What is Penny for Pinellas?
• Original Penny for Pinellas approved by voter
referendum in 1989 and has been renewed
twice since first approved
o Penny I: 1990 - 2000
o Penny II: 2000 - 2010
o Penny III: 2010 - 2019
• It authorized a 1 cent sales tax for a 10-year
period from 1990 through 1999.
• This local sales tax revenue is restricted for
infrastructure improvements.

How much does the City receive?
• Dunedin’s FY 2017 estimated revenue from
the Penny for Pinellas is $3.6M.
• To generate that revenue in FY 2017, the
millage rate equivalent is 1.7426 mills.
• With nearly 30 years of data, a study
estimated one-third (1/3) of Penny for Pinellas
revenues are contributed by tourists and
seasonal visitors.

Penny III Revenue Projection
• Initial revenue projections for 2010-2019 for
Dunedin were: $46M+
• Due to the economic downturn, we estimate
the actual revenue will be: $33M+
• This represents a 28% revenue shortfall, which
is why we will be cautious in committing
future dollars to ensure we can complete the
projects we identify.

Penny IV: 2020 - 2029
• The referendum for the 2020-2029 renewal of
the Penny for Pinellas will take place November
7, 2017.
• Collaboration between local municipalities,
including Dunedin, and Pinellas County began in
Fall 2016 to establish timelines,
communications strategies and establish
revenue estimates.

Penny IV: Revenue Projection
• Preliminary Penny IV revenues countywide are
$1.992B from 2020-2029.
• Pinellas County will be taking $225M off the
top, for county projects of regional importance.
• Remaining funds will be allocated to cities
based on October 2016 population estimates.

• Dunedin is estimating approximately $40M
from Penny IV.

resource.
• Not constrained by list staff has developed.
• Not enough revenue for everything we
currently have on list.
• City Commission and Staff are seeking public
input on how to best use Penny funding.
