competence that are central to JFSA’s mission. Thank you all
for your dedication and exemplary work.
It is my pleasure to report that in 2014-2015 JFSA provided
more aid and services to a greater number of clients than at
any time in the Agency’s history.
Notwithstanding the cost of providing record levels of aid and
services, the Agency is as strong as it has ever been financially.
Revenues exceeded $4 million for the first time ever. The
financial needs of JFSA will grow, however, as the Agency
evolves to serve the needs of our community and as the
Jewish population shifts geographically to the East and South.
Moving to our wonderful new premises has helped keep costs
down while increasing efficiency.
Our Seniors’ Home Support services supports over 500 seniors
monthly. The Agency now employs over 65 field workers
whose efforts enable a growing population of seniors to age
in place with dignity. Revenue from this service exceeds $1
million per year and is growing rapidly.
The Agency is engaged in a comprehensive review of Food
Security alternatives in order to better fulfill our obligation to
feed the hungry. The pillars of our Food Security strategy will
include access, dignity and nutrition. Until such time as a new
strategy can be implemented we will continue to operate the
food bank with the tremendous support of volunteers.
It is an honour to serve an organization that delivers truly
vital services to our community and beyond. One cannot
help but be inspired by the commitment, compassion and
professionalism demonstrated by JFSA’s management, staff
and volunteers on a daily basis.
Thanks also to Richard Fruchter who has provided tremendous
leadership in his role as a Senior Management Consultant to
the Agency. We have benefitted immeasurably from Richard’s
wise counsel. I am confident that the Agency will have a new
CEO in place soon and we are fortunate that Richard is available
to share his experience and wisdom with the Agency’s new
leader when the time comes. Thanks to the members of our
Search Committee for their efforts in this regard.
I am particularly proud of the extent to which JFSA
strengthened its ties to the Jewish Federation of Greater
Vancouver this past year. JFSA remains the Federation’s largest
recipient of funding, which highlights the importance of this
symbiotic relationship. Special thanks to the Federation’s
Stephen Gaerber, Ezra Shanken and Shelley Rivkin for your
ongoing support and that of your organization.
A final thanks goes out to our many donors – large and
small. We rely on your support to feed the hungry, provide
shelter, advocacy, counseling, Seniors Home Support and
other vital services.
I am pleased JFSA is in such great shape and I have no
doubt that JFSA will reach new heights with the help of an
outstanding Board, a strong management team, and our
superb staff and volunteers.

After a lifetime in Russia, a 70-year-old Jewish
woman immigrated to Canada to rejoin her
husband. Supported by the Jewish community,
they built a new life together and thrived until the
husband, who had sponsored her visa and provided
for her financially, passed away two years later.
Without an income of her own, and ineligible
for Old Age Security or Guaranteed Income
Supplements due to sponsorship and residency
constraints, the woman was at-risk of becoming
homeless. Unable to speak English and advocate
on her own behalf for government support, she
approached JFSA for emergency assistance.
Our Russian speaking counsellors provided the
woman with food vouchers and worked with her
to apply for Death Benefits, Rent Bank, Shelter
Aid for Elderly Renters, and Canada Pension Plan.
Having exhausted all of these options, the woman’s
advocate was able to secure $906 a month from
the Ministry for Social Assistance, allowing her to
stay in her apartment and avoid homelessness.
Once the advocacy process was completed,
the client was referred to the Settlement and
Employment Departments for further assistance
and additional financial support.

Many of our clients receive years of help from JFSA’s
staff and often a bond develops between them as a
result. One such bond was created 8 years ago when
one of our clients required help moving from their
home in Burnaby to Cavell Gardens, a Seniors Living
Community, in Vancouver.
Over the years, our staff member had become like a
“surrogate daughter” to the client by accompanying
her to doctor’s appointments, performing regular
home visits, and acting as her advocate with Vancouver
Coastal Health. Thanks to her efforts, and those of
our seniors’ team, the client is able to continue living
independently at Cavell Gardens despite recently
celebrating her 100th birthday.
The client’s personal care worker also developed a
bond with the client and helped to organize the 100th
birthday party as well as arranging for letters from the
Queen of England, Stephen Harper, and the Governor
General to be sent wishing her a very Happy Birthday.
According to the “surrogate daughter” and her two
children who also attended, it was a very special
celebration and “the most fun [the client] had in years.”

There is nothing worse than realizing that a problem
is too large for you to handle and being turned away
when you ask for help. For a couple that came to
JFSA in crisis, this happened to them twice when
approaching other agencies.
The couple’s case was difficult, and it was easy to see
why other agencies may have considered the challenge
too daunting: childhood abuse, neglect, suicide, mental
health issues, PTSD, sexual abuse, addictions, and
violence were just some of the many issues that they
were struggling with. Treating them with dignity and
compassion, our trained mental health counsellors took
on the challenge and offered to see them immediately.
At the end of a lengthy session that explored their
troubled past and current challenges, the couple
filled out a Client Satisfaction Survey and committed
to future sessions with the counsellor. Surprisingly,
instead of feeling discouraged about their situation,
they wrote that after one session there was “Significant
Improvement”, and that they believed that within “six
months their concerns will be resolved.”
A large part of the couple’s enthusiasm and hope
for improvement came from their experience with
the counsellor who they felt was “insightful, friendly,
empathic and put us at ease,” and who created “a very
friendly and safe feeling atmosphere.” Clearly relieved
at finally finding someone to share their story with, they
added “I’m so grateful to have such help. Thank you!”
The abilities of our clinical staff demonstrate that we
have the capacity to take on challenged clients and,
even within a limited time period, help them feel
hopeful about their situation.

able to help her by providing a Home Care Worker for three
hours a week. After the first day of services, the daughterin-law phoned and expressed her relief and gratitude for the
support. She said that those three hours of extra help had
delighted her mother-in-law, who enjoyed having her hair
washed and combed, and her apartment and laundry cleaned.
Supporting seniors’ ability to live independently at home, JFSA
has made a significant difference in the lives of hundreds of
families in our community as the lead agency for the United
Way’s Better at Home Program, including that of a Kitsilano
woman. Struggling with her mental health, the woman’s
daughter-in-law had been helping her with basic tasks,
but bathing, self-care, and changing soiled clothes were
something she rarely had time for.
The daughter-in-law also wanted to pass on her gratitude for
our professionalism and support and is feeling more optimistic
about her and her mother-in-law’s quality of life.
Like many others in her situation, the daughter-in-law also had
to deal with the stress of working full time while caring for her
mother-in-law and the conflicts that inevitably arose. JFSA was

JFSA’s Legacy Circle
Over the past 20 years, JFSA has been fortunate to have had caring
and committed friends, who in addition to giving an annual gift, have
also extended their commitment to establish an endowment fund.
Today, JFSA has about 50 endowments held at the Jewish Community
Foundation and the Vancouver Foundation, totalling approximately
$3 million.
The following funds provide much needed annual support to our many
programs and services. In the 2014 – 2015 fiscal year these funds
generated a total of $189,052.79.
