Level 3- This post will be working in a Regulated
Activity providing unsupervised or regular or close
contact with children. A Disclosure and Barring
Service (DBS) enhanced check combining a barred list
check, or equivalent overseas police check will be
obtained for those at this level. An enhanced level
certificate with barred list check(s) contains the same
PNC information and check of information held locally
by police forces as an enhanced level check but in
addition will check against the children’s and/or adult’s
barred lists.
BACKGROUND—South Sudan
South Sudan gained independence from Sudan after decades of turmoil and conflict, becoming the newest
nation in Africa in July of 2011. In December of 2013 civil war began in S. Sudan between opposing
political and ethnic groups when the Deputy Prime Minister was dismissed. Since that time the struggle
between warring factions has escalated, most recently in May of 2015. The new nation also contends with
seasonal flooding and other natural disasters—prompting emergency migration and population shifts with
resulting concerns regarding security, access, food shortages, health challenges, and economic hardship.
BACKGROUND—The Emergency Health Unit
The Emergency Health Unit (EHU) of Save the Children UK (SC-UK) has been established to support the
achievement of humanitarian Health, Nutrition, HIV and Water Sanitation and Hygiene (WASH) objectives
during emergency responses. The unit ensures a pre-standing emergency health capacity, including medical
supplies, logistics and skilled medical personnel, to deploy anywhere in the world in the event of a major
natural disaster or conflict.
Save the Children South Sudan (SC-SS) has requested the EHU to support an emergency response team to
strengthen surgical programming in targeted areas of need. The team will be based in Juba but able to
respond in a coordinated manner with other agencies throughout the country if a surge in demand is created
because of conflict or natural disaster.
The team will consist of a small core of clinical personnel and operational support members. They will report
to the SC-SS Country Director and will respond to surge in need using partnering institution and agency
facilities. Technical and operational support for the team will be provided by the EHU from Save the
Children UK.
ROLE



To support rapid facility and scenario assessments
To lead on patient management with regard to anaesthetics, ensure safe pre and post-operative care,
and provide appropriate anaesthesia administration under mobile and resource constrained settings
and in accordance with SC policies and protocols
o Anaesthetic focus will be toward utilizing regional techniques with occasional need for
continuous total intravenous anaesthesia
To support health facility training workshops with focus on emergency and trauma care

KEY RESPONSABILITIES
Emergency preparedness
 To become familiar with the overall content and function of the emergency surgical unit—including
both its training and clinical components
 To become familiar with the plans and Scope of Work for potential response scenarios
 To provide training and assistance in the development of emergency preparedness plans focussed on
mass casualty management, emergency response, and trauma care
Deployment









To contribute to surgical unit assessments, working with the clinical staff and a medical logistician
to identify facilities with the potential to host surgical activities and trauma care.
To assist with programme planning and procurement of essential materials, drugs and equipment.
To work with existing national structures as required to organize and develop surgical capacity.
To support recruitment of theatre staff as required and ensure their clinical orientation and training.
To carry out the full spectrum of pre, intra and post-operative care that is safe and appropriate for
the context.
To supervise and account for the mobile team anaesthetic activities and pharmacy: drug
procurement, on going inventories, expired drug procedures, and management of record keeping
(patient and supplies)
To supervise personnel under his/her responsibility (recruitment, training, performance evaluation,
motivation)
To ensure patient confidentiality and consultations are performed in a dignified and appropriate
manner in keeping with the standards and principles set out by SC.
To comply with Save the Children policies and practice with respect to child protection, code of
conduct, health and safety, equal opportunities, and other relevant policies and procedures.
QUALIFICATIONS and EXPERIENCE
Essential

Anaesthetist or Nurse Anaesthetist with appropriate licensing and credentials

Previous experience of working in emergency response and in austere environments




Ability to assess medical conditions quickly and calmly under pressure, as required
Excellent communication skills, with good spoken and written English
Ability to work with flexibility in cross-cultural setting and under difficult working conditions
Commitment to the aims and principles of Save the Children, in particular an understanding of the
Save the Children’s mandate and child focus
Desirable




Previous experience within a humanitarian aid organisation
o Familiarity with humanitarian principles and standards
o Understanding and experience of international health program management issues,
experience with interaction/representation at health cluster and with other stakeholders, and
background/knowledge dealing with security issues and management is a plus
