Introduction
This document describes the vision, concept and scope of the IDM for e-services to be delivered for
Ministry of Economy Project.
1.
Identity management
The MoE Portal is accessed through user identity management. The identity management is achieved by
providing login information of registered user, such as user name and password. The user identity
management screen is displayed below:

Registration of new user
Click New User Registration provided in the home page, during identity management, and web page
containing new registration form is opened.

The user needs to fill the new registration form as per instructions provided below each field, and click
Submit button, for user registration. The fields that are mandatory are as follows:

Note: The mobile number should be unique.
An acknowledgment page will be displayed soon after application is submitted.

Note:
All the critical lookups have some dependency over these lookup items in the code, example
UAE in Countries Lookup. The following is the table showing the relationship of lookup value
and lookup ID.

MoE Sign Up

User fills up the sign up form.

User chooses a user name and a password.
•
User name has to be unique and password has to be strong.
•
User receives a confirmation mail on the email he provided in his sign up form.

When the user logins for the first time, there will be two options i.e. whether to register as individual user
or as company user.

Company Super Users
The Company Super User is the owner of the company who can add or remove users to the
company. The Company Super User can also apply for any application in the MoE eServices

Sign up at MoE portal to get a MoE user ID.
•
Register at MoE identity management as an individual first by filling up the individual
registration form.
•
Register at MoE identity management by filling up the company registration form and
attaching required documents
•
MoE should review the application and check the attachment, then approve the
registration
•
Add Company Users from MoE portal users
•
Company Super User and Company Users will be able to use MoE eServices

1.1.1.6. Adding Company Users
•
Company super user enters the MoE user name of company user.
•
System checks availability of entered user name in IDM.
•
If available, an email will be sent to username email address requesting to join the
company,

else the super user has to enter the MoE username of company user, once again.
Once the company registration mail is sent, the MOE staff will approve the company by clicking “approve
registered company”

Company Notes
•
The Company Super User can have only one company.
•
The Company User can belong to only one company.
•
The Company Super User can remove Company Users from the company profile.
•
The Company Super User can not modify the Company User profile or delete the
Company User from the government.ae portal.
•
If the Company User wants to disjoin the company an email will be sent to the Company
Super User for approval.
•
Company User has to be first registered in the IDM as an individual in order for the
Company Super User to be able to add him as a user of his company.
Note:
What configuration settings are to be made to allow the attachment files (word and excel) to
open in the same browser window without any prompt?
To open a word document on the browser window, do the following:
Press “Windows Start button”

1.2. Change My Password
Go to any one of the e-service home page. Click Change password option provided on the home page.

From the “Change My Password” page user will be able to change his password to a new one.
Enter password, new password and confirm new password. Click change password button
provided in the application.

1.3. Forgot My Password
Click Forgot password from the home page. The following window will open:

User provides his MoE username.
•
An email will be sent to the email address for that user, the mail will have a link to the
reset password page.

•
User goes to the Reset My Password page and type in the new password.
•
New password will be saved immediately and can be used from that instant.

1.4. Edit profile
Go to home page of one of e-services and click edit profile from the home page, as shown below:

1.4.1. Process Flow
Edit any of the fields which you want and click submit button. The profile in the MoE database will be
updated.
1.5. Sign out
The sign out is a feature helpful for the user to sign out from the website.
1.5.1. Process flow
Click sign out option provided on the home page of the e-service page, as shown below:

The home page of e-service will be displayed, but none of the e-services can be accessed if the user has
signed out. To access the e-service, the user has to again sign-in using the username and password.
1.6. Session time out
The session time out is the feature used to sign out the user after one hour, if the user does not access
the website after he has signed in.
