ANNOUNCE PLANS TO SEEK
RE-ELECTION IN 2014
Rep. George Keiser, Rep. Lawrence (Larry) Klemin, and Sen. Ralph Kilzer have
announced their plans to seek re-election to the North Dakota Legislature in 2014.
Your legislators have served District 47 with distinction in the Legislature and are
again seeking your support for nomination as legislative candidates.
Rep. George Keiser
Rep. George Keiser has represented District 47 in the North
Dakota House of Representatives since 1993. He has served as
Chairman of the Industry, Business and Labor Committee (IBL)
from 2001 through 2013. North Dakota’s strong economic
condition is neither an accident nor a coincidence. Under Keiser’s
leadership as Chairman of IBL, significant initiatives and policies
have been developed, which position North Dakota for continued
growth and economic success.
Rep. Keiser has also served on the House Energy and Natural
Resources Committee for the last four sessions, which is
responsible for developing strategies for managing energy, water,
and hunting in the State. He previously served as Chairman of the House
Transportation Committee. In 2011, Rep. Keiser was elected President of the National
Conference of Insurance Legislators. During the 2010 and 2012 interims, Rep. Keiser
chaired the legislative interim Health Care Reform Committee, which had been
assigned the task of developing North Dakota’s response to the Affordable Care Act
enacted by Congress.
In addition to his legislative activity, Rep. Keiser has served as a Bismarck City
Commissioner, President of the Bismarck Chamber of Commerce, Chair of the North
Dakota Humanities Council, United Way Campaign Chairman, and currently serves on
the board of Wells Fargo Bank and Sanford West. George and his wife Kathy own
Quality Printing.

Rep. Lawrence (Larry) Klemin
Rep. Lawrence (Larry) Klemin has represented District 47 in the
House of Representatives since 1999. He has served on the
House Judiciary Committee as Vice Chairman and has also
represented District 47 on the House Political Subdivisions
Committee, House Government and Veterans Affairs Committee,
and House Constitutional Revision Committee. Rep. Klemin has
chaired the interim Judiciary Committee in the past and also was
selected as Chairman of the North Dakota Advisory Commission
on Intergovernmental Relations in 2011. He currently serves on
the interim Judiciary Committee as Vice Chairman and on the
Commission on Alternatives to Incarceration.
Since 1999, Rep. Klemin has been a Commissioner on the National Uniform Law
Commission. North Dakota has enacted dozens of the national uniform laws, and Rep.
Klemin has been proud to have participated in the drafting and passage of many of
these uniform laws.
Larry Klemin is a lawyer in Bismarck with Schweigert, Klemin & McBride, PC, and is
also President of Litigation Services, Inc. He has written many publications in use by
lawyers throughout the United States. He has also been involved with many civic and
charitable organizations. He says that he has received much from the community over
the years and tries to give back to the community by his service. He has been
recognized for his service by numerous awards. The organizations and awards include
the Board of Directors of the Bismarck Mandan Chamber of Commerce; State Advisory
Council, North Dakota Office of Administrative Hearings; State Bar Association of North
Dakota, Administrative Law Committee (Chairman ); State Bar Association of North
Dakota Legislative Service Award; March of Dimes Birth Defects Foundation, North
Dakota Chapter (Volunteer of the Year); American Red Cross, West Dakota Chapter
(Chairman and Member of Disaster Action Team); Advisory Council for the Central
North Dakota RSVP; Church of Corpus Christi (Chairman of Parish Council); National
Federation of Independent Business, Guardian of Small Business Award; North Dakota
Chamber of Commerce, Chamber Champion Award. Larry is a member of the Elks,
Eagles, American Legion, National Rifle Association, and Optimist Club of Bismarck.
Larry is a military veteran, having served with the 101st Airborne Division (Air Assault) in
Vietnam, where he was awarded the Bronze Star, Purple Heart, Army Commendation
Medal, Air Medal, and Combat Infantryman Badge, among other awards.. He and his
wife, Rita, a former elementary school principal, have 2 children and 3 grandchildren.

Sen. Ralph Kilzer
Sen. Ralph Kilzer began his legislative service in the House of
Representatives in 1997. In 1999, Ralph was elected to the
Senate, where he has continued to serve District 47. Since 2003,
Sen. Kilzer has served as a member of the Senate Appropriations
Committee and is Chairman of the Appropriations Subcommittees
that handle the budgets for the Department of Human Services,
Department of Health, Judiciary, Indigent Defense Commission,
Administrative Hearings Office, Attorney General, Emergency
Medical Service, Veterans Home, and Department of Veterans
Affairs. He is also the Vice Chairman of the Legislative Audit and
Fiscal Review Committee and a member of the Legislature’s
Budget Section and Employee Benefits Programs Committee.
He was recognized by his peers in the Senate for his leadership when he was elected
as President Pro Tempore of the Senate in 2011.
North Dakota is in excellent fiscal shape. Revenues are exceeding projections made at
the end of the last Legislative Session in early May, 2013. The projection for an ending
fund balance then for June 30, 2015, was $54 million. At a meeting of the Budget
Section in December, that projection was increased to $467 million. The rainy day
funds (the State’s savings accounts) are also well funded. As of October 31, 2013 they
had the following balances: Legacy Fund had nearly $1.5 billion; Budget Stabilization
Fund had $583 million; Foundation Aid Stabilization Fund had $372 million; and
Property Tax Relief Fund had $338 million on its way to $850 million relief in the

Sen. Kilzer’s experience outside the Legislature has been in the field of medicine. An
orthopedic surgeon, Ralph is the founder of The Bone & Joint Center in Bismarck. He
has served as Clinical Professor of Surgery for the UND School of Medicine, is Past
President of the 6th District Medical Association, and is a member of the American
Medical Association and the American Academy of Orthopedic Surgeons.
Sen. Kilzer has received the St. Mary’s High School Distinguished Service Award, the
University of Mary McCarthy Award, the State Bar Association of North Dakota
Legislative Service Award, the Physician Community and Professional Services Award,
the Schafer Excellence in Healthcare Award, and the Friend of Nursing Award.
Ralph and his wife, Marcia, are the proud parents of 6 children and 7 grandchildren.
