1. Purpose and role of LYN steering group and LYN. – this was discussed as per the guidance (
toolkit) documents. All was emphasised the need to be positive . and VW clarified that the
Lyn is not a decision making body, but make recommendations to the Area Board. Current
Lyn members/invitees were asked because of their community or young person’s interests
and the likelihood that they would not need themselves to bid directly for WC youth funds.
PH and PT made stated the Lyn was an opportunity for joined up thinking and response
within the community for the benefit of young people.
2. Role of CYO - clarified as per toolkit, manly to enable, facilitate, support or train. Some
developmental delivery as needed.
3. Position statement /overview of current provision or developments – RW gave an
overview of current position of provision generally. RW made a series of recommendations
which the LYN steering group adopted; to form a direction of action as follows;
Wiltshire Council Supported Provision - Skate shed closed – skate park planning
application pending. Riverbank Studios- aiming to continue offering band development
support, recording studio, practice space and showcase performance times– as Community
Interest Company. Business plan written. Discussion with Borough Lands.. ‘Zanshin
Group’- Self defence/ protective behaviours group starting at riverbank – Tuesday 78.30pm. Run by CYO in partnership with Genshin Kia International School of Martial Arts. X2
young volunteers recruited; need female to open up to young women. Space agreed as in
kind contribution by WC. Olympiad supplying mats.. Duke of Edinburgh Award GroupSue Boulton volunteering to lead; temporarily at Sheldon , but CYO aiming to secure venues
at Monkton Park of Riverbank. Has £2000 held centrally by Louise Fisher ( D of E
development officer).. ‘Youth’ store at Monkton Park- field kitchen, some tents (x3),
waterproofs, torches, conservation work kit. Also fun and social education games.
Voluntary/ other providers –

Very good provision of sports clubs and activities ; CTYFC, DHFC, CCYFC,
CTYRFC, CYHC, ‘Kick It’ football project – Kandu / GreenSquare/ WC.( Sheldon
Tuesdays ). Stanley turn and play on 3G11-18 3-4.30 Friday.

Swimming Club at Olympiad , gymnastics etc. Taekwondo, Karate ( Olympaid,
schools), boxing ( West end Club) and kick boxing ( Olympiad. Gym.
Rise Trust – St Pauls Hall alternate Wednesday / Fridays eveinings11-16yrs youth
club
‘Street games’ – John Cole Park – Wednesdays evenings
Yatton Keynell Youth Club
Ladyfield, Sheldon, and Baptist Church youth clubs
Dirt jumps (seasonal).
Number of uniform groups ; Sea Cadets, Army cadets, Air Cadets, Scouts and
Guides.
CYO Recommendations – RW suggested a direction of action base on the points detailed
below. The Lyn group agreed this was a good way forward.

Support Riverbank Studios/ Duke of Edinburgh Award

Revisit to ‘health check ‘ relevance of prior consultation re : youth strategy and
do up to date needs analysis. As part of the scoping exercise to ensure up to date
overview of current provision. Need to have discussions with /consider
villages and Parish’s.
neighbourhoods areas
faith groups
partners and stakeholders
possible procurement of youth café service at Riverbank/ Monkton Park?.
Consider needs of skaters
Consider ways of ensuring provision for vulnerable groups e.g. young women.
Explore ‘outdoor activity base’ re youth strategy 2008.
Develop idea ‘ Youth equipment Store




JS suggested this would reinforce Riverbank./Monkton Park area as a ‘hub’ for youth
provision and support the Campus/ Skate park developments too. This was endorsed by SD,
and rest of the LYN group.
WC Area Board Funding process and criteria ( re Toolkit) Area Board Youth Funding- £19230
transferred from Bridge Centre account, plus Area board allocation 2014/15 re CAM for
actual figure in region of £35000?
4. Needs analysis / consultation – current information and further work ( e.g. events?)
RW reported that the previous consultation work could be sued as a basis for the needs
analysis exercise, so as not to waste time.; but to health check the broad vision and need,
This approach was adopted but the LYN, The needs analysis work would therefore be
adopted the following as a basis for any ‘questionnaire’ or consultation aimed at young
people and other parties.

Youth Strategy 2009 – consultation findings and recognition of different cultural
needs
Aspiration for dispersed model
Revisited at Chippenham Children’s Parliament 2010/2012 and still relevant
Youth Café research 2012 identified need foe drop in café in central location on
Chippenham; Riverbank an option subject to staffing.
2013 Drugs Awareness week young people identified need for better drugs
awareness training in year 6 before going to secondary.
It was acknowledged the need to refer to the JSA, and VW gave a brief overview of
the priority areas; child poverty, health, and achievement.
5. A.O.B – Riverbank Studios- GB and TM talked about the Riverbank studios and undertook to
apply to the AB for funding. PT sated that BBL would consider an application for match
funding but BLC also like to see others contributing. PH suggested they apply to secure Jamie
Callum’s piano which in turn may help ther cause in marketing their efforts.
6. Actions
RW to re-send ‘tool kit’ to PT.
RW to forward AB LYN application pack to Guy Britton/ Tom Mallard
RW to contact Vincent Albamo ( transformation)re skate park.
RW to Id a female volunteer for resilience/self defence session.
RW to do detailed itinerary of equipment store.
RW to do Youth Café draft café spec for LYN.
Cllr PH to contact property re: Bridge Centre.
