1. What is the difference between a Reformer and a Stalwart? Explain.
A Reformer stood against the Patronage Spoils System. In the Spoils System, you could get a
job in the government even if you were not qualified. Reformers wanted only qualified
individuals in government positions. A Stalwart supported the Spoils System. In other words,
Stalwarts felt that elected leaders had the right to hire whomever they wished, regardless of
qualifications.
