SVG175/03 – HALF HOURLY DEFAULT EACS BY MEASUREMENT CLASS MEETING NAME SVG 175 Date of meeting 1 September 2015 Paper number 175/03 Owner/author Jon Spence Purpose of paper Decision Classification Public Summary The Supplier Volume Allocation Group (SVG) approved Change Proposal (CP) 1432 ‘HH Default EAC by Measurement Class’ for implementation in the November 2015 Release. This paper proposes initial Half Hourly (HH) Default Estimated Annual Consumption (EAC) values for the SVG’s approval. 1. What is the HH Default EAC? 1.1 When HH Data Collectors (DCs) are unable to retrieve HH metered data, they estimate the missing data using the most accurate of a number of methods, subject to the data available1. For example, HHDCs estimate using data from a check Meter or historical data, where available. The eighth (and last) in the hierarchy of estimation methods is to use the HH Default EAC, together with Default Period Profile Class Coefficients. 1.2 HH Data Aggregators (DAs) also use the HH Default EAC and Default Period Profile Coefficients when the expected HHDC2 has sent no data. 1.3 The HH Default EAC is a Market Domain Data (MDD) item and has a current value of 1,500 MWh. 2. P300, P272 and CP1432 2.1 Approved Modification P300 ‘Introduction of new Measurement Classes to support Half Hourly DCUSA Tariff Changes (DCP179)’3 has an Implementation Date of 5 November 2015. It will introduce two new HH Measurement Classes and redefine Measurement Class E, as follows: 2.2 ● Measurement Class E – ‘Half Hourly Metering Equipment at below 100kW Premises with current transformer’; ● Measurement Class F – ‘Half Hourly Metering Equipment at below 100kW Premises with current transformer or whole current, and at Domestic Premises’; and ● Measurement Class G – ‘Half Hourly Metering Equipment at below 100kW Premises with whole current and not at Domestic Premises’. Approved Modification P272 ‘Mandatory Half Hourly Settlement for Profile Classes 5-8’ will result in increased numbers of below 100kW HH Metering Systems. If the HH Default EAC continues to represent the average annual consumption across all HH Metering Systems, it will be too high for Metering Systems in Measurement 1 BSCP502 ‘Half Hourly Data Collection for SVA Metering Systems Registered in SMRS’ Section 4.2.1 defines these methods. 2 The HHDA determines the expected HHDC using the registration data that the Supplier Meter Registration Service (SMRS) provides. 3 Distribution Connection and Use of System Agreement (DCUSA) Change Proposal (DCP) 179 ‘Amending the CDCM tariff structure’. Additionally, once recalculated over the new HH Metering System population, it will be too low for 100kW Metering Systems (Measurement Class C). 2.3 We raised CP1432 ‘HH Default EAC by Measurement Class’ to introduce Measurement Class specific values. These will better reflect the consumption for their respective Measurement Classes. The SVG approved CP1432 for implementation on 5 November 2015 (to align with P300).4 When presenting CP1432 to the SVG, we noted that we would carry out analysis to establish initial HH Default EAC values for the new Measurement Classes and revisit the existing value for Measurement Class C. We noted that we would present these to the SVG for separate decision and implementation through the MDD change process. 3. Analysis and proposed values 3.1 We propose the following initial values for the new HH Default EACs by Measurement Class. SVG175/03 Page 2 of 4 V1.0 © ELEXON 2015 SVG175/03 – HALF HOURLY DEFAULT EACS BY MEASUREMENT CLASS 3.2 We considered using Profile Class 5 and 6 data as a proxy for Measurement Class G, and Profile Class 7 and 8 data as a proxy for Measurement Class E. This approach assumed that Metering Systems in the higher maximum demand Profile Classes were more likely to have current transformers than those in the lower. The DCP179 working group analysed the number of whole current and current transformer (CT) Meters within each Profile Class. This showed that there was no correlation between Profile Class and the type of metering. 3.3 In the absence of any more appropriate data, we propose the same HH Default EAC values for Measurement Classes E and G. As the majority of Metering Systems in Measurement Classes E and G will be those currently assigned to Profile Classes 5 to 8, we have calculated a HH Default EAC value based on Profile Class 5 to 8 data. 3.4 Every two years Non Half Hourly (NHH) DAs provide ‘frequency distribution data’, showing the number of customers within a set of consumption bands within each Profile Class. We use this data to weight the profiling sample. Analysis of this data gives a weighted average value for Profile Classes 5 to 8 of 98 MWh, close to the proposed value of 100 MWh. 3.5 Measurement Classes E, F and G all use the same Consumption Component Classes, so better data will not be readily available, even after the implementation of P272. We will consider whether to request additional data from Suppliers to support future analysis. However, HHDCs and HHDAs will only use the HH Default EAC values as a last resort. As such, it is unlikely that the benefits of further refining the HH Default EACs would justify the costs of any additional analysis. Suppliers can avoid the use of HH Default EAC values by providing the HHDC with a Metering System specific EAC value on the ‘Notification of MC/EAC/PC’ (D0289) flow. 4. Next steps 4.1 We will raise an MDD Change Request (CR) to introduce our proposed HH Default EAC values, or any alternative values agreed by the SVG, on 3 September 2015. We will include the MDD CR in the MDD Version 235 batch, the same version in which we will introduce/amend Measurement Classes for P300. 4.2 The SVG will review the MDD CR at its meeting on 29 September 2015. MDD v235 has a publish date of 7 October 2015 and a go-live date of 14 October 2015. The new Measurement Classes and the HH Default EACs will have effective dates of 5 November 2015. 4.3 We propose reviewing the HH Default EACs annually in December. This is because HH Default EACs fit well with the following MDD values, which we already review every December with the support of the Profiling Expert Group (PEG): ● Average Fraction of Yearly Consumption (AFYC); ● GSP Group Daily Profile Class Average EAC values; ● GSP Group Profile Class Default EAC values; and ● Default Period Profile Class Coefficients for use in HH estimation. 4.4 As the migration of Metering Systems from NHH to HH will be in its early stages by December 2015, we recommend carrying out the first annual review in December 2016. 5.
