June 18th. Don’t worry, you won’t have to pull it all the way! The
journey has been split up into twenty sections which vary from less than
one mile to four miles and no locks to eight locks. You can choose which
section suits you on which day and at what time of day – morning,
afternoon or evening.
You pay a £50 fee to the Friends of Dawn Rose and everything else that
you raise goes to your chosen good cause.
Pulling a ten ton boat might sound impossible. In fact it is surprisingly
easy. The Friends will supply harnesses with which two people can pull
Dawn Rose very comfortably. Your team can take it in turns. The Friends
will steer and manage the boat, but you will be able to help, under
supervision. As you will be going at walking pace, you can bring friends and
family to share in a great day out along this beautiful waterway.

Nottinghamshire’s Libraries
and Cultural Services
From April 2016, Nottinghamshire County Council 'hived off' its
library and related services following an announcement back in
November 2015. Rather than repeat what you have probably already
seen in the 2016 issue of Nottinghamshire's County Life magazine
we will simply remind you that in many ways your experience of
Nottinghamshire Libraries and also Nottinghamshire Archives will
initially be unchanged. We would, however, suggest you drop into
your Retford Library to have your library card updated to the new,
smart, logo.
Not got a library card? You may not realise what you're missing !
A library card is almost worth its weight in gold. This is because
Nottinghamshire Libraries have free access for card holders to a
range of online family history resources, most notable among these
is free access to Ancestry.com's databases from within the library.
An individual subscription to this service would set you back some
£150 per year if you subscribed personally – so get on board!
Please note Family History Group meetings take place 17:00-19:00 on
the second and fourth Monday of each month (Bank Holidays and
August excepted). They are FREE, so just drop in.
To explore in more detail Inspire's services see their website:

04/04/16 – Burglary Other – Baulk Lane
As mentioned in last month’s edition and as per the figures above you will
see that there was an increase in crimes reported through the month of
April. With this in mind could I again remind people to keep all sheds/

The Parish Church is open on a daily basis, normally from sunrise to sunset.
The building can be an oasis of peace in a busy world. Please feel welcome to
make use of your church for prayer during these periods.
Please also feel free to contact me on 01302-710298 if there are any concerns
that you would like to discuss or pray about.
