Settlers Green Streetside announces a Request for Proposals for Art/Craftwork (RFP) for sitespecific artwork and existing artworks.
Artist Eligibility
This Request for Proposals is being sent only to artists who are eligible to submit work or
proposals for the Settlers Green Streetside. Please NOTE: Preference will be given to artists
from New England and especially New Hampshire. However, we will accept submissions from
any artist interested in the project.
About Settlers Green Streetside
Settlers Green is a 70+ store shopping center located at Settlers Drive in North Conway, NH. It
is a courtyard based center with clusters of buildings around landscaped courtyards and seating
areas. Settlers Green Streetside, located at 1699 White Mountain Highway, is currently under
construction and is a 37,000 square foot addition to the original center, bringing the total size
of the center to just under 300,000 square feet situated on approximately 75 acres.
Design Considerations
Particular attention will be directed to meeting strict security and functional requirements in a
development that serves a diverse group of people. Security framing and base systems are
needed to secure art/craft work. Site-specific commissioned work and existing works for direct
purchase are equally desirable. Due to the nature of this commercial facility, all work must be
durable, low-maintenance, sturdy, and easy to maintain, and must pose no hazard to the public
(for example, unprotected sharp edges and breakable mediums are not appropriate).
Design Themes
Desired artwork mediums include, but are not limited to, graphic arts, mural painting, low-relief
sculpture, glass, painting, clay, and free-standing sculpture or groupings of sculptures.
Undesirable mediums include artwork that makes a sound, vibration, or hum (white noise). No
overtly political themes will be accepted. The developers used the following words to describe
the themes, metaphors, and tone that they hope the artworks may convey:

Primary Locations for Artwork:



A: 100 - 200 square feet of exterior ground space available for free standing art
pieces. Height not to exceed 15’. There are both bricked walkway areas and
grassy areas available. There is more than one location for this type of art.
Matched or coordinated pieces scattered throughout the shopping center would
be considered.
B: Courtyard walls in common seating areas. These walls are semi protected
from both sun and weather. Wall areas 12’ in height by 30 feet in length
available.
C: Park area. Approximately ½ acre in size. Suitable for bench seating or focal
point or both.
Budget
Works in the range of $500 to $25,000 will be considered.
Artists submitting proposals should include cost of artwork and sub-contracting work related to
the project. Calculate expenses for supplies and materials; artist(s) fees; studio rental;
electricity, telephone; travel costs; a small contingency percentage; installation costs (including
engineering studies; if necessary); and insurance (see below). No design fees will be paid for
preliminary sketches or designs.
General Liability Insurance



Proposing artists are not required to have general liability insurance at the time
of the proposal. However, selected artists are required to submit a Certificate of
Insurance at the time of contracting to verify that a current general liability
insurance policy is in place and that limits of coverage are appropriate to the
scope of the project being undertaken.
If an artist has a general liability insurance policy in place at the time of proposal
and wishes to add a proportionally amortized portion of this cost to the budget
at the time of submission, this should be included in the budget.
If an artist does not have general liability insurance at the time of submission
and/or the level of coverage is insufficient to address the scope of the proposed
project, the line item in the budget for “insurance” can be left blank. The cost of
insurance can be added to the budget after review and selection and will be
included in the budget submitted to Settlers Green Streetside for approval.
Selection Committees
Submittals will be reviewed by an Art Selection Committee to consist of the developers of the
project and arts professionals along with community advisers. Final selection will be made by
the site developers.
How to Submit a Proposal for New Commission or Existing Work
Artists must submit the following materials:


A written statement, not to exceed one page, that addresses the artist’s/team’s
concept.
For site-specific proposals: Two-dimensional graphic representation of
preliminary concept.
o Present a graphic representation of the proposed work on illustration
board (minimum size 9” x 12”; maximum size 18” x 24”). If drawing
paper is used, it must be mounted on foam core. Any two-dimensional




medium is allowed. Settlers Green Streetside will honor the copyright
and intellectual property rights of artists.
For existing works for direct purchase: Jpg images on compact disc or flash drive.
Note: artists may submit as many image files of existing works for purchase as
they would like. Please note that all discs or flash drives must be accompanied
by a contact sheet with each jpg identified and numbered. Photographed works
must be accompanied by a description of the work, its title, size, materials and
other pertinent information.
Itemized budget. (see Budget section)
Identification of the intended site for each artwork proposed. Please note if the
artwork is not being proposed for a specific space inside or outside the building.
Original works of art cannot be accepted.
Deadlines




Submission deadline is May 1, 2017. No submissions will be accepted after that
date.
Review deadline is June 15, 2017.
Artist Selection July 1, 2017.
Additional deadlines will be detailed in the final contract directly with the
artist. Though flexible and contingent of on the design of the piece,
installation of all art should be completed no later than May 1, 2018.
NOTE:

None of the entries may be deemed suitable and the process may be adjusted,
ended and/or restarted. Semi-finalists and finalists may be asked to refine their
proposals or present their plans to the committees. The committees reserve the
right to make a decision that is in the best interest of the project and to adjust
the process as needed.
Selection Criteria
The panel will make the selections based on the following criteria:



Quality and suitability of the proposal in relation to the project description,
program goals, and site descriptions.
The artist’s ability to carry out the commission, to keep the project within
budget, and to complete and install the work on schedule (as determined in the
RFQ phase).
Permanence and durability of materials. All artwork must meet safety standards
and adhere to building codes and other state regulations. Artworks must be
durable and require minimal maintenance.

Willingness of the artist to consult with the architect, construction manager, and
building staff (or designated representatives) to make necessary adjustments in
relation to building codes and other construction issues, and to assure smooth
installation of the work.
Return of Proposals
Proposals submitted with a self-addressed and stamped return envelope will be returned to
artists immediately following the committees’ decision. Proposals without return envelopes
will be retained at the offices of Settlers Green Streetside for 30 days after the selections have
been made. Settlers Green Streetside will not be responsible for materials left beyond those 30
days.
