Meeting Notes Cultural Affairs Commission Wednesday, March 18, 2015 Fred Kavli Theatre Founders Room Call to Order: Roll Call: 6:01 p.m. Present: Robert Biery, John Bradley, Eloise Cohen, Cathryn Croall, Christina Duffy, Lily Lee, Judy Linton, David Mead, Jerry Miller, and Stephanie Wilson Absent: No Absences Staff Present: Barry McComb, John Adams, Stacy Park and Marisa Hanke 3. Pledge of Allegiance 4. Approval of Absences N/A 5. Oath of Office for Commissioner Horn- City Clerk Department 6. SPECIAL PRESENTATIONS (5 minutes each) A. “13 the Musical“– Panic! Productions – Paul Panico. Gave a brief description about show on April 10, 2015 B. “Rabbits” – Pat Johnson and Nan Young spoke about the “The Rabbits are coming”, exploring ways to create a unified celebration among the city. They will be creating fundraising, working under the Arts Council. 7. Public Comments: Richard Williams- Chair of the Thousand Oaks Arts Festival. Beginning to plan for the upcoming year’s festival. Requested to be put on the agenda for approval. 8. Liaison Reports A. Resident Company – New West Symphony- Karen Bonsell. Receive report. Musical director Marcello recognized as emerging Musical director, NWS is getting recognition which is bringing more notice to Thousand Oaks and the Civic Arts Plaza. Kerry Sadler, report regarding artistic programming and upcoming concerts. Invited all to the rehearsal on 3/25 at 7 pm. B. Arts Organization – Ventura County Arts Council – N/A 9. ROSENBERG’S RULES OF ORDER Assistant City Attorney Patrick Heir gave a brief overview on Rosenberg’s rules of order, recommended adoption, and will keep commission abrest of any further revisions of that order as approved by the California league of cities. Motion: Motion to adopt Rosenberg’s rules of order with revisions as approved by the California League of cities, as the commission’s rules of order. Motion passed 11-0. 10. Theatres Fund Financial Plan Presentation- Barry McComb gave an overview on the Ad Hoc City Council Theatres Fund Budget review committee recommendations, community events endowment fund application, and box office user fee. 11. Thousand Oaks Cultural Master Plan- Barry McComb gave a brief explanation on what a Cultural Master Plan entails. Motion: To refer the Thousand Oaks Cultural Master Plan to the Community Outreach committee to bring forth a proposal. Approved 11-0 7. Committee Reports A. B. C. Community Outreach –overview on Captivating Art reception on April 4, and Open Studio Tour on April 18, 2015. Update on CEEF Grant Workshop. Theatre Operations – Developed an outline on the City/Alliance Strategic plan meetings. Developed a 5 step process to develop a new resident arts company policy. TOCAP Foundation- Approved Rosenberg rules of order. Update on programming. Programming will be released on May 26, 2015. 8. Commissioner Comments 9.
